General Telephone - 12460 S .W. Main Street DOCKET: SDR 22-76 REQUEST: To add 5, 000 square feet to an industrial building approved by Design Review Board on 7/13/76 . LOCATION: 9380 S.W. Tigard Avenue APPLICANT: Atlas Land Company I . BASIC FACTS 1 . The site is designated "General Industrial" on the Neighborhood Plan II and zoned M-4 , Industrial Park. 2 . A development proposal for a 14 , 800 square foot industrial building was approved by the Design Review Board on 7/13/76 with the following conditions : 1 . Either a cross easement agreement be recorded assuring joint use of the access drive or the two lots be combined to form one tax lot . 2 . Landscaping along the front of the building be continued up to the building . 3. Tam Juniper be planted 4 ' on center . 4 . The landscape islands be curbed. 5. 6" wheelblocks be provided for all parking stalls . 6 . The signing program consist of a 32 ' directory sign with wall mounted identification signs not to exceed 12 ' . 7 . Irrigation plan be submitted to staff for approval . 8 . All utilities serving the site be placed underground. 9. A 50 ' greenway easement across the flood plain be granted, with the parking improvements shown on the approved site plan exempt from the greenway easement . II . FINDINGS 1 . The Fanno Creek flood plain is about 151 ' at this site. Prior to the City adopting regulations protecting the public from the dangers developing in the flood plain this site was filled as was the site for the existing building. `' This fill will act as dam during the next flooding and will increase the flooding elevation onto properties upstream. The U.B .C . requires 2 ,000 lbs . /sq. ft . 3. The addition of 5, 000 sq. ft . requires the addition of five parking spaces which are shown on the new plan . III . RECOMMENDATION Staff recommends approval of the expansion with the same conditions as attached originally with the exempting of the building from the greenway easement . Main Street DOCKET: SDR 29-76 REQUEST: Review of a proposed landscape plan for the concession stand/facilities building and parking lot . LOCATION: Fowler Junior High School at S .W. Walnut St . and S .W. Tiedeman St . (Wash. Co . Tax Map 2S1 3AA, Tax Lot 101) . APPLICANT: Tigard School District No. 23/Babe Ruth Inc. I . BASIC FACTS 1 . The site is designated "Urban Low Density Residential on the Tigard Community Plan and zoned 11R-7, Single Family Residential" . 2 . A conditional use permit CU 9-72 was approved on July 18, 1972, for a Junior High School and was amended on July 21 , 1976, by the City Council upon appeal to allow a concession stand/facilities building and field lights . 3. City Council on July 21 , 1976, asked as a condition of approval "that a fast growning type of tree be planted between the tennis courts and S .W. Walnut Street from the entrance drive to the west property line" . 4 . On August 10, 1976 the Design Review Board approved the site plan for a parking lot but required a landscape plan be re- submitted. II . FINDINGS 1 . Shade trees are shown between the tennis courts and S .W. Walnut Street as per Council recommendation. 2 . The specified trees are Norway Maple at approximately 50 o . c . The recommended spacing for Norway Maple is 30-401 . 3 . No specifications for staking of trees are shown . 4 . No irrigation system is shown. 5. No landscaping is shown on the east or west side of the future building. The addition of a few shade trees in this area would provide shade to the spectators a few days out of the year and partial coverage from rain the majority of the year . 6 . On July 5, 1973, the final site and landscape plan for Fowler Junior High was approved by the Planning Commission with two large landscape islands (with shade trees) at either end of the parking lot in lieu of trees 70 feet o . c. throughout the parking lot . III . RECOMMENDATIONS Staff recommends approval with the following conditions : 1 . Norway Maple be spaced 35 ' o .c . 2. All trees be staked. 3. An irrigation plan be submitted for staff approval . 4 . Shade trees preferably Norway Maple be planted on the east and west side of the future building. 5. Trees be planted in the two landscape islands in the central parking area as per prior commitment .
