Request: Site Development Plan
Review of a Proposed Childrens Day Care Center
Location: 7310 S. W. Spruce Street
Applicant: Roberta O'Donahue
BASIC FACTS•
1. The site is designated "Urban Low Density Residential" on the
Tigard Community Plan and zoned 11R-7 Single Family Residential" .
2. A Conditional Use Permit (CU 6-76) for a Day Care Center was
approved by the Planning Commission on February 17, 1976, with
the following conditions:
A. Site Development Plan be subject to Design Review Board
Approval.
B. A waiver of remonstrance, agreeing to participate in a Local
Improvement District for S. W. Spruce Street be filed with
the City Recorder.
3. The surrounding land use consists of the Fred Meyer store and
parking lot to the south and east with single family residences
across Spruce Street and a vacant lot to the west. An insurance
agency is located in a house at the N.E. corner of 72nd and
S. W. Spruce Street.
4. S. W. Spruce Street is an unimproved street with a 80' right-of-
way. Recently an 80+ unit apartment building was given Design
Review Approval by Washington County at S. W. 78th and S. W.
Spruce. A condition of that approval was for improvement of
S. W. Spruce from S. W. 78th to S. W. 72nd Avenue. A street
improvement consent covenant has recently been mailed to the
applicant and must be satisfied prior to issuance of occupancy
permit.
FINDINGS:
1. The Site Plan shows six 9 ' x 20 ' parking stalls whereas the code
requires a minimum of 91 .6" width.
2. No 10 ' backout space is provided for the southernmost (top of
drawing) parking space.

3. The number of spaces appears adequate especially with provision
for the through drive for pickup and delivery.
4. The driveway for pickup and delivery is about 10' wide. Concern
does arise about the negotiability of entering that drive from
the street.
5. Barkdust only is shown for the 2' strip along the parking area
away from the play area. These areas have a tendency for neg-
lect and the addition of ground lessens that appearance. Also,
no groundcover is shown for the remainder of the parking area
perimeter.
6. The play area is well contained with a fence and concrete wall.
7. No information was submitted for either the play area surface
or play equipment.
8. No provision was made for allowing a sign during the Conditional
Use process and advertising signs are prohibited in the R-7 zone.
STAFF RECOMMENDATION:
Staff recommends approval with the following conditions:
1. A waiver of remonstrance agreeing to participate in a Local
Improvement District for S. W. Spruce Street be filed with
the City Recorder.
2. Concrete aprons to be constructed at grade with future street
improvement and approved by Washington County Public Works.
3. Parking stalls be a minimum 91641 in width.
4. Minimum 54 backout space for the southernmost parking stall
be provided and proposed tree locations to be appropriately
modified.
5. The entrance area to the pickup/delivery area be expanded.
6. Appropriate ground cover and evergreen bushes or trees be
located around the parking area.
7. A wall-mounted sign not to exceed 12' be permitted as the
only sign on the site.

S. West perimeter of parking area to be expanded 2 feet and to
include 3 additional pin oak and interspersed by evergreen
bushes or trees. In addition, some evergreens could be
placed along the playground fence on the east side of the
parking lot.

Request: Design Review of an Exterior Remodeling of an Existing
Commercial Building and Location of a New Sign
Location: 11831 S. W. Pacific Highway
Applicant: Young's Funeral Home
BASIC FACTS:
1. The site is designated as "Retail Commercial" on the Neighborhood
Plan II and zoned "C-3, General Commercial".
FINDINGS:
1. The applicant's proposal envision no floor area expansion.
2. Section 18.60.120 (4)(i) of the Tigard Municipal Code requires
one parking space for each 8' of bench length in the chapel.
The floor plan shows 187' of bench space thus requiring 23
spaces at this site. The Site Plan shows 32, but some are under-
sized and some are poorly located. The spaces closest to the
"existing building" are approximately 9' x 17' whereas the
Tigard Municipal Code requires 9'6" x 191 . The Code also requires
AW a 24' drive/backout for 90 degree parking stalls.
3. The Tigard Municipal Code requires 6" wheel blocks on all exterior
parking stalls. These are necessary for the stalls nearest the
"existing building" and the easternmost stall near S. W. Pacific
Highway.
4. The Site Plan shows three 3' x 3 ' areas for tree planting in the
central parking area. This satisfies the requirement for land-
scaping 70' on center, but without curbed protection, there is
potential for damage.
5. No landscaping plan was submitted, but the site presently has
extensive landscaping. No specific tree type is proposed. A
hardy deciduous such as Norway maple would enhance the site.
6. A new 13'6" x 7' redwood sign with inset letters is proposed to
be mounted on a 6 x 6 and four 2 x 4 post combination, three feet
from the right-of-way. Although height of the sign is appropri-
ate, the length (13 '611) appears excessive.
7. The Site Plan proposes u. o 300 watt flood lights near the sign.
Care should be taken not to allow them to be directed toward
Pacific Highway.

STAFF RECODSIENDATION:
Staff recommends approval of the Site Plan with the following
conditions:
1. All parking spaces be 9161, x 191 .
2. Six-inch wheel blocks be provided for the easternmost park-
ing space and those nearest the "existing building".
3. The 3' x 31 planting areas in the central parking area be
curbed and deciduous trees, i.e. Norway maple, of minimum
2" caliper with appropriate groundcover be planted.
4. Information regarding the direction of light beams near the
sign be submitted to Staff.

Request: Review of Signing Program
Location: Triangle Park at Htiry 217, I-5 and S.11,T. 60th Parkway
Applicant: Farmers ' Insurance
BASIC FACTS:
1. The site is designated "Residential Commercial" on the Tigard
Community Plan and zoned "C-P, Commercial Professional-Planned
Development".
2. The CP-PD zone was approved September 9, 1974.
3. Section 18.40 of the Tigard Municipal Code states:
"Signs in a planned development district (under pro-
visions of Chapter 18.56) for the specific purpose of
site identification, building identification, tenant
identification and traffic direction may be permitted
in such planned development district as approved in
the general plan (Section 13.56.030) subject to design
review board approval, providing that an integrated
sign theme is carried out compatible with the overall
development and consistent with the approved General
Plan and Program. "
4. The approved General Plan and Program refers to the Signing
Program in the following manner: "Lighting, signing, bus
stops, seating areas, pedestrian walks, bridges, etc. , will
be designed to complement the natural wooded setting and
office campus atmosphere" (page 6) .
5. Once Design. Review Board approval is acquired, the General
Plan. and Program will be amended by the Planning Commission
and City Council.
CONCLUSIONARY FINDING and RECO17ENDATION:
Staff finds that the Signing Program is in compliance with the
General Plan and Program as approved in that it is compatible
with the site and recommends approval as submitted.
