REQUEST: Amendment to the architectural design of the Tigard
Medical Clinic to allow a 3 ' x 30 ' wall sign on the
west building face .
LOCATION: 13170 S .W. Pacific Highway
WALL SIGN REVIEW:
FINDINGS :
1 . On January 20, 1976 the Tigard Planning Commission
approved a conditional use request for a professional
office building and pharmacy in a C-3 zone .
2 . On January 27, 1976 the site and architectural plans
for the Tigard Medical Clinic were approved by the
Design Review Board. No wall signs were presented.
3 . As an amendment to the architectural plan the pharmacy
occupying Tigard Medical Clinic is requesting architec-
tural review of a 3 ' x 30 ' wall sign .
4 . The proposed sign area complies with the City sign
code for maximum area permitted.
5 . The proposed sign contains four seperate items :
1 . An open sign
2 . Mote ' s Pharmacy
3 . Hallmark Gift Shop
4 . Reader board
6 . According to 18. 28 .020(1) A pharmacy is a conditional
use "Drug store or pharmacy including incidential
fountain service but not including any other use unless
specifically permitted under this chapter . "
A gift store would be a conditional use in a C-3 zone .
Therefore because of zoning restrictions the Hallmark
Gift Shop can not be advertized. In addition the reader
board can not be used to advertize anything other than
pharmacy items .
44w, 7. While the underlying zone (C-3) permits signs appropriate
to retail commercial establishments, the intent of the
City ' s ordinances relative to the signing of professional

buildings can be seen in the commercial-professional
(C-P) zone . The maximum sign area allowed outright
in the C-P zone is fifteen square feet , 67 less than
the 82 square feet being requrested.
8 . Staff has reviewed the Planning Commission tape of
the meeting approving the conditional use permit for
a medical clinic and pharmacy . The Planning Commission ' s
intent was clearly to limit the intensity of retail
commercial activity. In addition, Bob Gray, speaking
for the applicant, stated that the request was for a
pharmacy and the restriction upon retail activity would
not create any problems .
STAFF RECOMMENDATIONS :
Staff recommends that the Hallmark Gift Shop and the reader
board be deleted from the sign .

REQUEST: Review of a proposed 8, 000 sq. ft . industrial building
on a one acre site zoned M-2, General Industrial .
LOCATION: S .W. Landmark Lane , west of S .W. 72nd Avenue . (Wash .
Co . Tax Map 2S1 12A, Tax Lot 600) .
APPLICANT: Artek Industries/Sabre Construction
I . BASIC FACTS :
1 . The site is designated "General Industrial" and zoned
"M-2, General Industrial" .
2 . The site was part of a minor land partition approved by
the Planning Commission 12/21/76 with the following
conditions :
1 . Access to all lots be gained from S .W . Landmark Lane.
2 . No building permits for the newly created lots be
issued until prior Planning Commission conditions
have been satisfied.
II . FINDINGS :
1 . The site is vacant and presently overgrown with grasses
and berry vines along the north property line . The site
slopes up from S .W. Landmark Lane with a 10 ' change in
elevation from the front to the rear of the lot .
2 . S .W . Landmark Lane is a recently improved City street .
A subdivision variance was approved requiring a side-
walk on only one side of the street - the north side .
3 . Section 18 .44 .010 of the Tigard Municipal Code allows
"plastic molding, including the manufacture of plastic
products as a permitted use in the M-2 zone . " The pro-
posed use is a plastic putty product processing plant
with associated office space . The use is permitted
outright in the zone .
4 . Section 18 .44 .040 of the Tigard Municipal Code, requires
the following setbacks , front 301 , side 201 , rear 201 .
The site plan satisfies the required setbacks .
5 . Section 18 .60 .120(6)(a) of the Tigard Municipal Code
requires one parking space/1000 sq . ft . gross floor
area. The site plan shows 9 spaces .

LANDSCAPING:
I . BASIC FACTS :
Section 18 .58 .080(2) of the Tigard Municipal Code states
"All areas not occupied by paved roadways , structures or
walkways shall be landscape . A minimum of the front 20 '
shall be landscaped. . . "
II . FINDINGS :
1 . Section 18 . 58 .080(2) of the Tigard Municipal Code
requires 20' of landscaping in the front yard setback.
The site plan satisfies this requirement with the
exception of the western parking area . Relocation of
the front two spaces to the eastern parking area will
satisfy this requirement .
2 . Sufficient perimeter planting has been provided except
the western side of the lot . The front portion is
shown to be "Old Gold Juniper" 15 ' on center in bark-
dust planting beds. This spacing of the low materials
is extremely sparse and should be supplemented by the
addition of evergreen trees .
3. The landscape plan shows Norway Maple trees along S .W .
Landmark Lane. These are a good street tree and
appropriate to the site .
4 . The irrigation is noted on the landscape plan to be a
manual underground system in the front and hose bibbs
in the rear . The hose bibbs appear to be adequate with
the location of an additional outlet at the northwest
corner of the building.
No detail as to sprinkler head type, height , etc . has been
provided. Without this information it is difficult to
determine its adequacy .
STAFF RECOMMENDATION:
Staff recommends approval with the following conditions :
A . SITE PLAN:
The front two parking spaces in the western parking
area be relocated and replaced with landscaping similar to
the remainder of the frontage .
B . LANDSCAPING:
1 . A detailed irrigation system be submitted for staff approval .
