Request: Landscaping Review of an approved planned development,
Morning Hill
Location: Rectangular parcel (approximately 59 acres located
directly east of S.W. 135th and directly north of S.W.
Walnut Street
Applicant: Wedgewood Homes, Incorporated
I. Basic Facts:
1. The site has a mixed designation of urban low density and
urban medium density as directed in the NPO #7 Comprehensive
Plan (Note: The NPO #7 Comprehensive Plan has yet to
formerly be adopted) .
2. On SepteP1)er 19 , 1978 the general plan and program review
for a planned unit development (Morning Hill) was approved
with -,onditions by the Tigard Planning Commission (Ref.
ZC 5-77) .
kWw° II. Findings:
(Note : Due to the magnitude of the landscaping plan proposed
a staff report cannot accurately portray this submittal.
Therefore, specifics of the plan will be addressed during the
staff presentation) .
1 . The proposed plantings for the berm bordering S .W. 135th
and C .T . Walnut provide a good variety and quantity of
plantings. These factors coupled with the size of the
plantings proposed, should provide very acceptable
landscaping for the perimeter of the development.
2. The lain access drive (Morning Hill Drive?) utilizes a
planting style similar to the planted berm. This will
add c,_antinuity to the overall development and create a
visually appealing neghborhood once the plantings .reach
maturity.
3. The seating/play area (ref. sheet one landscape plan)
indicates the use of sand as a bedding for the play area.
Sawdust, wood shavings or a similar material (1 ' deep)
provides more cushioning when children jump or fall off
climbing equipment. The climbing structure is to be
surrounded by a sawdust bedding.
4. The island play area (ref . sheet four landscape plan)
does not indicate sawdust depth. Again, for safety,

a one foot depth of sawdust shall be provided in the play
area. The plantings and berm should provide a natural
buffer to help prevent children from running in the street.
However, to increase driver awareness a signing program will
be incorporated to warn drivers of the children' s play area.
5. Landscaping of the residential streets east of the major
access (Morning Hill Drive?) are not complete when compared
to the streets to the west.
III . Recommendations:
1 . The proposed play areas shall use a sawdust bedding one
foot deep around all play equipment.
2. A signing program indicating a playground or children ' s
play area shall be installed in the surrounding
areas of the play island.
3. The landscaping of streets east of the main access drive
will be improved to match the quality of the landscaping
of the streets on the west of the major acess drive
(Morning Hill Drive?) .
4 . The proposed recreation building, phases of construction
which include mutlifamily or duplexes units shall be
be reviewed on their own merits when that phase of
construction is proposed.
