Site Development Plan Review
For property located on the westerly corner of S. W. 71st
and Pacific Highway, adjacent the Fred Meyer Shopping
Center. Site comprises .39 acres and is located within
a C-3, General Commercial zone.
Staff Findings
1. On July 16, 1974, the Planning Commission approved a
conditional use for a drive-in bank facility on the
subject site. Said approval was subject to the
following condition:
"That the applicant follow the concept site
plan received by the City on July 15 , 1974,
as a basis for review of a detailed site
development and landscape plan by the Site
Development Plan and Design Review Board.
2. The applicant' s submission to the Design Review Board
has been reviewed by staff and the staff finds said
submission conforms to the concept plan approved by
the Planning Commission on July 16, 1974.
3. The landscape plan is adequate with the exception of
relatively large areas of bark chips adjacent S. W.
Pacific Highway. Additional groundcover or shrubs
should be allowed in these areas so as to fulfill the
purposes of Chapter 18.58, Tigard Municipal Code.
4. The applicant has indicated an automatic irrigation
system is to be installed.
Staff Recommendation
Approval of the applicant' s submitted site and landscaping
plan subject to the satisfaction of the following conditions :
1. That the applicant submit a revised landscape plan in-
dicating additional groundcover or shrubs within the
area designated for bark chips on the applicant' s land-
scape plan submission. Said revised landscape plan shall
be subject to the approval of the City Planning Department.

water to all plant materials. Said irrigation plan shall
be subject to the approval of the City Planning Department.

Site Development Plan Review
For property located at 7585 S. W. Hunziker St. Site
comprises 1.84 acres in an M-4, Industrial Park zone
(Tax Map 2S1 1AC, Tax Lot 1800) .
Staff Findings
1. The applicant proposes to construct an addition to an
existing warehouse structure.
2. A rear yard variance of 17 feet was approved by Planning
Commission action on October 19, 1971.
3. A previous site development plan was approved by the
Planning Commission in August, 1972. The current
submittal is a departure from the previously approved
plans.
4. The staff has the following concerns related to the
A&W applicant' s proposal:
o 18.52.070 TMC: "Other yards and unused
property shall be landscaped
and maintained in a neat and
healthy condition" - Site is
predominantly unlandscaped with
large areas in weeds and some
unhealthy trees.
o Landscape Plan: Shows barkdust with few small
shrubs and trees on northern
side of proposed new structure;
landscaping along westerly
property line is not well de-
fined; all landscaped areas
should be protected by an ex-
truded curb; the previously
approved plan indicated grass
was to be utilized as a ground-
cover on the easterly portion
of the subject site; no method
of irrigation or other assurance
given that plant materials will
survive periods of drought.
o 18.58.080 (2) TMC: "All areas not occupied by
paved roadways, structures or
walkways shall be landscaped. "
This does not occur on the sub-
ject site.
o Truck Maneuvering: What is largest truck servicing
the proposed structure; what is
frequency of service; can the
largest truck maneuver to loading
dock without utilizing the public
right-of-way for such maneuvering.
Staff Recommendation
Tabling consideration of the subject site development
and landscape plan to the August 22, 1974, regular
meeting of the Design Review Board, thus enabling the
applicant to submit a revised landscape plan meeting
the requirements of the Tigard Municipal Code and the
purposes of Chapter 18.58 (TMC ) .
