Main St . - Tigard, Oregon Site Design Review 2-78 Hunziker Industrial Park Supplement to Staff Report of 4/18/78 Applicant : Blake Hering Request : For review of a conceptional landscape plan for an 84 , 000 square foot building. Site Location : S .W. Hunziker Road & S .W. 77th Place Previous Action : On April 25, 1978, the Tigard Design Review Board requested that the applicant ' s landscape and parking plan be returned for their review. Plan Review: The applicant has submitted a conceptional landscape and parking plan for the Board review. Because of the time frame he is working under, the Board agreed that a detailed landscape plan could be subject to staff approval prior to issuance of a building permit . The applicant has stated that a letter will be submitted to the Design Review Board in which building area usage will be broken down . Tentatively this breakdown is 5% office space, 757o storage and 20% industrial use for a total of 71 required parking spaces . The applicant is advised that his tenants must conform with the code requirements for parking and the formula he has submitted, 74 parking spaces are provided on the site, with no parking along the east wall . The Board should note that the plan has been modified since the meeting of April 25th . This modification consists of the reduction of the landscape buffer along S .W. Hunziker from 40 ' to 20 ' , and the rearrangement of landscape islands on the site . TIGARD DESIGN REVIEW May 2, 1978 SDR 2-78 Page 2 The rearrangement of the islands is acceptable, however the 40 ' buffer was discussed during the April 25th meeting, and the Board should decide whether it influenced their decision on the approval of the architecture . Because of the view from Hunziker and the scale of the building it would be beneficial for the 40 feet of landscaping to remain. A Hedge of photinia is specified along the north property line, a hedge planting will have minimal impact for the view from Highway ,.217. This landscape area should be increased to support tree growth or the applicant work with the Highway Department in order to plant along the abutting right-of-way . An existing row of Noruny Maple and White Birch are specified to remain . These planting beds are sparcely planted as far as shrubs and ground cover and should be upgraded. As noted in the previous staff report the adjustment of lot line should be recorded prior to issuance of a building permit . A drainage plan should be submitted for building department approval prior to issuance of building permit . Staff Recommendations : Staff recommends approval subject to the following conditions : 1 . The 40 foot landscape buffer be retained along S .W. Hunziker Road. 2 . A detailed landscape and irrigation plan be submitted for staff approval prior to issuance of an occupancy permit . 3. The existing landscape beds be upgraded with the inclusion of shrubs and ground cover. 4 . Tree planting be installed along the north property line in place of the photinia. This planting bed shall either be widened or O.S .H.D. approval obtained for planting in the right-of- way. TIGARD DESIGN REVIEW May 2 , 1978 SDR 2-78 Page 3 5. Lot lines for the site in question be recorded as per the approved plan prior to issuance of a building permit . 6 .
