General Telphone Building 12460 SW Main Street Tigard, Oregon DOCKET : SDR 33-76 (Fabric World) REQUEST: Review of a site plan for a landscaping project . LOCATION: Village Square shopping center at the corner of SW McKenzie Street and SW Pacific Highway . APPLICANT: Norris & Stevens Realtor BASIC FACTS : 1 . The site is designated "Highway-Commercial" on the Neighbor- hoed Plan I and zoned "C-3, General Commercial" . 2 . On August 3, 1976, the Planning Commission approved a conditional use permit to locate a fabric store in the Village Square shopping center . Conditions attached at the time of approval were the following, + 1 . That a seven foot landscape strip be established between the sidewalk and the parking area. 2 . That the southern most curb cut be closed and replaced by sidewalk. This would leave a centrally placed curb cut on Pacific and one on McKenzie Street which actually serves as a driveway for the center . 3. That the north front of the building not being used for parking or walk be landscaped. 4 . That the tenants of Village Square work together on forming one sign that would satisfy their existing and future needs . 5. That the illegal signs on site be removed. 6 . That the proposed sign and landscape plan be subject to Design Review. FINDINGS : 1 . A site plan satisfying conditions 1-3 has been submitted. 2 . The signing problem noted in conditions 4-6 will be sub- mitted for Design Review at a later date . STAFF REPORT Design Review Board August 24 , 1976 Agenda 5 . 1 Page 2 LANDSCAPE PLAN: FINDINGS : 1 . The area shown to be landscaped on the site plan is presently covered with asphalt paving thus there is a need for adequate site preparation and the 12" top soil recommended in the site plan will not be adequate for root growth . 2 . Landscape section "A" shows low evergreen azaleas between the parking lot and the sidewalk. This will not prevent people from taking a shortcut through the planter. Larger shrubs would inhibit such move- ments. 3. No irrigation has been shown of section "A" or "C" . 4 . The plan specifies "Crimson King" maple . Norway maple has been established as the desired street tree along Pacific . This tree was chosen for its fast growth, hardiness, visual impact , and common availability. RECOMMENDATION: APPROVAL with the following conditions : 1 . That improved top soil mix surround the root balls and a hole dug for the roots to be 12 to 2 times the size of the root system. 2 . An addition to landscape section "A" of larger shrubs to prevent pedestrian traffic. 3. Adequate irrigation equipment be provided for section "A" and "C" . 4 . Norway Maple be substituted for "Crimson Maple" . 5. Dead plant materials in section "C" be replaced. General Telephone Building 12460 SW Main St . , Tigard, Oregon DOCKET: SDR 35-76 (Schulz OfPi.ce Building) REQUEST: Review of a proposed 8, 500 square foot professional office building. LOCATION : 11652 SW Pacific Highway (Wash . Co . Tax Map 1.51 36CD Tax Lot 1400) . APPLICANT: Anton Schulz/M & S Investment Company BASIC FACTS : 1 . The site is designated "General Commercial" on the Tigard Community Plan and zoned "C-3 General Commercial" . 2. The Tigard Planning Commission at their August 17 , 1976, meeting approved a conditional use permit to locate the proposed use on this site with the following conditions : 1 . A signing program for entire parcel submitted to the Design Review Board. 2 . Existing billboard be removed within 6 months . 3. Screen plantings be added to the north side of the building to screen the adjacent residence . 3 . 18 . 58 . 020 . 2 "A minimun of the front 10 ' from the street right-of-way shall be landscaped" . 4 . 18 . 58 . 060 . 2 "All areas not occupied by paved roadway or walkway shall be landscaped. FINDINGS : 1 . The surrounding land use is a bowling alley to the south ; automobile repair shop and single family residence to the north; and the Crystal Springs drainage way to the east . 2 . The site is below grade of Pacific Highway and slopes away toward the drainage way. 3. The site is presently overgrown with berry vines and natural vegetation . A trophy shop is presently on the site on the front portion of the lot . P 4 . Access to the site is to be through an easement across the adjacent parcel . Requiring a 10 ' landscape island along Pacific Highway would eliminate all parking for the trophy shop whereas a 10 ' wide landscape strip from the front on the north side of the building to the property line where the billboard now exists would satisfy the intent of the Tigard Municipal Code. 6 . The landscape plan specifies Douglas Fir along the west lot line . Design wise douglas fir are appropriate to the site. In addition the young douglas fir would have to be pruned severly so as not to interfere with traffic . 7. In general the plan does not specify enough plant material. to form a pleasing design or to fulfill the requirements that all unpaved areas be landscaped. 8 . Area surrounding the trophy shop does not show proposed landscaping. 9. Unsereened trash receptacles presently exist on the west side of the trophy shop . This should be screened or removed. 10 . An abandoned sign structure exists in front of the trophy shop . This should be removed. 11 . No hose bibbs are shown for the planting areas along Pacific Highway . 12 . No existing plant materials are shown on the plan . RECOMMENDATIONS : 1 . Douglas Fir along the west lot line be substituted for shade trees and medium size shrubs . 2 . A landscape bed with shade trees such as Norway Maple be established adjacent to Pacific Highway . 3. That a revised landscape plan including Design Review Board recommendation be submitted for staff approval . 4 . All areas not used for building, paving or walkways be landscaped and maintained. 5 . Trash receptacles be screened or relocated. 6. Abandoned sign structure be removed. 7. Adequate irrigation be supplied for the landscape beds along Pacific Highway . Pacific Highway (corner of McDonald and S .W. Pacific) APPLICANT : Mr . James Page BASIC FACTS : 1 . The site is zoned C-3 (General Commercial) . 2 . The Tigard Community Plan state that the policy along Pacific Highway should be to "establish high design standards for signing and appearance. " 3. 16 . 36 . 040-8 "No free standing sign or any portion of any free-standing sign shall be located on or be projected over any portion of a street , sidewalk, or other public right-of-way . 4 . 16 . 36 . 040-3B "The minimum clearance below the lowest portion of a free standing sign and the ground below shall be fourteen feet in any driveway or parking area. " 5 . On August 17, 1976, the Tigard Planning Commission granted Tigard Muffler a variance of Title 16 , Sign Regulation . This variance would permit one free-standing sign on S .W. Pacific Highway advertizing "Tigard Muffler" . This approval was subject to the following conditions : 1 . Design Review establishes a smaller sign size (a 4 ' x 8 ' sign was presented) . 2 . Superfluous signs be taken down at the Staff ' s discretion . FINDINGS : 1 . Staff has visited the site and specified the signs that should be removed. The applicant will remove the exist- ing illegal signs . RECOMMENDATIONS : 1 . That the maximum size of the sign to be attached to the light pole be 3 ' x 4 ' and hang on building side of the pole. General Telephone Building 12460 SW Main St . , Tigard, Oregon DOCKET : SDR 23-76 REQUEST: Site development review of a proposed 20 , 000 square foot industrial warehouse . LOCATION: Bonita Rd. west of SW 72nd (Wash. Co . Tax Map 2S1 12A, tax lot 1900) . APPLICANT: National Safety Company BASIC FACTS : 1 . Site is designated general industrial on Tigard Community Plan and zoned M-3 (Light Industrial ) . 2 . The Tigard Community Plan designate SW Bonita Road as a collector street . 3. The existing site is presently vacant with overgrown native vegetation. 4iww 4 . The surrounding land use is flood plain to the south , vacant to the east , existing industrial building with General Chain Company on the west and Sabre Construction Company on the north. 5 . The surrounding zoning is M-3 Industrial . FINDINGS : 1 . Section 18 . 12 . 100 requires 30 ' additional center line set- back from SW Bonita Road. The right away width of Bonita Road is 401 . An additional 10 ' is to be provided through the partitioning. 2. The applicant has proposed a general industrial building with no particular occupant secured as tenant . Any use of the building would be subject to the permitted and conditional uses allowed in the M-3 zone and any use would require approval by the Planning Commission . 3. The site plan as proposed satisfies all setback and height limitation requirements of the code. 4 . Section 18 .60 . 120 requires that for general, industrial buildings one space for each employee on the largest shift or one space for each 1000 square feet whichever is larger. Without knowing the occupant of the building the one space for 1000 square feet should be adhered to . The size of the proposed building is 20,000 square feet thus requiring 20 STAFF REPORT Agenda 5 .4 Design Review Board August 24, 1976 Aw Page 2 parking spaces . Twenty spaces are shown on the site plan . 5. Section 18 . 58 . 080 of the Tigard Municipal Code requires that the front 20 ' of the property be landscaped . The site plan shows two landscaped islands . Poplar trees are shown to be located on the site. These appear to be adequate on the east area but by themselves would be inadequate and the addition of evergreens such as a shore pine would pro- vide screening during the winter months . 6 . Ivy is shown as groundcover but no particular type is shown. A hardy ivy such as Baltic: would be appropriate on the site . Changing the tree type to a maple or an oak adjacent to the building would provide a better shade screen for the parking area next to the building. 7 . Landscaping along the west side of the parking area appears to be inadequate . Additional trees, both poplar and ever- green , should be added. No groundcover is shown . A con- tinuation of the groundcover along the front should be placed in this area. 8. All landscaped areas should be curbed where adjacent to parking and driving areas . 9 . Section 18 . 58 .080 (2) Tigard Municipal Code requires that all areas not occupied by paved roadways, structures, or walkways should be landscaped. The areas to the rear of the building are shown for natural vegetation. This should be supplemented by the addition of moisture tolerant trees (Red Maple, alder or willow) and other vegetation to stabilize the bank area of the flood plain or grass. 10 . The site plan shows two catch basins with drainage directly into the flood plain. It should be noted that during last winter a year of light rainfall the intersection of Bonita Road and 72nd was flooded. A drainage retention system should be developed. 11 . Section 18 . 58 . 090 requires all utility lines be placed underground. 12 . S .W. Bonita Road is county road. Ac cess �:,erm.i_ts are required for all new entrances on to the right-of-way . An equal amount of evergreen trees be added to the landscape areas . 3 . All landscape areas be curbed as they abutt paved areas . 4 . The ivy groundcover be Baltic type . 5. No fill be allowed in flood plain . 6 . A drainage retention system be developed and approved by City Engineering Department . 7. A non-remonstrance agreement be executed prior to the issuance of building permit agreeing not to remonstrate against future street improvements to SW Bonita Road. 8 . Access permits for the three access points be acquired by Washington County Public Works . 9 . Additional trees be added to the front of the building and located so as not to be directly over sanitary sewer lines.
