TIGARD SITE DEVELOPMENT PLAN AND DESIGN REVIEW BOARD
Regular Meeting
August 8, 1974

1. CALL TO ORDER
A. The meeting was called to order at 4:08 p.m,,

3. APPROVAL OF MINUTES
A. The minutes of the June 20, 1974 regular meeting were
approved as submitted.
4. SITE DESIGN REVIEW
SDR 15-74 (u. S. National Bank of Oregon)
Request by U. S. National Bank of Oregon for review of a new
drive-in bank facility located on 'the westerly corner of
S. W. 71st and Pacific Highway, adjacent to Fred Meyer shopping
center. Site comprises .39 acres and is located in a C-3,
General Commercial zone. (Tax Map lSl 36B, Tax Lot 100) .
A. Site Development Plan Review
1. The staff presented staff findings as included, in
the staff report of August 8, 1974.
2, The Design Review Board discussed with staff and the
architect the true location of the sidewalk. Ted
Chillis, architect for U. S. National Bank on sub-
ject project, stated that the true location of the
sidewalk was four feet toward the site from the
location shown on the site plan.
3� McMonagle questioned, what process the Planning Com-
mission utilized to examine the site in terms of
access during the site 's previous conditional use
consideration by the Planning Commission.
4. Chillis explained the process and history .-,,f the
subject project' s consideration by the Planning
Commission,
5. Kelting questioned the traffic flow from the
in banking facility through Fred Meyer' s parking
lot and expressed a desire for an express lane to
route traffic from the drive-in bank facility to an
exit point in the Fred Meyer parking lot.
6. Bartel expressed his feeling that the Design Review
Board took over the function of site review from
the Planning Commission.
7. Brooks explained that the Planning Commission had
considered the traffic circulation problems thoroughly
on the subject site and that U. S. National Bank had
expended time and money to solve the problems being
discussed by the Design Review Board. Brooks also
stated that he felt the problems had been solved
and it would be unreasonable for the Design Review
Board to make major changes in the Planning
mission's conditional use approval.
8. Design Review Board discussed generally the closing
of the proposed entrance between S. W. 71st and
Fred Meyer' s existing major entrance on S. W. Pacific
Highway.
9. The Design Review Board also generally discussed
the adequacy of the landscaping, particularly the
adequacy of landscaping in the areas described for
bark chips on the submitted site plan. The appli-
cant stated that a full irrigation system was planned
for the entire site to provide water to plant mater-
ials.
10. Kelting moved to approve the applicant's submitted
site landscaping plans subject to satisfaction of
the conditions as embodied in the staff report, said
conditions being as follows:
1) That the applicant submit a revised land-
scaping plan indicating additional ground-
cover or shrt.tbs within the area designated
for bark chips .,)n the applicant's landscape
plan submission. Said revised landscape
plan shall be subject to approval by the
City Planning Department.

2) That the applicant submit an irrigation
plan providing water to all plant mater-
ials. Said irrigation plan shall be sub-
ject to the approval of the City Planning
Department.
Cook seconded the motion and the motion was passed. by
unanimous vote of those members present,
B. Architectural Review
le Ted Chillis, architect for U. S. National Bank of
Oregon on subject project, presented the architect-
ural style and described the architectural materials
to be used on the subject building. Chillis stated
that the building was to be constructed in fire zone
2 and was to be located close to the street, con-
sequently he was recommending an exterior metal pre-
finished brown enamel siding. Solar bronze glass
would be used in the window areas.
2. There was a general discussion of the need for
customer parking. It was felt by the Design Review
board that the spaces shown on the site plan should
'++ be used for customer parking and that employee park-
ing would be best located in the Fred Meyer Parking
lots
3. Kelting asked Chillis if alternate materials were
available which would provide a warmer feeling to
the building.
4. Chillis replied that his material choice was the
most appropriate for the proposed building use
and location.
5. Cook asked about exterior mechanical equipment.
6. Chillis answered that a condenser would be required
for the mechanical system and that such condenser
would be landscaped and screened.
7. There was a general discussion of exterior lighting
fixtures. The applicant replied that 'the fixtures
had not yet been chosen, but that they would be
generally small in scale and match the character of
the proposed building in. architectural. style.
8. Bartel stated he felt the building had an attractive,
clean appearance,

9. Cook moved to approve the building style and materials
as submitted. McMonagle seconded the motion and the
motion passed with McMonagle, Cook and Bartel voting
yes; Kelting voting no.
4.2 SDR 1674 (Hiranport Company)
A request by Hiranport Company for review of a warehouse
expansion located at 7585 S. W. Hunziker St. Site
comprises 1.84 acres and is located within an M-4,
Industrial Park zone. (Tax Map 2S1 1AC, Tax Lot 1800) .
A. Site Development Plan Review
1. Staff presented findings as included in staff re-
port of August 8, 1974. Design Review Board
discussed the unlandscaped areas as shown on the
site plan and the possibility of placing con-
ditions on the site plan as shown rather than
tabling to the next meeting.
2. Charles Hagel, architect, was present and rep-
resented the Hiranport Co.
3. Further discussion continued by the Design
Review Board with such things as the type of
landscaping that would be appropriate in -the
situation and truck maneuvering and parking.
Kelting moved that the applicant ' s site de-
velopment and landscape plan be approved sub-
ject to the applicant meeting those conditions
as were discussed by the Design Review Board,
Said site plan and landscaping plan to be sub-
mitted to the staff for final approval.
4. McMonagle proposed an amendment to the motion
that would include the condition that the east-
erly portion of the site being held for future
development be mown and kept in a neat condition.
This amendment was accepted by Mr. Kelting.
The staff asked for clarification of the con-
ditions -to which the applicant would be sub-
jected before staff could give approval. The
said conditions are as follows:
o The proposed landscape area north of the
proposed warehouse addition shall include
additional trees, groundcover, lawn and
shrubs.

o Said northerly landscaped area shall be
irrigated and maintained as originally
constructed.
o The area along the westerly property
line adjacent the proposed warehouse
structure and parking and maneuvering
areas shall include additional trees
and groundcover. Said westerly land-
scaping shall be protected by an ex-
truded curb in the parking and maneuver-
ing area.
Cook seconded the motion as amended and the
motion was passed by unanimous vote of those
members present.
B. Architectural Review
1. Charles Hagel, architect for the applicant,
explained the architectural design of the
building which was proposed to be mixed ex-
posed aggregate concrete tilt-up walls with
metal ribbed siding extending from the top
of the tilt--up walls to the roof with sky-
lights incorporated into the ribbed metal
siding.
2. The Design Review Board discussed the skylight
materials and spacing and the definition of
the skylights.
3. The Board reached concensus on the skylights
that they should reflect the module of the
tilt-up concrete slabs.
4. Kelting moved that the architectural plans and
materials be approved with the condition that
the skylights be revised as discussed to reflect
the module of the tilt-up exposed aggregate con-
crete slabs. Cook seconded the motion and the
motion passed by unanimous vote of those present.
5. OTHER BUSINESS
SDR 10-74 (Long and Maxwell office)
1. Mr. Ed Long, representing Long and Maxwell Engineers,
presented his feeling that the conditions placed upon
him by the Design Review Board at their June 20, 1974,

meeting could not be met. He stated these conditions
could not be met because no other similar materials
in the same price range existed for his building. He
continued, stating that his desire was to continue his
scheme for black asphalt shingles, black shutters and
used brick facia. Mr. Long then showed photos of other
structures with similar color and material schemes.
The Design Review Board agreed with Mr. Long that his
proposed motif was not objectionable to the colonial
building style.
2, McMonagle moved to approve the originally proposed
colors as submitted by the applicant.
3. Cook seconded the motion and the motion passed by
unanimous vote of those present, with the exception
of Bartel who abstained.
6. ADJOURNMENT
