A request by R.A. Gray Construction Company for
review of a proposed medical clinic at the corner of
S.W. Pacific Highway and S.W. Garrett Street.

Site Development Plan Review
1. Location of the proposed medical clinic is at the
southwest corner of Pacific Highway and Garrett Street.
2. The site is presently vacant and a ravine to the rear
is in the process of being filled.
3. Access and parking are adequate as shown. However,
the parking stalls adjacent Pacific and Garrett must
be moved back from the property line to provide the
required 10 foot landscaped setback.
4. No sidewalk or curbing is indicated on Garrett Street.
The code requires a six foot sidewalk adjacent the
property line.
5. The pedestrian/bicycle path shown to the rear of the site
conforms to the NPO #1 Plan. However, it should provide
for extension to the next lot as well as temporarily
connecting with the parking lot.
6. The cotoneaster shown adjacent Garrett will not be
an appropriate plant to have adjacent the sidewalk.
7. The landscape plan, as submitted, shows a total of 25
plant types. Staff would recommend that a dominant
theme be selected and a less diverse usage of plants
be employed.
Staff . Recommendation
1. That the parking be set back from Garrett and Pacific
as per code to provide the 10 foot landscaped setback.
2. That a half street improvement be made to Garrett based
upon the City local street standard. (This means curbs,
catch basins, sidewalks and a blending of asphalt to the
existing roadway)
Now
3. That sidewalks be placed adjacent to property lines
and a 10 foot easement be provided along all property
lines for utility purposes.
4. That a landscape plan featuring a dominant theme and
involving a less diverse selection of plants be
submitted to staff for approval.
5. That the pedestrian/bicycle pathway be constructed in
order to provide for future extension.
6. That approval be subject to the granting of a conditional
use permit by the Planning Commission.
