Main Street Tigard, Oregon DOCKET: SDR 2-76 (Tigard Plaza - Safeway) REQUEST: Review of a free standing sign for Tigard Plaza LOCATION: Tigard Plaza APPLICANT: Security Sign Company I . BASIC FACTS : 1 . 18 . 12 . 100(b) states : "In all zones, vision clearance areas shall be maintained between all intersecting streets extending 20 ' back from the right-of-way intersection along both sides of the spaces between the intersecting streets . Except for occassional tree trunks or poles, these areas shall be main- tained without sight obstruction of any kind for a vertical distance between 3 and 10 feet above the ground. " 2. 16 . 36 .040 states : "One multi-faced free standing sign . . . shall be permitted on a street or highway frontage. "Where a pre- mise fronts on two or more streets , the owner may elect to combine the total street frontage and erect only one free standing sign . " II . FINDINGS : 1 . The sign is shown to be within the traffic vision clearance zone . In order to comply with the Tigard Municipal Code the sign must be moved back and the landscape area should be extended around it . 2 . The applicant is proposing the sign to face both Pacific High- way and Hall Blvd. In order for this to be allowed the exist- ing sign on Hall Blvd. must be removed. 3. The proposed sign advertizes 16 tenants . The Tigard ' s Sign Code Committee has resolved that signs should identify the shopping center and two major tenants , a street address is needed, and identification of minor tenants should be addressed. In addition the sign legibility should reflect traffic speed and the number of lanes. `i STAFF REPORT AGENDA 5 .2 TIGARD DESIGN REVIEW BOARD March 22, 1977 - 5: 30 P.M. Tigard City Hall 12420 S .W. Main Street Tigard, Oregon DOCKET: SDR 4-77 (Alberbrook Apartments) REQUEST: For site plan and architectural review of a 180 unit apart- ment complex. LOCATION: North of S .W. Durham Road, east of S .W . Summerfield Drive . APPLICANT: Tualatin Development Corp . I . BASIC FACTS : 1 . The site is zoned R-7 Planned Development and was approved for low rise apartment units by the Planning Commission in 1972 . Attached to this was the condition that "the apartments in the project shall be developed in accordance with A-2 standards . " 2. 18 . 24 . 040(3) states "on corner lots the setback shall be twenty feet . . . " II . FINDINGS : 1 . The applicant is requesting review of a 180 apartment units on approximately 12 . 2 acres . This site is part of the Summerfield Planned Development and was approved by the Planning Commission for low-rise apartment units. 2 . Approved density for the site is unclear. In general the applicant ' s proposal for 14 . 7 units/acre is compatible with the Planned Development . Staff has asked that the Tualatin Development Corp . propose specific densities for the remaining portions of the Planned Development for Planning Commission approval . 3. As of this date the city is in the process of negotiating with Tualatin Development Corp . on the pedestrian/bike path for the Summerfield Planned Development . Therefore the final bike location and implementation should be subject to this agreement . 4 . The required setback for a corner lot is 20 ' . Two of the units along S .W. Durham come within 18 ' of the property line . This discrepancy should be corrected. 5 . The Tualatin Fire Department has reviewed the plan and made the following recommendation : a. That emergency access be provided off of S .W. Highland Drive . b. That the water district be provided with easements on the property for the location of water lines and hydrants . 1 STAFF REPORT AGENDA 5. 2 TIGARD DESIGN REVIEW BOARD March 22, 1977 Page 2 C. That the turning radius of the entrance drives be 450 . 6. A drainage Swale runs through the center of the site and is proposed to be developed into a pond area to retain runoff . This drainage plan should be subject to Engineer Division re- view to see that it is capable of handling the projected runoff . 7. The applicant has submitted a detailed landscape plan. However subsequent site plan revisions have necessitated major changes . A revised landscape plan should be submitted and should address the following staff concerns : o protection from traffic noise along S .W. Durham o maintain privacy for the single family homes (John Adams, Tualatin Development Corp. , has stated that the single family residents were promised a 25 ' landscape strip between the apartment units and their property lines) o present a detailed plan for the pond areas utilizing it as a major landscape feature o section H should be heavily landscaped in order to minimize the asphalt island effect o a street tree plan should be shown for S .W . Summer- filed and S .W. Durham Road o existing trees shown on the site plan should be incorporated in the landscape plan o patio areas should be screened preferably by plant material . 8 . Garbage facilities are specified on the landscape islands in the parking lots. Since the intent of the islands is to break up the visual impact of the parking areas , garbage containers should be allowed only in those islands large enough to con- tain adequate landscaping. 9 . No specification have been submitted for the following; signs, mailboxes, pathway, and bridge . III . STAFF RECOMMENDATIONS : Staff recommends approval with the following conditions : 1 . No building permit shall be issued until an agreement on thebike edestrian p / path has been reached. 2 . All building be a minimum of 20 ' from the property line . Main Street Tigard, Oregon DOCKET: SDR 5-77 (Georgia Pacific Corp) REQUEST: Site plan and architectural review of a 20, 300 sq . ft . building addition. LOCATION: 7920 S .W . Hunziker Road APPLICANT: Georgia-Pacific I . BASIC FACTS : 1 . The site is designated "General Industrial" on the Tigard Community Plan and zoned"M-3, Light Industrial" . 2 . On March 13, 1972, Tigard City Council approved a conditional use permit for Georgia-Pacific Corp. Two of the conditions attached for approval were : 1 . That the outside storage yard as shown on the submitted site plan be enclosed by a fence. W 2 . That the material loading area as shown on the submitted site plan, which is also used for outside storage, be screened by a site obscuring fence along the north and east sides . 3. On October 12 , 1976, Design Review Board approved a sign for Georgia-Pacific with the following conditions : "That a plan showing a 20 ' landscape strip all four directions up to the railroad right-of-way be submitted subject to staff approval . " 4 . 18 . 58 . 080(1) states "Tree and shrub plantings within parking areas shall be provided and maintained at approximately 70 ' on center each way . " II . FINDINGS : 1 . The applicant is requesting review of a proposed 20, 300 sq. ft . machinery manufacturing building. 2. The two conditions attached (see basic facts #2) to the out- side storage permit in 1972 have not yet been satisfied . The site plan specifies a partial fence around the storage area . This should be continued completely around and the material loading area should also be screened in order to comply with 1144, the City Council ' s conditions. George Wise (Georgia Pacific representative) has stated that the material loading area (2) will no longer be in use . A letter stating this fact should be received in order for condition #2 to be waived. STAFF REPORT AGENDA 5 .4 TIGARD DESIGN REVIEW BOARD March 22, 1977 Page 2 Ow 3 . On October 13, 1976 staff issued a sign permit for the Georgia Pacific sign approved by Design Review. Staff received a landscape plan for this area on 3-2-77. This landscaping has already been installed. The landscape plan was not approved by staff as specified by Design Review. 4 . Parking spaces do not in many instances correspond with code requirement as stated in 18. 60 . 160 . Most of these discrepen- cies are minimal except for spaces 40 and 39 which should be shifted next to space 62 . 5. Parking space #1 ' s backup area is enroaching on the entry area and could present a traffic safety problem. This space should therefore be moved next to #27 and the landscaping next to space #2 adjusted. 6. The landscape plan is vague and unclear as to plant numbers , sizes and locations. 7. Trees are not shown in several of the landscape islands . In order for these islands to have any effect trees should be added. 8 . No method of irrigating the planting areas has been shown . According to the Tigard Municipal Code all landscaped areas should be provided with some means of maintenance . III . STAFF RECOMMENDATION: Staff recommends approval with the following conditions : 1. The fence be continued completely around the storage area as approved by the Planning Commission . 2 . A letter be received stating that the material loading area will no longer be used. 3 . Landscaping around the Georgia Pacific sign be upgraded as perDesign Review Board requirements before issuance of a building permit . 4 . A revised site plan be submitted incorporating findings #4 and 5 (subject to staff approval ) . 5. A revised landscape and irrigation plan be submitted incorporating findings 6, 7 and 8 (subject to staff approval ) .
