1 . CALL TO ORDER : Meeting was called to order at 5 : 30 by Vice
Chairman Cook .
2 . ROLL CALL: Present : Hammes, Cook, Goldbach , and Olson
Excused Absence : McMonagle
Staff Present : Daniels, Edwards
3. MINUTES : Goldbach moved and Hammes seconded to approve the
minutes of September 28, 1976 . The motion was approved
by unanimous voice vote . Goldbach moved and Olson
seconded to approve the minutes of October 12 , 1976 .
The motion was approved by unanimous voice vote .
4 . COMMUNICATIONS : None
5 . DESIGN REVIEW:
5 . 1 SDR 37-76 (Jerry ' s Mobil )
A request for Architectural Design Review of gasoline pumps
at 11440 S .W. Pacific Highway .
A. Staff Report : Read by Daniels
B. Staff Recommendation : Staff recommends approval of
the request as submitted on the condition that all
noted code violations be rectified and a landscape
plan be developed for the area between the curb and
the property line.
C . Applicant ' s Presentation :
o L. R. Gregory, District Engineer for Mobil Oil ,
presented the architectural plans for the canopies ,
and asked that the staff recommendation concerning
non-conforming signs not be included since that
was a matter between the City and the tenant and
had nothing to do with Mobil Oil .
o Staff informed the Board that non-conforming signs
were the responsibility of the property owner.
Because the gasoline islands are so close to the
curb it might not be possible to ask for the
minimum 10 ' landscape requirements to be met at
this time .
o That the future approach shown on the plan was not
under consideration at this time .
o Goldbach moved and Olson seconded to approve the
proposal with the recommendation that all noted

code violations be rectified.
The motion was approved by unanimous voice vote .
5 .2 SDR 39-76 (John A. Loewer)
A request for Site Development Plan and Architectural
Design Review of a 10-unit apartment complex on S .W.
McKenzie Street .
A. Staff Report : Read by Daniels
o Olson informed the Board that because of conflict
of interest she would abstain from participation
on this item.
B. Staff Recommendation:
The submitted site plan be denied and resubmitted;
relocating the building and parking locations , pro-
viding better screening and satisfying the noted
code deficiencies .
C . Applicant ' s Presentation :
o John Loewer, applicant , stated that he was willing
to have the plan redrawn in order that it comply
with the City codes , but could see no reason why
this would constitute a major change.
o Goldbach asked that the arborvitae be spaced 3 '
o . c. in order to have better screening from the
apartment units.
o Cook asked that the applicant pay attention to
the items outlined in the staff report when re-
vising his plan .
o Goldbach moved and Hammes seconded that the proposal
be denied without prejudice and be resubmitted at
a later date with the fee waived.
The motion was approved with Olson abstaining.
5. 3 SDR 40-76 (Robert Randall Company)
A request for a Site Development Plan and Architectural
Design Review of a 53 unit apartment complex on S .W . Scholls
Ferry Road and 121st .
A. Staff Report : Read by Daniels

presented a revised plan that incorporated some of the
staff findings. Applicants also presented pictures of
the site , and stated that half of the units are one
story .
C. Board Discussion
o Board expressed concern about the location of the
single family homes in relationship to the apart-
ment units .
o Board discussed the need for access onto Scholls
Ferry Road, the need for emergency vehicle access ,
and the future traffic load on Scholls Ferry Road.
o Staff stated the need for proper timing for the
access onto Scholls Ferry Road and the need for
this development in sharing the cost of a traffic
light at 121st and Scholls Ferry Road .
o Goldbach suggested that the curb cut on Scholls
Ferry be used for emergency vehicle access only
with the intent that it could be opened to the
public when Scholls Ferry Road is fully developed.
o Staff stated that the Director of Public Works
' recommended that 50 ' access point onto S .W. 121st
Avenue and a 24 ' driveway as required by the Tigard
Municipal Code be adhered to .
o Applicant presented a revised pathways system for
the development and stated that the combination of
a sloping grade, building structure , and a 5 ' berm
would minimize the impact of the apartments on the
single family homes . The applicant also stated
that the adjacent play area would satisfy the play
area needs of the development .
o Cook asked if a portion of the open area could be
utilized for a play area .
o Applicant responded that they did not want to break
up the grass area and that a pool , sundeck and
barbeque would be sufficient for the recreational
needs .
o Staff stated that the addition of a basketball
pad and tennis courts would help respond to the
recreational needs of a projected 150 people .
o Cook stated that determining the recreational
facilities needed was beyond the scope of the
' Design Review Board.
o Olson stated that typical children did not need
an organized play area .

D. Staff Recommendations :
Staff recommends denial based on the following:
1 . The type of structure is not compatable with the
single family units to the south .
2 . Numerous code deficiencies as noted in the staff
findings are shown on the site plan .
3. The landscape plan is at too large of a scale to
access the adequacy of plant materials .
4 . No irrigation plan has been submitted.
E. Commission Discussion
o Goldbach asked if the surrounding neighbors had
voiced their opinion .
o Staff informed the Board that notification is not
required nor are the costs included in the fee
structure .
o Cook commended the plan for its siting and open
space.
Olson moved and Hammes seconded to deny the proposal
without prejudice and asked the fee be waived for
resubmittal .
The motion was approved with Goldbach abstaining.
o Staff asked that the Board summarize the modifica-
tions the resubmitted plans would include .
The following items were agreed upon :
1 . That the adjoining owners of single family
units be contacted.
2 . That the access on 121st be 50 ' wide with a
24 ' pavement width .
3. That access onto Scholls Ferry Road be for
emergency vehicles only.
4 . That the bike path be entirely on the property .
5. That an irrigation plan be submitted.
6 . That a landscape plan at 1 : 20 ' scale for the
areas around building structures be submitted.

5 .4 SDR 41-76 (Art Lutz)
A request for Architectural Design Review of a bus shelter
on S .W. Springwood Drive.
A. Staff Report :
o Daniels presented the architectural plans of the
bus shelter and informed the Board that the
applicant would be unable to attend the meeting.
B. Commission Discussion :
o Olson questioned the ventilation problem.
o Goldbach expressed concern over the lack of gutters
and the need for windown .
o Cook questioned the 8 ' width and the 6 ' height .
Olson moved and Goldbach seconded that the proposal
be denied based on the need for head room clearance ,
windows , ventilation, landscaping, and better site
plan showing the exact location of the sidewalk .
Staff informed the Board that item 5. 5 - Village Square sign
had been taken off the agenda.
