PROJECT REVIEW
A request for design review of a proposed new building for a
mechanical equipment contractor at 14830 SW 72nd Avenue.
STAFF FINDINGS
1. The Tigard Planning Commission, at their December 2 meeting,
approved a conditional use permit for a contractor's shop
and offices and outside storage on this site with stipu-
lations that the owner dedicate ten (10) feet to SW 72nd
and that outside storage areas be screened. Staff did
not, at that time, recommend a waiver of remonstrance to the
formation of an L.I.D. for street improvement be required,
reasoning that this was more properly the concern of the
Design Review Board (who may prefer to require a half
street improvement) .
2. Present use of the site is rural residential, the last such
parcel in this immediate vicinity. The adjacent land use
is industrial (Ford Predelivery and Associated Trucking) .
3. Applicant's site plan shows a landscaped front yard with
a large setback and ample parking. Some adjustment will
be necessary at the front lot line to swing the southerly
driveway away from the south property line (5 ' minimum
distance to property line from driveway at street) .
4. Experience has shown "1 gallon size" plants to be generally
too immature to provide good survival. They have also the
disadvantages that they are too small and out-of-scale for
the first 2-3 years and then usually require thinning and/
or replanting. "Two gallon" plants are preferable. . .
Staff would really prefer graded plant materials (height,
spread, caliper) to reduce some of the creative guesswork) .
5. Note that "Landscape Plan" differs from "Site Plan". Use
"Landscape Plan" where it pertains.
6. Junipers, where specified, should be prostrate forms due to
vision interference problem otherwise.
7. The "Lanscaping" shown adjacent the property line could
probably be some ground cover, with periodic shade trees
to provide visual relief and shade, especially for the
sun side of the metal building.
8. Staff is advised that "Gate" shown on north side of building
is only for extraordinary use and will normally be locked.

STAFF RECOMMENDATION
Approval with conditions:
1. Waiver of remonstrance to L.I.D. for street improvements.
2. Minimum 2 gallon size plant materials.
3. Sweetgum, London Plane Tree, Norway Maple or some
similar be planted at 30 to 35 foot intervals on side
and rear lot lines starting from "Gate" .
4. Catch basins be designated to retain partial catchment
on site in dry well with overflow to be drained to
appropriate drainageway.
