Site Development Plan Review
A request for review of a proposed expansion of the existing
Safeway Store in Tigard Plaza at SW Pacific Hwy. and Hall Blvd.
Staff Findings
1. A variance request to allow the building expansion along
the property line on Hall Blvd. The existing building line
was non-conforming (would have been required to observe a
20 ' setback) and the Planning Commission reasoned that to
impose that setback at this time would have been a hardship.
2. Conditions imposed, however, were that the applicant:
a. provide landscaping and screening along the rear
lot line adjacent to the shopping center's service
areas, screening the mobile home park next door,
b. provide a landscape setback area between parking and
sidewalk on Hall Blvd. and Pacific Hwy. , but pro-
viding that the existing number of parking stalls
AW not be reduced
C. shade trees in the front parking area sufficient
to meet code requirements or provide 25/ shade of
parking area
3. Applicant's preliminary site plan does not reflect these
requirements; however, the applicant will present a site
plan amended to show them at the meeting.
4. The site plan enclosed appears to be somewhat inaccurate,
but does permit review of the site changes necessitated'
by the building modification.
5. Staff will reserve judgment of landscape plan until the
meeting.

Site Development Plan Review
A request for review of a proposed addition to the service area
of Big "B" Thriftway in Canterbury Square.
Staff Findings
1. The service area (present and proposed) here is exposed
to public areas and to direct views from adjacent apart-
ments. It faces a day care center located behind Canter-
bury.
2. The Tigard Code requirements presently pertinent to C-4
commercial development with respect to landscaping and
screening appear to be basically unchanged from the require-
ments under which this shopping center was built.
3. Design Review for the area to the rear of the shopping
center was part of the approval given A & P Developers
for the daycare center. This was, by ordinance, to have
included landscaping, lighting, etc.
4. Landscape plan was submitted.
5. Staff is concerned by the lack of screening and visual
amenity presently afforded by the existing development
of the subject service area. It appears unlikely to be
improved by the proposed addition.
