REQUEST: Review of a proposed four story, 120 unit Motel
LOCATION: On S .W. Pacific Hwy, North of S .W. 69th.
APPLICANT: Way W. Lee/ Ken Cole
I . Basic Facts :
1) The site is designated "General Commercial" on the Tigard
Community Plan and zoned 11C-3, General Commercial . "
2) A Conditional Use Permit (CU 30-76) was approved by the Planning
Commission on November 16, 1976 to allow an additional story
with the following conditions :
1 . The access onto S .W. Pacific Highway be combined with
the existing Mobil access point and be designed for
right turn only into and out of the site with approval
of the State Highway Division.
2 . Primary access to the motel be provided on S .W. 69th
Avenue with the parking lot driveway connecting to it
114W on the south .
3. S .W. 69th Avenue be developed on a 60 ' right-of-way
to City commercial street standards . The location for
continuance through to the triangle to be approved by
the Director of Public Works.
4 . A traffic light to State Highway Division standards be
placed at the intersection of S .W. 69th Avenue and SW
Pacific Highway if the highway division warrant study
determines that it is necessary.
5 . This approval is for one building with a maximum of
40 ' in height or four (4) stories .
6 . The secondary access point (between Mobil and Wayside Inn)
will not be designated by a sign encouraging its use as
an entrance point .
II FINDINGS :
1 ) The site slopes substantially away from S .W. Pacific Highway
with a change of 76 ' from the road to S .W . 69th Avenue .
Extensive grading and filling has occurred in the last two
weeks in accordance with a grading permit issued November 1 ,
1976 . (#1151) The extensive grading has caused all natural
a4W vegetation but a few trees to be removed. The building orientation
is contrary to the actions of the Planning Commission and
functionally deficient .

2) All actions by the Planning Commission in reviewing the sub-
division of this property, the Conditional Use Permit approved
on November 16, 1976 and 14-73 (expired) have been towards
orienting access through a controlled intersection and a local
commercial street rather than along S .W. Pacific Highway .
The site plan and building plans envision a drive-through canopy
for registration on the S .W. Pacific Highway side of the
building over, but no turn around is provided to get to the
main parking lot on the south side of the building. The proposed
configuration encourages the use of the secondary access point
contrary to its intent and the required design standards have
not been incorporated into this site plan. By rotating the
building 1800 a site plan more in keeping with the intent of
all previous City actions is attainable . Also involved is
the shifting of the building 20-25 feet west . This shift
would create a driveway along the eastern edge . This driveway
would provide for better traffic circulation whether or not
the building is rotated. This would eliminate some parking and
would necessitate relocating the swimming pool .
3) Section 18 .58. 080 (1 ) of the Tigard Municipal Code requires
landscape islands 70 ' on center in parking lots . The site
plan is deficient in approximately 20 instances .
4) Section 18 .60. 120 of the Tigard Municipal Code requires one
parking space/guest room plus one for the owner . The site
plan as shown offers 128 . This is prior to any relocation
of the building whereas 121 are required.
5) The requirement of the Planning Commission for extension of
S .W. 69th Avenue and connection to it of the parking lot is
not shown on the site plan .
6) Section 18 . 58.080 (2) of the Tigard Municipal Code requires
all areas not used for building, parking, driveways and walk-
ways be landscaped and maintained. The landscape plan does not
show any landscaping for the most visible area : That area
between the building and S.W. Pacific Highway .
7) No screening is provided to block out the Portland General
Electric substation to the east .
8) With the height and bulk and visual impact of this building,
the landscaping plan proposes a sparse planting pattern
of small scale materials . For example, the planting bed along
the north side of the building is to be 9 ' wide with predomin-
antly small shrubery. This is totally out of scale with the
building height (401 ) .

III STAFF RECOMMENDATION:
Staff recommends that this site plan be denied and any resubmission
include the following changes :
1 . Orient the building away from Pacific Highway by rotating.
2 . Incorporate the Planning Commission conditions into the
site plan or provide the Design Review Board with the
method for achieving compliance .
3. Provide a turning radius adequate for vehicles in the canopy
area to return to the central parking lot .
4 . Develop a signing program which assures that primary access
is gained via S .W. 69th Avenue not S .W. Pacific Highway.
5. Develop a landscaping plan which softens the impact of the
additional building height , screens the Portland General
Electric substation , includes all of the site and includes an
automatic irrigation system to provide for adequate maintenance .

REQUEST: REVIEW OF A PROPOSED LOADING DOCK ONTO AN INDUSTRIAL BUILDING
LOCATION: 8015 S .W. HUNZIKER, WEST OF RAILROAD CROSSING
APPLICANT: SAFEGUARD - PARTEX, INC.
I BASIC FACTS :
1) The site is designated "General Industrial" on the Tigard
Community Plan and zoned "M-3, Light Industrial" .
II FINDINGS :
1) The portion of the site under consideration is flat , slightly
below grade with Hunziker Street .
2) The area under consideration is currently being used for truck
loading out of the building. The request is to place a loading
dock and ramp to facilitate cargo loading.
3) There has been extensive work within right-of-way during the
improvement of Hunziker during 1975 . This involved covering
the open drainage ditch and expanding the right-of-way to
60 ' .
4) The proposed dock is to be 50 ' from the right-of-way and does
not intrude into the 30 ' front yard setback required in the
M-3 zone .
5) The proposed screen fencing is to be 6 ' cyclone with yellow
slats, (pictures will be available at the meeting) low
shrubery with a creeping evergreen would soften the visual
impact of the fence .
III STAFF RECOMMENDATION:
Staff recommends approval as submitted with the addition of land-
scaping adequate to minimize the visual impact of the screen fencing.

REQUEST: Review of a proposed 10, 000 sq . ft . real estate office
building
LOCATION: S .W. Pacific Highway , south of S .W. McDonald Street
APPLICANT: Robert Davies
I Basic Facts :
1) The site is designated "Residential-Commercial" on the
Tigard Committee Plan and zoned "C-4, Neighborhood Commercial . "
2) A Conditional Use Pe.rmitCU 31-76) was approved by the Planning
Commission on November 16, 1976 on the condition that
the on site drainage system be approved by the Highway
Division .
II Findings :
1) The site slopes up from S .W. Pacific Highway.
2) The site is presently occupied by a small office building,
continuous pavement from the curb to the building, and a
majority of the site is overgrown grasses.
3) Six mature trees exist on the site . The site plan does
not show them being retained.
4) The surrounding land uses are a gas station, grocery store,
rest home and vacant lot .
5) A sign location is shown on the site plan but no detail has
been provided. The applicant displayed a concept for the
sign at the Planning Commission November 16, 1976 meeting
and at that time stated that the Design Review Board would
have an opportunity to review it .
III Staff Recommendation :
