of a proposed medical clinic and pharmacy at Pacific Hwy.

STAFF FINDINGS
1. The proposed clinic is to be located on a part of an
approximately 1.8 acre site in two parcels and will
be the first phase of a two phase project. The second
phase is projected to be a companionate dental clinic.
2. The Planning Commission approved a Conditional Use Permit
for the first phase (this project) at their January 20
meeting. That permit is subject to the following conditions:
a. That 5 ' of additional right-of-way be dedicated
along SW Garrett St.
b. That a 1/2 street improvement be made to SW
Garrett based on the City's local street standards.
c. That diagonal off-street parking be provided
adjacent SW Garrett St.
d. That a 10' utilities easement be provided along
all property lines.
e. That the pedestrian/bicycle pathway, as shown on
the site plan, be subject to Design Review Board
consideration.
3. The site is presently vacant, with a ravine to the rear
that will be tiled and filled.
4. To the south of the site are apartment buildings and the
barber shop and Setniker 's are to the west. Across Garrett
St. (east) is a vacant lot and across Pacific Highway
(north) is School District parking and Jack Robertson' s
still vacant lot.
5. To staff's knowledge, no sizing study has been done for
the storm drain traversing the rear of the site; however,
the Public Works Department has indicated that it.'s satis-
fied with the size -- they have also indicated that they
would recommend the City not accept maintenance respon-
sibility for the line or an easement for access to it.

6. Access and parking appear adequate as shown; however,
the parking stalls adjacent Garrett St. need to be moved
back. This will not affect the aisle width as the usual
design standards for the parking configuration shown in-
dicate 13 to 15 foot wide aisle as a minimun standard.
Due to the character of using traffic in a clinic, staff
sees 16 to 18 feet as more appropriate for 45 degree
diagonal parking here. It could be pointed out that
diagonal parking would be desirable throughout the site
to conserve paved areas and to help direct traffic flow
as well. There are back-out clearance problems in the
other parking areas as well, although they are not so
severe. For instance, the front overhang of an automobile
will nearly obliterate the walkway on the southerly side of
the building and there isn't sufficient back-out between the
parking channel and the building at the westerly corner.
Staff feels also that the "front" entrance (to the pharmacy)
needs walkway rather than the extra wide driveway.
7. City staff has investigated grades on Garrett St. and feels
there to be no particular infeasibility in pursuing a half
street improvement as the applicant's property line is
located at a tangent section beyond the vertical curve
at the bottom of Garrett Street's hill, allowing the con-
tractor to establish an arbitrary grade at the new curbline.
8. The pedestrian/bicycle path shown to the rear of the site
conforms to the NPO ##1 Plan; however, staff feels that
it should eventually extend along the line of the existing
ravine to the southwesterly corner of the site so that it
can be further extended southerly as new development occurs.
9. The landscape plan submitted appears to be greatly improved
over the first one submitted.
10. The set of drawings marked "supplementary" are to illustrate
the site orientation of this proposed project in relation
to the not yet formally proposed Phase II.
11. Minimum width :for a fully separated Bikeway is 81 . Recently
we have been building them without gravel base on lime treated
soil. Applicant's letter attached requests deferring bikeway
to the Phase II portion.
STAFF RECOMMENDATION
Approval, subject to the following conditions:
1. A diagonal parking pattern be developed for the entire
site.

2. That a walkway be provided adjacent "front" driveway
for pedestrian access to pharmacy.
3. That applicant will provide a bikeway, minimum width
81 , across rear of lots, built to City specifications,
but not necessarily to be constructed until Phase II
is built.
4. That all landscape setbacks be observed, understanding
that automobile front overhangs may encroach.
5. Wheel blocks be provided, or the curb be designed to
eliminate encroachment of automobile overhang on the
walkways. (.An alternative could be to widen the walkways) .
Mark "in" and "out" entrances and interior direction
of traffic flow.

Gentlemen:
Re: Medical Clinic Project — S. W. Garrett Street and Pacific Highway
After more careful study of the parking and bike path, it is our opinion
that bike riders will take the path of least resistance and will flow through
the parking area to Frontage Road and/or path extension.
We feel, therefore, provision should be made to attach bicycle path to this
improvement at completion of second site.
