SCR 8-74 (Great Western Chemical)
Site Development Plan Review
For property located at 11440 S.W. Tiedeman Street,
comprising 3.27 acres and located in an M-3, Light
Industrial Zone.
Staff Findings
1. The applicant proposes the expansion of an
existing truck maneuvering and outdoor storage
area as well as construction of additional
storage tanks for chemicals.
2. The staff has the following concerns related to
the applicant' s proposal.
° trees to be preserved as shown on the
applicants site plan, should be
protected by not paving over root
areas and by curbing around the perimeter
of the trees.
° site drainage should be reviewed by the
City Public Works Department, prior to
issuance of building permits so they might
determine the effect of the applicant' s
proposal on existing storm drainage
facilities.
Staff Recommendation
Approval of applicant ' s site plan, subject to the
satisfaction of the following conditions :
1. That the applicant pave no closer to the
trunks of trees to be preserved than 20%
of the diameter of the outer branches of
said trees.
2. That those trees indicated upon the applicant ' s
site plan be preserved and shall not be removed.
3. That the applicant submit for staff approval ,
a landscape plan for those areas under those
w� trees to be preserved.
4. That the applicant submit a storm drainage
plan for approval by the City Public Works Department.

Site Development Plan Review
For property located at 14100 S.W. 72nd Ave. , comprising
11. 32 acres and located within an M-2, General Industrial
Zone
Staff Findings
1. The applicant proposes to construct a vehicle
testing facility to accomodate truck and trailer
test rias. The proposed structure and access
drives are near an existing parking lot that does not
presently meet current Zoning Ordinance standards.
2. The staff has the following concerns related to
the applicant ' s proposal
° The site is relatively flat and no topography is
shown on the site plan as required by Chapter
18. 58 ( Tigard Municipal Code) The City should have
some assurance that drainage water will be carried
from the parking area , vehicle test area and from the
site efficiently. The submitted Plan should be
reviewed and approved by the City Public Works
Department.
° Section 18. 58. 080 (1) Tigard Municipal Code states
"tree and shrub planting within parking areas shall
be provided and maintained at approximately 70 feet
on center each way. "
° Shrub plantings have not been provided with the
proposed trees within the parking area. In
addition no means has been assured that plants
material will have sufficient moisture during
periods of drought.
Staff Recommendation
Approval of the applicants site plan, subject to the
satisfaction of the following conditions :
1. That the applicant receive approval of their
submitted drainage plan from the City Public
Works Department. The applicant shall , upon
request, from said Department , furnish such
topographical inFormat-'.on as is necessary to
determine slopes on the subject site.
i ,,,,• 2. That the applicant submit for staff approval
a revised tree and shrub planting plan,
specifying the types, sizes and spacing of
plant materials within and adjacent the parking
area. Said revised plan shall indicate the
availability of water' to. plant materials
. during periods of drought or shall be accompanied
by certification from a landscape architect or horti-
culturist that all plant materials will survive
periods of drought.

Site Development Plan Review
For property located at 11825 S.W. Greenburg Road,
comprising . 43 acres and located within a C-3,
General Commercial Zone (Tax Map 1S1 35DC , Tax Lot
300)
Staff Findings
1. The applicant proposes to construct a 2 story office
building having 8574 square feet of gross floor
area and proposing 31 parking spaces.
2. The subject site development plan dated 4/25/74 does
not meet the following requirements of the Tigard
Municipal Code.
18. 28. 040 (1) - requires a minimum front yard of
ten feet landscaped and maintained.
18. 58. 060 (1) - requires tree and shrub planting 70 feet
on center each way within parking areas.
18. 60. 120 (5) (c) - requires one parking space per 500
square feet gross floor area; plus
one space for each establishment,
plus one space for each two employees;
using the ap-licants figures this would
require 35 cars; applicant indicates
parking for 31 cars , however two
spaces fall within the 10 foot land-
scpaed front yard setback.
18. 60. 170 - requires all parking areas to be improved
to the same specifications as required of
city streets; city requires 6" of 2" - 0"
crushed rock/gravel , 2" of 3/4"-0" crushed
rock/gravel , overlain by a 2" layer of
class "C" Asphaltic Concrete
18. 60. 180 - requires site obscuring fence in parking
areas where residential zone abuts any
other zone, said fence to obscure sight
of normal adjacent pedestrian and vehicular
traffic; applicant does not indicate fence
height or precise lo.7ation.
3. Additional concern relates to the following:
° Storm drainage elevations are not clear and culvert
size not adequate to carry all run off.
o
structure appears to be too large for site
causing inadequate room for required parking
and required landscape development.
4. Because of the forgoing Code and other deficiences,
the subject site plan doesnot meet the purposes of
chapter 18. 58 Tigard Municipal Code.
Staff Recommendation
Tabling consideration of the subject site plan to the June 6, 1974
regular meeting of the Design Review Board to enable the
applicant to submit a revised site plan meeting Tigard Municipal
Code requirements and the purposes of Chapter 18. 58 (Tigard
Municipal Code)

Site Development Plan Review
For property located on S.W. Sandburg Street
directly south of the existing Oregon Toro
Distributors facility, comprising 2. 30 acres
and located within a M-2r General Industrial Zone.
Staff Findings
1. The applicant proposes to construct a combined
printing plan and office structure for the
manufacture of a paper product.
2. The subject site development and landscape
plans dated 5/15/74 do not meet the following
requirements of the Tigard Municipal Code.
18. 58. 080 - requires a 20 foot landscaped front
``4aw yard; an access drive on the site plan
narrows the front yard to 5 feet at one
location; requires tree and shrub planting
within parking areas at 70 feet on center
each way; northern most parking area does
not meet this requirement.
18. 60. 150 (b) - requires service drives to be designed
and constructed to facilitate the flow
of traffic and provide maximum safety
of traffic access and egress and
maximum safety of pedestrians and vehicular
traffic on the site; the applicant has
indicated school children will tour the
site , viewing the press room from the
northern most parking area; the viewing
area is within the maneuvering area
of autos using the site plan' s northern
most 18 parking stalls
18. 60. 180 - requires bumper rails or curbs 4 feet
from property line in parking areas; site
plan does not indicate northern most parking
area will have bumper or curb.
18 . 64. 030 - require minimum paved access drive width
of 24 feet; site plan indicates 20 feet
access drive width at 3 points on the site
plan.
t 3. Additional concerns are as follows
° No drainage plan has been submitted for the
_subject site.
° The applicant proposes to remove 3 large fir
trees from the subject site; these trees have not
been accurately noted on the subject site plan.
° The applicant proposes to remove 2 existing filbert
trees along the eastern property boundary of the
subject site; said trees are shown as being
preserved on approved site plan SDR 24-73 (Ralph
Leber Co. )
° No method of maintaining plant materials during
periods of drought is indicated on the subject
site or landscape plans.
° No substantial plantings are shown within the
setback area on the western property boundary.
This area is adjacent the First State Bank
Computer Center Parking area. Trees in this area
would soften the concrete face of the subject
structure's westerly elevation.
4. After much consideration the staff finds the
applicant ' s submission does not meet the requirements
and purposes of Chapter 18. 58 , Tigard Municipal Code.
Staff Recommendation
Tabling action of the subject site and landscape plans
to June 6, 1974 so as to enable the applicant to submit
revised site and landscape plans meeting the requirements
and purposes of the Tigard Municipal Code and to also
enable the applicant to address the concerns described in
staff findings 3 of this staff report.
