TIGARD DESIGN REVIEW BOARD
April 26, 1977 - 5 : 30 P.M.
Tigard City Hall

1. CALL TO ORDER: The meeting was called to order at 5 : 30 by Vice-
Chairman Cook, due to the late arrival and non-
participation of Chairman McMonagle .
2. ROLL CALL : Present : Hammes, Cook, Goldbach , Olson , McMonagle
Staff : Edwards, Daniels
3 . APPROVAL OF MINUTES : The minutes of the April 12 , 1977 meeting
were approved as submitted.
4. COMMUNICATIONS :
5 . DESIGN REVIEW :
5 . 1 Alderbrook Apartments
A. Staff Report :
o Read by Edwards
Note : McMonagle arrived during the staff presentation .
B. Staff Recommendation :
1. Tree wells or planters be installed when grade
changes are made around the root system of the ex-
isting trees
2 . That the landscape and site plans be modified to
show an acceptable garbage can storage area and
the relocated patios for Unit G-4
3 . That all evergreen trees located so as to screen
car lights from the single family residences be a
minimum of eight to ten feet tall
4 . That an irrigation plan acceptable to staff be re-
ceived prior to issuance of building permits .
C. Applicant ' s Presentation :
o John Adams, Tigard Design Commission, explained the
proposal addressing the following points : garbage
area design, patio fencing, parking area fencing,
expansion of greenway area.
*Awl o Cook questioned whether a berm had been considered
to block the headlights from the parking lots .

o Edwards responded that it had been but rejected due
to drainage problems on the site.
o Adams objected to increasing the size of plant ma-
terials along the single family residences .
o McMonagle, representing Tigard Design Committee ,
explained the drainage system.
D. Public Testimony :
o Marge and John Woodell , 11575 S .W . Highland Court ,
expressed concern over screen fencing.
o Adams stated that any existing fences would be re-
located by Tigard Design Commission .
o John and Betty Forest , 15845 S .W. Highland Court ,
expressed concern over maintenance and support for
moving the fence closer to the apartment units .
E . Board Discussion and Action :

o Olson moved and Hammes seconded to approve the re-
quest including Staff Conditions 1-4, plus
5. Fencing be a minimum of five feet from the
patio and a minimum of five feet high
6 . The landscape architect work with staff to
amend the landscape plan along the single fam-
ily area.

There being no other business, the meeting was adjourned at 7: 30 .
