1 . CALL TO ORDER : Meeting was called to order at 5 : 15 by
Chairman McMonagle.
2 . ROLL CALL : Present : Hammes, McMonagle, Cook, Goldbach and Olson .
Staff Present : Daniels and Edwards
3 . MINUTES : Cook asked that the Board delay approving the minutes
until the end of the meeting.
4 . COMMUNICATIONS : None
5 . DESIGN REVIEW:
5 . 1 SDR 38-76 Wayside Inn
Review of a proposed four story, 120 unit motel on S .W.
Pacific Highway, north of S .W. 69th Avenue .
SITE DEVELOPMENT REVIEW
A. Staff Report : Read by Daniels .
B . Staff Recommendation :
Staff recommends that this site plan be denied and any
resubmission include the following changes :
1 . Orient the building away from Pacific Highway by
rotating.
2. Incorporate the Planning Commission conditions into
the site plan or provide the Design Review Board
with the method for achieving compliance.
3 . Provide a turning radius adequate for vehicles in
the canopy area to return to the central parking lot .
4 . Develop a signing program which assures that primary
access is gained via S .W. 69th Avenue not S .W.
Pacific Highway .
5 . Develop a landscaping plan which softens the impact
of the additional building height , screens the
Portland General Electric substation , includes all
of the site and includes an automatic irrigation
system to provide for adequate maintenance .

- conceded that the project ' s grading had been
done at their own risk but that they should
have been informed of the possibility that the
building might be changed,
- suggested a compromise of an additional canopy
on the south side of the building with signing
designating it the main entrance ,
- proposed posting a bond for the extension of
S .W. 69th until such a time as the street
alignment is determined,
discussed different possibilities for the areas
labeled "future building" (motel , office complex) .
D . Board Discussion :
o Board discussed traffic circulation on the site .
o McMonagle asked that the applicant present a detail
of the proposed traffic island per Highway Division
request .
A,w o McMonagle and Cook criticized the compatability of :the
building in relationship to its site .
o McDonald stated that by having four stories they
were conserving land plus allowing for the number of
units needed economically.
o Board discussion on the continuance of S .W. 69th
Avenue , general consensus was that the parking lot
should connect with S .W. 69th Avenue and that the
remaining portion of the street could be developed
at a later time .
o McMonagle itemized the points agreed upon
- S .W . 69th Avenue continuing to connect with the
Wayside Inn parking lot ,
- a convenient turn radius be planned in front of
the canopy (shifting parking stalls if necessary) ,
- details of the traffic island and signing be
submitted,
- no parking be allowed on S .W. 69th Avenue,
4'w - light in the intersection of S .W. 69th Avenue and
S .W. Pacific Highway was a necessity .
o Discussion on different means of financing the light .
McDonald asked that the City Council determine what
Mr . Lee ' s fair share would be .

Cook moved for denial of the proposal , no second was
given .
o Discussion on building orientation and landscape
plan deficiencies . Staff contended that the east
portion of the lot was inadequately screened,
landscaped beds were too small and under planted,
no irrigation plan was presented and no landscaping
was shown for future building area.
Goldbach moved and Cook seconded that the proposal
be denied without prejudice and be resubmitted with
the fee waived on December 14 with staff helping on
any revisions .
The motion was approved by unanimous voice vote .
o McDonald asked that the Board give some indication
as to whether the building design was acceptable
so that construction of pre-cast panels could pro-
ceed.
o Board agreed to a preliminary review of the
architecture .
o Cook objected to the mansard roof and asked that
the building be architecturally compatible to
Coco 's and Plankhouse .
Olson moved and Hammes seconded that the Board indicate
that the building was acceptable .
Olson asked that the motion be rescinded and restated
as follows :
Olson moved and Hammes seconded to indicate to the
applicant that the Board reaction to the precast con-
crete panels was favorable.
The motion was approved by unanimous voice vote .
5 .2 SDR 42-76 Safeguard-Partex
Review of a loading dock , ramp, and fencing to an industrial
site on S .W. Hunziker Street east of S .W . Hall Blvd.
A. Staff Report : read by Daniels
B. Staff Recommendation :
Staff recommends approval as submitted with the addition
of landscaping adequate to minimize the visual impact
of the screen fencing.

o Applicant presented pictures of the proposed fence
and stated that he had no objection to landscaping
in front of the fence .
D. Board Discussion :
Goldbach moved and Hammes seconded for approval with
the condition that landscape details be worked out
with staff .
The motion was approved by unanimous voice vote .
ARCHITECTURAL REVIEW
o Applicant stated that the loading dock would be
cement with a broom finish on the ramp .
Cook moved and Olson seconded to approve the architecture
as submitted.
The motion was approved by unanimous voice vote .
5. 3 SDR 43-76 Davies Office Building
Review of a proposed office building on S .W. Pacific
Highway,
south of S .W. McDonald Street .
A . Staff Report : Read by Daniels
B. Staff Recommendations :
Staff recommends approval as submitted .
C. Applicant 's Presentation :
o Art Middleton, architect , presented the site plan
to the Board.
o Darrel May, landscape architect , presented the
landscape plan and stated that an automatic irriga-
tion system would be provided.
o Middleton stated that all air conditioning units
would be concealed.
Olson moved and Goldbach seconded that the proposal
be approved as submitted.
The motion was approved by unanimous voice vote.
ARCHITECTURAL REVIEW
o Middleton stated that the building would be 76 ' x 621 ,
the material would be stained horizontal cedar siding,
and marble trete .

Cook moved and Olson seconded to approve architectural
plans as submitted.
The motion was approved by unanimous voice vote .
SIGN REVIEW
o Middleton presented a wall and freestanding sign
details - freestanding sign location was ascertained
on the site plan .
Cook moved and Hammes seconded to approve the signs
as submitted.
The motion was approved by unanimous voice vote .
6. OTHER BUSINESS
o Goldbach moved and Cook seconded to approve the minutes of
November 9 , 1976 as submitted.
o Staff presented the Art Lutz bus shelter with the applicant ' s
request that Design Review Board reconsider the proposal
based on the following information :
- shelter would be 8 ' from the sidewalk,
- windows were not necessary since the opening was oriented
on a curve ,
- louvered vents would be provided.
Hammes moved and Olson seconded to approve the bus shelter pro-
viding it meets the building code .
o Staff and Board discussed whether administrative actions pre-
determined Design Review Board decisions .
7. ADJOURNMENT: There being no other business the meeting was
adjourned at 8 :45.
