Staff Report Tigard Site Development Plan & Architectural Design Review Board December 23, 1975 SDR 31-75 Agenda Item 5.1 Site Development Plan Review Of a proposed commercial building to be located near 72nd and Upper Boones Ferry Road Staff Findings 1. Location of the proposed development is between "Connie 's Grocery" and the Beebe Company on a vacant parcel. 2. Use of the proposed building is to be a wholesale distrubutor of welding supplies. 3. Access and parking are adequate as shown; however, the existing paved "turnout" in .front of the grocery will likely be a problem due to local congestion at peak hours. Staff feels it would be better to allow parallel parking only and increase the number of parking spaces adjacent the grocery store to offset the loss of parking in front. This may require slightly redesigning the access road to the welding supply. 4. The "compacted" gravel area to the rear of the side ought to be paved if it is to receive frequent use. If its use is for temporary or infrequent parking or materials handling or maneuvering, it could very economically be seeded to turf grasses on top of compacted gravel. Tigard code will not allow a gravel parking area. 5. Curbs for wheel blocks at the front of parking stalls and to retain landscape materials adjacent driveway and parking areas are strongly recommended. 6. No catchment basins or :other storm drainage provisions are whown on the plan, nor is topography or final grading. 7. The landscape plan, as submitted, shows a total of 21 plant types. Staff would strongly recommend that a single dominant theme be selected using not more than 4-5 plants with not more than 3 or 4 "feature" or "speciman" plants as accents. This approach would be a great deal less confusing, more pleasing and less costly. 8. Area to the rear of the existing grocery store need not be landscaped in this project as there is an intervening property line; however, staff would point out that it should be cleaned up and maintained free of noxious vegetation and other nuisances. Staff Recommendation Approval, with appropriate conditions as follow from staff findings.
