Present: Edin, Cook, Whittaker, Kelting; Chairman Bartel, Staff members Brooks and Bolen B. Absent : Mickelson and McMonagle 3" APPROVAL OF MINUTES 3°I Regular meeting of May 2, 1974 A. The minutes were approved as submitted 4° SITE DEVELOPMENT PLAN AND DESIGN REVIEW 4" I SDR 8-74 (Great Western Chemical) A request by Creat Western Chemical Co. for review of an expanded truck parking and maneuvering area and outdoor storage area on their existing site located at I1440 S.W. Tiedeman St. The site comprises 3. 27 acres and is located in an M-3, Light Industrial Zone. /Tax Map ISl 35C9 Tax Lot 400\ Staff A. Brooks presented the staff findings relevant to this oaso° Staff ti A. Staff recommended approval of the applicant' s site plan subject to the motiSfioation of six conditions. Testimony A. Ernest McCall, representing Great Western Chemical Co. , spoke for the proposal stating that the expansion is Vitally needed by their growing company and that he had no objections to the staff recommended conditions. B. Bartel asked Mr. McCall if the new tanks shown on the Site plane would be painted in trim and ^ neat colors in the same manner as the existing tanks. ` C. Mr. McCall said yes, all the tanks WQUId be painted in o similar fashion and it is the company's policy to maintain the tanks an needed" D. Whittaker asked if it were necessary for the tanks to be of the height shown. E. Mr. McCall said that the tanks have already been purchased and this is a standard height for the gallonage. A lower profile tank could provide the same capacity but would be o custom., order, therefore costing more than the standard tanks. F. Bartel pointed out that while the members are concerned about the size and height of the tanks in the storage area, he would like to point out ` that o railroad,, siding fronts this and tank cars are parking OO these tracks from time to time. He therefore questioned the degree of concern the Board should have for storage tanks in the subject area. Board Discussion A. Cook moved to approve the site development plan , said approval to include the staff recommended conditions. These conditions were: l° That the applicant pave no closer to the trunks of trees to be preserved than 205 of the diameter of the outer branches of said trees. 2^ That those trees indicated upon the applicant' s site plan be preserved and shall not be removed. 3. That the applicant submit for staff approval , a landscape plan for those areas under those trees to be preserved. 4. That the applicant submit e storm drainage plan for approval by the City Public b1ocko Department. 4° 2 SDR 9-72 (UilIiame Air Controls) A request by Williams Air Controls for review of a vehicle testing structure on e portion of their site located at I4100 S.W. 72nd Avenue. 'ite DevelopmentT , Staff Findings A. Brooks presented the staff findings relevant to this oaeo° 5taPf Recommendation A. Staff recommended approval of the applicants site plan subject to satisfaction of the following conditions : l^ That the applicant receive approval of their submitted drainage plan from the City Public Works Department. The appIican-iL shall, upon request, from said department, furnish such topographical information as is necessary to determine slopes on the subject site. 2° That the applicant submit for staff approval a revised tzog and shrub planting plan, specifying 'the types, sizes and spacing of plant materials within and adjacent the parking area, Said revised plan shall indicate the availability of water to plant materials during periods of drought Or shall be ^ accompanied by certification from a landscape architect or horticulturist that all plant materials will survive periods of drought. Presentation A. A representative of Williams Air Controls was present to discuss the proposed site development plan. B. Uhittaker said that the tree planting shown in the parking areas does not meet the requirements of the Zoning Ordinance where trees are required at 70 feet on center in parking g oreoa. C. Brooks said that Whittaker was correct and he missed this item in review of the site plan. D. Qhittaker asked if it would not be appropriate to place 8 gate adjacent the easement where access is gained into the truck testing area to avoid through traffic at this constricted point" E° The Company representative stated that they intended to � pIeoa e gate at the entrance to the truck testing area adjacent the Gerber access road. d . Bartel pointed out that the site plan does not moot the Zoning Ordinance requirements concerning tree plantings in parking areas. C. Brooks recommended that two additional conditions be added to his recommondat-ion : That trees' be added to the center of the parking lot at 70 feet on center and that o gate be placed adjacent the Gerber access road at the entrance to the truck testing facility. D. Kelting amended his original motion to include the conditions recommended by staff both the original tuo 'conditiODs included in the staff report and the two subsequently recommended conditions. Edin seconded this amended motion and it passed by unanimous vote of the Board. Design Presentation by applicant A. The applicant presented a rendering of the ^ proposed building. ~~ B. Bartel asked what typo df metal material would be used to cover the building" C. The applicant stated that he was not sure but probably whatever was recommended as most suitable by the contractor. D. Whittaker asked about tha ooOorgta block structure shown surrounding the pump area and why this was chosen rather than metal which is being used on the rest of the building. E. Applicant stated he was not certain why block had been chosen but possibly this had been recommended by the contractor for fire safety reasons. F. KoltiOg Stated that this actually was an ugly building, but it would be screened by the trees which were approved previously on the site development plan" Board Discussion and Action A. The board discussed the proposed block building %mO° related to whether this should possibly be a metal structure to conform with the rest of the building. No consensus was reached on the matter. Bartel asked Kelting if the pump house structure should be block as shown or possibly metal as discussed by the board members. 0. Kelting said no the block was suggested by his contractor and should remain as shown on the plans. E. Bartel said that he does not feel the drawing gives adequate information as to the type of metal to by put on the building and there are many typos of materials which could be used. He said it was his opinion, that without knowing the type of covering to be put on the building, the board Would be approving a plan without having a knowledge of what the completed structure might be like" F. Kelting said that this is not an attractive building, but it is appropriate for an industrial area. G. Bartel said that he agreed with Kelting that the Board should not be attempting to tell people what to build, but rather attempt to establish a standard in order to judge building design. ° He said that this building is in an �reo of attractive industrial buildings and this should be the standard Used to for judging buildings for design review. H. Whittaker moved that indication be made on the drawing that the building be covered with rib- metal siding. Kelting seconded this motion and it passed by majority vote with Bartel voting against. I. The Board than voted on Keltingio motion and it passed by majority vote with Cook and Bartel voting no, 4° 2 SDR 10-74 (Long & Maxwell Office) A request by Long, Maxwell and Associates for review of a now office structure to be located at 1I825 S.W. Greenburg Road. The site comprises ^43 acres and is located within e C-3, General GommeroiaI Zone (Tax Map 151 35DC , Tax Lot 300) Site Development ^ Staff Findings A. Brooks recommended tabling consideration of the subject site development plan to the June G, 1974 -- regular meeting of the Design Review Board to enable the applicant to submit a revised site development plan meeting Tigard Municipal Code requirements and the purposes of Chapter 18, G8 (Tigard Municipal Code) Presentation by Applicant A. Both Mr. Long and Maxwell were present to discuss their site development plan. B~ [din asked the applicant, [d Long, if he were aware of thsdefioinnoiao as pointed out by the staff C. Mr, Long said that they have attempted to conform to the regulations of the City of Tigard and will do everything asked by the staff to meet the requirements. Board Discussion and Action A. [din asked if the Staff could give any direction as to the amount of parking which would be required. B. Brooks said that this is /}uhieot to interpretation based Upon the number Of people who might be employed in the building and this type of thing can only be determined by the applicant. C~ Whittaker asked Mr. Long if he felt they could comply with the Zoning Ordinance requirements. D. Mr. Long stated that he felt they had complied with the ordinance requirements but meeting the parking requirements would impose a hardship. E. KaIting stated he objected to the staff report Pindinc that faults the applicant' s plan but does not suggest remedies. He said the Board should specify those actions which could be taken to alleviate the problems found with the plan. F. Whittaker moved to tablo the subnitted site plan to allow the applicant time to comply with the concerns as expressed by staff. Cook seconded. G. Cook asked the applicant if he were clear On the concerns Of the staff. H. Mr. Long said yes they were and will work with the staff. Page S - SDR - Minutes - 5-23-74 T~ The motion was put to a Votle and passed by a unanimous vote. 4~4 SDR 12~74 (Clarke Publishing Co. ) A request by the Clarke Publishing Co. for review of a publishing and distribution center located on S.U. SaDdburg Street, directly south of the existing Oregon Toro Distributors facility. The site comprises 2. 30 acres and is located in an M-2, General Industrial Zone. /Tax Map 2SI lOD, Tax Lot ?OO\ Site Staff FihdiDga ' A. Brooks presented staff findings relevant to this case. Staff Recommendation A. Brooks recommended tabling the submitted -' plan to the June 5^ 1974 meeting to enable the applicant to submit revised site and landscape plans meeting the requirements and purposes of the Tigard Municipal Code and to also enable the applicant to address the concerns described in stay'l fiOdiDg 3 of the Gtaf f report. 460�'�v Presentation by Applicant A. Richard Dickie, president of Clarke PubIi-6hing Co" , explained the operation of his company within the building and how this related to the site development plan. Board Discussion and Xotion A° Bartel asked Brooks if the driveway shown connecting the northerly parking lot could be allowed in the 20 foot landscaped front yard or if a variance would be required. B. Brooks said that this involved some interpretation, but it was his feeling that a variance would _ - be required. C. The Board expressed ooOoonmUe that the site plan could be approved. 8rOOkG therefore recommended the following conditions if the hoard saw fit to approve the plan at this ti-me. These conditions were : l. Assurance by the applicant that the plants 8hOUO OO the landscape plan will survive -~— drought conditions. Page 7 SCR - Minutes - -5-23-74 ^ 2" That the filberts on the easterly property line be replaced with flowering cherry trees 50 feet on center. . 3° That flowering cherry trees be planted BO �-_� feet on center on the north property line �� adjacent the Toro Company. 4. That Pinus CODtorta be planted on the west property line to obscure the concrete face of the building from the First State Bank. 5" That e storm drainage plan be submitted to and approved by the City Public Works Dept. 6~ That bumper rails be indicated in the upper parking area on the site plan. D. [din moved to approve the site development plan subject to the staff recommended conditions. E. Whittaker said that he would have to vote against this motion in that he sees the driveway and landscape area as a violation o� the Zoning Ordinance. F. Kolting stated that the applicant has 08da every effort to meet the requirements of the Code and should not be further delayed. ' C. The project arhoitaot, Frank Fommel, presented the building designs to the Design Review Board. B. The Board and Mr" Rommel discussed the architectural {~ style of the building especially the pora`pet uaIIo as shown on the east anduoot elevations.
