3.1 SDR 5-74 (International King's Table)
A request by International King's Table Restaurants for review of a
restaurant development to be located on the northeastern corner of the
intersection of S.W. 69th Avenue and Pacific Highway. The site comprises
1.01 acres and is located in a C-3, General Commercial zone. (Tax Map
ISI 36AD, Tax Lot 4300).

Site Development PlanReview
For property located at 9920 S.W. Tigard Street, within the Ugard
Industrial Park & is zoned M-4, Industrial Park.
Staff Findings
1. The Planning Commission, on April 2, 1974, took action to approve a side,
and variance to 20 feet from a required 50 feet.
2. The site is adjacent an R-7, Single Family Residential zone.

3. The Planning Commission, on April 2, 1974, took action to approve
a concept plan of the sub"ect site. Said concept plan was to partially
fulfill a condition of city ordinance No. 72-31 (See attached staff report. )
4. Pertiaent sections of the Tigard Municipal Code are as fol:ows:
Section 18.52.070 Landscaping. (a) Properties abutting a residential zone
shall provide and maintain an evergreen landscape buffer, according to the plot
plan and approved by the Planning Commission.
(b) Yards adjacent to streets and those abutting a residential zone shall.
provide lawn and trees and/or shrubs and shall be maintained in a manner providing
a park-like character to the property.
Section 18. 58.080 Landscaping & Screening - M-22 M-3 & M-4 zones. Landscaping
& screening for M-2, M-3 & M-4 zones shall be as follows:
(2) All areas not occupied by paved roadway, structures or walkways shall he
landscaped. A minimum of the front 20 feet shall be landscaped to include an ,
or a combination of any of the following: lawn, evergreen or deciduous trees
or shrubs, perenial or annual flowers.
Section 18.60.140 Loading berths. Buildings or structures to be built or
substantially altered which receive and distribute material of merchandise by
truck shall provide and maintain off-street loading berths in sufficient numbers
and size to adequately handle the needs of the particular use. If the loading
space has been provided in connection with an existing use or is added to an
existing use, the loading space shall not be eliminated if elimination would
result in less space than is required to adequately handle the needs of the
particular use. Off-street parking areas used to fulfill the requirements of
this title shall not be used for loading and unloading operations except
during periods of the day when not required to take care of parking needs.
Section 18.60.180Bum2er rails and curbs. Parkin, spaces along the
boundaries of a parking lotshallbe provided with a bumper rail or a
curb at least four inches high located four feet within the property lines.

Section 18.60.200 When fence required. When the boundary of a parkins
lot adjoins a residential district, such parking lot shall be screene=d by
a sight obscuring fence, as prescribed by Section 18.:1.2.080.
Section 18.12.080 Enclosure & Screening Required (b). Parking lot to be
screened by a fence obscuring, the site of normal adjacent pedestrian &
vehicular traffic and/or by landscaping of such height &• density as may be
prescribed by the Planning Commission.''
5. The applicant's submitted landscape plan does not reflect a 20 foot landscaped
front yard.
6. The applicant's submitted site & landscape plan do not indicate adequate aisle
width .for vehicle movement within the parking area on the. Tigard Street side
of the proposed structure. Potential conflicts between delivery trucks and
autos should be considered.
?. The 'Inglish Ivy" ground cover shown on the landscaping plan is spaced at:
36 inches on center. Recommended spacing; is 18 inches for root cuttings
and 24 inches for pots.
8. The landscape plan indicates a variety of 26 small shrubs to be placed .in
the front 20 foot landscaped front yard. with 8 plum trees. A considerable
distance will occur between these shrubs within the front 20 feet. No
ground cover treatment is shown *i.thin this area.

Staff Recommendation
Approval subject to the applicant meeting; the following conditions:
A. The applicant shall submit revised site & landscape plans of the subject site for
Planning, staff approval. Said site & landscape plan shall be approved by the
Planning staff on the following bases:
1. That all English Ivy ground cover shall be spaced at 18 inches on center
for root currings or 24 inches on center for pots.
2. That the landscaped front 20 feet contain a greater density of shrubs
and ground cover treatment be indicated acceptable to the Planning staff.
3. That the landscape plan indicate the true location of the proposed structure
and the true dimension of the landscaped front 20 feet.
4. That: the parkin; lot adjacent. S.W. Tigard Street be rearranged to allow for
the safe maneuvering of vehicles & provide for a minimum 24 foot aisle for
access and egress to parking spaces.
B. A Storm Drainage plan of the subject site shall be subject to the approval
of the City Public Works Department.
