TIGARD SITE DEVELOPMENT AND ARCHITECTURAL DESIGN REVIEW BOARD
December 14, 1976 - 5 : 00 P.M.

1 . CALL TO ORDER: Meeting was called to order at 5 : 15 by
Chairman McMonagle .
2 . ROLL CALL: Present : Hammes, Cook, Goldbach , Olson and McMonagle .
Staff Present : Daniels, Edwards
3. MINUTES : Olson moved and Goldbach seconded to approve the
minutes of November 2 , 1976 . The motion was
approved by unanimous voice vote .
4 . COMMUNICATIONS : None
5 . DESIGN REVIEW:
5. 1 SDR 1-76 (Tigard Medical Clinic)
Amendment to the Architectural Design of the Tigard
Medical Clinic to allow a 3 ' x 30 ' wall sign on the
west building face.
A. Staff Report : Read by Edwards .
B . Staff Recommendation :
Staff recommended that the "Hallmark Gift Shop" ,
and the reader board be deleted from the sign .
o Dick Bolen, Planning Director, informed the
Board that the approved conditional use permit
was for a pharmacy not for a gift store and
to use it as such would be a zoning violation
and in conflict with the Tigard Community Plan .
C. Applicant 's Presentation :
Bob Pershing, Oregon Sign Company, presented the
sign, and stated the economic need for a reader
board.
o Goldbach moved and Cook seconded to deny the
proposal until staff could review the Planning
Commission minutes for possible violation of
the conditional use .
The motion was approved by unanimous voice vote.
5 . 2 SDR 39-76 (Loewer)
Review of a proposed 10 unit apartment complex on S .W.
McKenzie Street .
A. Staff Report : Read by Daniels .

o Olson informed the Board that because of a
possible conflict of interest she would abstain
from the review.
B . Staff Recommendation :
Approval as submitted with the exception that the
parking lot be improved to City standards , the
Sugar Maple be 8-10 ' (12" caliper) and 2 ,000 sq.
ft . of recreation area to be provided.
o McMonagle asked that the recreation area be
defined.
C. Applicant 's Presentation :
o John Loewer, applicant , stated that swing set ,
sandbox and picnic benches would be provided.
Hammes moved and Goldbach seconded to approve the
proposal with the staff recommendations and adding
that the recreation area be subject to staff
approval .
` The motion was approved by unanimous voice vote with
Olson abstaining.
ARCHITECTURAL REVIEW:
o Loewer presented the architectural plans and stated
that :
- the washroom would be deleted
- units would be colonial blue trimed with white .
o Cook asked that the carports be of a similar motif .
o Loewer agreed to screen the carports with horizontal
siding.
o Cook moved and Hammes seconded to approve the archi-
tectural plans with the condition that the covered
parking be closed in on three sides with material
and color matching the building and roof being similar
in material and pitch .
The motion was approved by unanimous voice vote .
5 . 3 SDR 46-76 (Dickinson)

Review of a proposed 20, 000 sq . ft . warehouse/office at
7325 S .W . Bonita Road.

A. Staff Report : Read by Daniels .
B. Staff Recommendations:
Staff recommends approval with the following
conditions :
1 . City Engineering Department recommends that :
"The curb cuts be to City standards, i .e . 30 '
curb cut with 30 ' between curb cuts . " This can
be achieved by closing the middle cut and com-
bining the new one with the existing one .
2 . That before building permit be issued the follow-
ing items be done :
a. That 10' be dedicated on S .W. Bonita Road
and 20 ' on S .W. 72nd.
b . That a non-remonstrance agreement for a
local improvement district on S .W. Bonita
and S .W. 72nd be recorded.

C . That the applicant acquire a street opening
permit from the County for S .W. Bonita Road .
3. That the parking lot be improved to City standards .
4 . That a backout area be provided for the rear
parking area .
5 . Wheelblocks be provided for the parking spaces
facing each other in the rear parking lot , and
those spaces abutting the fence .
LANDSCAPE RECOMMENDATIONS :
6 . Landscape islands be placed 70 ' on center within
the parking areas .
7. Landscape bed in front of the existing warehouse
be enlarged to 20 ' with shrub and tree plantings .
8 . Evergreen trees be planted on the west side of
the existing building.
9 . A revised landscape plan including specifications
and irrigation plan be submitted for the entire
site .
C. Applicant ' s Presentation:
o Bill Wong, architect , objected to improving the

whole site and asked that only the new warehouse
be considered.
o Staff responded that the site is part of one tax
lot incorporating the existing buildings and
extending to S .W. 72nd Avenue.
o Cook expressed concern over the amount of paving
without a drainage system on the site and asked
that the applicant clearly delineate the paved
area .
o Applicant stated the need for retaining the center
curb cut and informed the Board that parking might
be put along the front of the existing building.
o Goldbach stated that too many changes to the site
plan are being proposed, too many deficiencies
are involved in the site plan and the applicant
might wish to apply for a variance to the parking
and curb cut requirements .
Goldbach moved and Olson seconded for denial without
prejudice and asked that the applicant resubmit a
revised plan.
The motion was approved by unanimous voice vote.
5.4 SDR 44-76 (Skate Palace)
Review of a proposed 39,200 sq. ft . roller-skating rink
on the S .W. Pacific Highway frontage road south of S .W.
Park Street .
A. Staff Report : Read by Daniels .
B . Staff Recommendations :
Staff recommends denial based on the fact that
Planning Commission conditions have not been
satisfied and that implementing these changes
would create a major change in the traffic circu-
lation pattern .
o Staff informed the Board that an alternative to
denial would be creating a timetable under which
compliance with the Planning Commission conditions
would be implemented.
C . Applicant ' s Presentation :
John Amundson, architect , stated that :
- they would be glad to develop a time schedule for
Planning Commission conditions

- traffic circulation for the skate center would
also affect the proposed racquet and swim club
- owner had one year left on the billboard lease
at which time it would be removed
- facilities would be provided for 110 bicycles
o McMonagle asked if the applicant could return
with a new site plan showing traffic circulation
and a timetable for compliance with Planning
Commission conditions .
Goldbach moved and Cook seconded to deny the pro-
posal without prejudice .
The motion was approved by unanimous voice vote .
5 . 5 SDR 40-76 (Randall Construction)
Review of a proposed 53 unit apartment complex on S .W.
Scholls Ferry Road, east of S .W. 121st Avenue . (Pre
viously denied 11/9/76) .
A . Staff Report : Read by Daniels.
o Cook objected to staff finding #14 .
o Staff stated that two story apartment buildings
of the bulk proposed are incompatible with single
family in their opinion .
B. Staff Recommendations :
Staff recommends denial based on the following:
1 . The type of structure is not compatible with
the single family units to the south .
2 . Adequate recreational opportunities are not
being provided.
C . Applicant ' s Presentation :
o Don McPrang, project manager, stated the follow-
ing:
- They were providing the two most desired
recreation features - lawn area and pool .
- Greenway play area would be adequate for
the children .
- Dumpsters would be screened with board-on-
board cedar fence and arborvitae.

- Apartments located as far from the single
family homes as possible .
They would be a mix of single story and two
story .
o McMonagle asked if the applicant had made any
attempt to contact the adjacent owners about
their concerns .
o Applicant stated he had not .
o McMonagle asked why no recreation provision had
been made for smaller children .
o Applicant stated that any facilities would be
subject to vandalism plus there was no real need.
o Staff restated their finding that the recreation
opportunities were inadequate.
o Olson stated that she could not deny the project
because of the lack of recreation facilities .
o Staff noted that for the cost of the swimming pool
other forms of recreational equipment which would
serve a wider variety of residents could be provided.
D. Public Testimony :
Dave Lynn , 11715 S .W. Hazelwood Loop, and Joe Garcia,
11755 S .W . Hazelwood Loop , stated that :
- two story units were not compatible with their
homes and a perimeter fence was necessary .
o Gene Crater, 11700 S .W. Ashwood Ct . , expressed
concern about
- lack of screening or storage area for recrea-
tional vehicles
- mailbox arrangements
- berm maintenance
- asked that apartment units be single story .
o McMonagle asked that the berm be built entirely on
the Randall property .
o Mrs . Beatly, 11715 S .W. Hazelwood Loop, stated
that her fence was already on the berm and there-
fore should not be moved.

o Bob Gotterd asked for one story apartments in
order to conform with single family homes and
stated that the greenway play area was already
over-used.
o Staff presented two letters from neighborhood
property owners as written testimony (letters
from P. R. Krugle, 11670 S .W. Ashwood Ct . ,
Robert R. Hall , 11660 S .W . Ashwood Ct . ) .
E . Board Discussion :
o Olson asked that only one story units be adjacent
to the single family homes .
o Staff reinterated that they were recommending
denial however if the Board intended to pass the
project the following conditions should be
attached :
1 . Landscape islands 8-10 ' wide .
2 . Plan for irrigation system be provided
(subject to staff approval) .
3 . Minimum and maximum height of plant materials
from American Standard for Nursery Stock .
4 . All trees be staked.
5 . Mail boxes be screened.
6 . Garbage areas be completely screened.
7. Street lights along S .W. Scholls Ferry
Road be provided.
8 . The street opening onto S .W. 121st Avenue
be to City standards as determined by the
Director of Public Works.
9 . The applicant participate in the cost of
the traffic signal at S .W. 121st and Scholls
Ferry Road. The % of participation be
determined by the City Council .
10 . Signing for this project be limited to that
which is included in the submission .
11 . Those units closest to the single family
*W; area be single story.
12 . A board-on-board fence be provided along the
crest of the berm and match any existing fences
already in place or a 6 ' fence along property line .

o Applicant disagreed with the need for an automatic
irrigation system and stated that hose bibbs 100 '
on center would be adequate.
o After discussion it was agreed upon that a manual
sprinkler system with wide arc impulse sprinklers
for the open spaces and a. standard sprinkler
system next to the building would be sufficient .
Cook moved and Olson seconded to approve the proposal
with the conditions provided by staff .
The motion was approved by a unanimous voice vote.
ARCHITECTURAL REVIEW:
o Don McPrang, architect , stated that the material
would be plywood siding with cedar shingles as
feature panels, composition shingles for the
roof, metal flashing on eave ends and mill finish
windows .
o Cook stated that the development was presented as
luxury apartments but this was not reflected in
the low quality building materials .
Cook moved and Olson seconded to approve the archi-
tectural design as presented with the condition that
anodized trim be on the windows and sliding doors,
trim strip be on the upper eaves, and lights be spotted
on the irrigation plan, sign be of cedar with carved
name and address, and a drawing of mail boxes screen-
ing be submitted for staff .
The motion was approved by unanimous voice vote.
5. 7 CU 33-76 (Snyder Roofing)
Review of a proposed remodel to existing industrial build-
ing and new parking lot at S .W. Hall Blvd.
A. Staff Report : Read by Daniels .
B. Staff Recommendations :
1 . The entire fence be sight obscuring and at least
8 ' tall .
2 . Evergreen shrubs be added to the front planting
for the purpose of screening the parking area
(subject to staff approval ) .

3. The red sunset maple be 14-12" caliper 8-10 ' tall .
4 . Hose bibbs be located within a reasonable distance
of the plantings (subject to staff approval ) .

C . Applicant 's Presentation :
o Applicant stated that there were hose bibbs on
front of building and drip system around the
trees would be provided at a later time ,
- presented overlays showing fence height and
asked for 8 ' just along the front and 6 '
for the rest of fence .
Goldbach moved and Hammes seconded for approval
with staff recommendations modifying #1 to read
the north fence 8 ' tall , the east fence 6 ' high
and the north and east fence and gate be sight
obscuring.
ARCHITECTURAL REVIEW:
Applicant stated that the intent was to upgrade the
building with a corten canopy and gutter strip so
that rust would not stain the building, mansard roof ,
new windows and doors, bronzed window frames, painted
tan concrete walls.
Hammes moved and Olson seconded to accept the proposal
as presented.
The motion was passed by unanimous voice vote .
5 .6 SDR 38-76 (Wayside Inn)
Review of a proposed 120 unit motel on S .W. Pacific
Highway, north of S .W. 69th Avenue . (Previously denied
11/23/76) .
A . Staff Report :
Staff updated the previous staff report , presented
new landscape findings and a letter from the fire
marshal .
o Joe Gruelich, fire marshal , highlighted the points
in his letter and informed the Board of the safety
hazard a hotel presented.
o McMonagle questioned the need for 28 ' access
especially since the site was already graded.
o Gruelich stated in his opinion 28 ' was necessary
because of possible traffic problems associated
with a motel .
o McMonagle asked that painted strips and arrows be
used to direct traffic on the site .

B . Applicant ' s Presentation :
o Ken Cole, architect , addressed the widening of
the access to 28 ' and the problems this would
present with the parking. He also objected to
widening the landscape islands .
o Board decided that the interior islands should
be deleted in order to provide wider islands on
the end.
Hammes moved and Olson seconded to approve the pro-
posal with the following conditions :
1 . Landscape islands be 8-10 ' wide .
2 . Automatic sprinkler system plan in accordance
with finding #2 be provided (subject to staff
approval) .
3 . All trees be 12" caliper 10-121 .
4 . Street trees 11" caliper 10-12 ' be provided
along future extension of S .W. 69th (variety
and placement subject to staff approval) .
5 . Access via the secondary access point onto S .W.
Pacific Highway be limited to the motel complex
only.
6. Field inlet catch basin with a swail be pro-
vided along the northern bank.
7. Signing and striping program be developed sub-
ject to staff approval regarding directing
traffic to S .W. 69th Avenue and not onto S .W.
Pacific Highway via the secondary access drive .
8 . The driveway connecting S .W. 69th Avenue with
Pacific Highway be enlarged to 281 .
9. Revised site plan be submitted for staff
approval .
The motion was approved by unanimous voice vote.
ARCHITECTURAL REVIEW:
Ken Cole, architect , stated that the motel would be
four stories, seeded aggregate, exterior walls 1/2-
3/4 revirrock, air conditioning units would be
hidden by grill work, mansard slated concrete roof
tile, anoxized aluminimum clear galss double pan .

Internal rain drains, colors : #417 Green Back Kelly,
Miller paint 70-20 Tamarck.
Cook, Olson and Goldbach objected to the mansard roof
for the following reasons : architectural incompatible
with the surrounding area and the color was unsuitable .
Hammes moved and Cook seconded (Cook stated he would
vote against the motion) to approve the architectural
as presented.
The motion failed in a 2 to 3 vote with Cook, Olson
and Goldbach dissenting.
Goldbach suggested that the terra cotta match the trim.
The applicant agreed to present this as a new proposal .
Olson moved and Hammes seconded to accept the archi-
tectural as presented with the terra cotta mansard
roof to be a brown color matching the trim.
The motion was approved in a 4-1 vote with Cook dis-
senting.
6 . ADJOURNMENT: There being no other business the meeting was
adjourned at 12 : 25 A.M.
