Request: Review a proposed remodeling of an existing car wash .
Location: 12485 S .W. Main Street

I . Basic Facts :
1 . The site is designated as C-3M "Main Street Commercial" .
2 . On October 17 , 1978 the Tigard Planning Commission approved
a Conditional Use Permit (CU 27-78) with the following
conditions:
a. That the applicants submit construction and site drainage
plans to the City Engineer and Building Department prior
to the issuance of permits.
b. That the applicants ' site plan be approved by Site Design
Review Board, especially with regard to landscaping
improvements.
II . Findings:
1. Presently, the site contains a small retail building on the
southeast corner of the lot, an Arco Service Station occupies
the western half of the lot and a small car wash is centrally
located on the property. The landscaped embankment of Pacific
Highway forms the northern property boundary, S.W. Electric
Street forms the eastern property boundard and Main Street
forms the southern property boundary. A small officebuilding ' s
parking area forms the western property boundary.
2. The site is flat and the only significant vegetation is an 8
inch cedar tree which is not jeopardized by the remodeling
project.
3. The submitted plans accommodate the remodeling while
improving on-site traffic circulation.
4. The exterior of the remodeled car wash will utilize the same
materials , exterior coloration and architectural style as the
adjacent Arco Service Station. Specifically, a 4 inch brick
veneer with a mansard style roof made of 1 'x8" siding. This
will add greater continuity and visual appeal to the site.
5. The planting materials selected (rhodys, azaleas , junipers
and the ivy ground cover) should help add color to the site
while reducing the visual impact of the flat asphalt lot.

6 . The required parking for the site is three spaces (1 , 040
square feet/350sq. ft ./parking space) = 2 . 97 = 3 spaces . ) The
plans propose three parallel parking spaces adjacent to the
eastern wall of the car wash and a fourth space behind the
small retail/commercial building on the site . Since the
concept of this car wash is based on continual traffic
movement, the spaces shown will provide adequate parking area.
7 . The plans fail to incorporate irrigation for the large,
directional planter and northeastern boundary planter. Hose
bibbs located in each planter should provide an adequate
source of irrigation for these areas .
8 . The site plans indicate that the curbing of the northeastern
boundary planter does not extend to the north property line.
The extended curbing would not only "finish" the northeast
corner but prevent cars from potentially damaging the plantings
More plantings will have to be added to fill the additional
area of the planter.
III . Recommendations :
Staff recommends approval subject to the conditions established
in Conditional Use CU 27-78 and the following:
1 . That irrigation (manual or automatic) be installed in the
large direction planter and the northeastern boundary
planter.
2. That curbing be extended on the northeastern boundary planter.
3. That additional plantings be placed in the northeastern
boundary planter.
4 . Any signs to be placed on the site shall be submitted to the
Planning Department for approval .
