TIGARD DESIGN REVIEW

1. CALL TO ORDER: The meeting was called to order at 5:30 P.M.
by Chairman McMonagle.
2. ROLL CALL: Present: Cook, McMonagle, Olson, Goldbach and
Hammes
Staff: Edwards, Daniels
3. MINUTES: The minutes of April 26, 1977 were approved as
submitted.
4. COMMUNICATION: None
5. HEARINGS:
5.1 SDR 23 -76 (Skourtes) : Clarification of Design Review
Conditions.
A. Staff Presentation:
o Read by Edwards
B. Applicant' s Presentation: John Skourtes, applicant
o Summarized the proposed revisions
o Questioned constitutionality of Design Review
o Challenged qualifications to staff
General discussion about appeal letter and desirability and
amount of landscaping in industrial areas.
C. Commission Discussion:
The Board decided to take the items of conflict individually
ITEM I. (West Side of Building)
Whether additional plant material is necessary in the six foot
planting area along the west wall.
Staff Recommendation:
The applicant has constructed a driveway in this area
because of this change staff recommends that photinia
or a similar shrub be placed six to eight feet off
center along the west wall.

o McMonagle suggested widening driveway to 12 feet,
adding a curb and ivy ground cover
o Skourtes agreed
Goldbach moved and Olson seconded to approve widening the
driveway to 12 feet, a curb added around the planter bed, and
ivy ground cover
The motion was approved by a majority voice vote, with Hammes
dissenting.
Item 2. (Curbing Around Landscape Areas)
Whether curbing should be added around the planting area along
the west wall.
Staff Recommendation:
In order to protect the planting bed, this recommendation
should be retained.
IVAGoldbach moved and Cook seconded to adopt the staff
"" recommendation of curbing.
The motion was approved by a unanimous voice vote.
Item 3. (Western Most Front Planter)
Whether plant material should be added to the western most
planter abutting the curb cut.
Staff Recommendation:
That the base rock be replaced with top soil and either the
approved ivy or shrubs acceptable to staff be planted.
o Skourtes stated that it was too costly to remove the
rock that topsoil could be added.
Hammes moved and Olson seconded to add three inches of
topsoil and to plant ivy in the westernmost front planter
bed.
The motion was approved by a unanimous voice vote.

Item 4. (East side of Building)
Whether a 30 by 40 foot section on the east side of the building
should be planted in grass.
Staff Recommendation
That ivy be retained in this area for two reasons: a.
having a grass patch in the middle of two areas planted
with ivy will further degrade the landscape design of the
project b. maintenance will be increased by the natural
spread of grass into the ivy groundcover.
o Olson suggested maintaining ivy for uniformity and
ease of maintenance.
o Skourtes objected
Cook moved and Goldbach seconded to maintain the ivy ground
dover instead of grass in the 30 foot by 40 foot area on the
east side of the building.
Item 5. (Additional Plantings)
Whether additional plant material shall be added to the front
and east side planting areas.
Staff Recommendation
That additional trees be added to the east planter bed and
shrubs (broom, photinia, etc. ) be planted in the front
beds in lieu of trees.
o Olson and Cook stated the need for additional shrubs,
such as photinia and broom.
o Skourtes objected
Cook moved and Goldbach seconded to adopt staff recommendation
with maximum spacing six feet on center for the broom
and photinia.
The motion was approved in a 3-2 voice vote, with Hammes and
McMonagle dissenting.
Goldbach moved and Olson seconded to require a final land-
scape plan incorporating the adopted modifications be submitted
to the Design Review Board for their approval.
