SITE DEVELOPMENT PLAN REVIEW 4.1 SDR 18-74 (Ralph J. Peters) A request by Ralph J. Peters for review of a new office facility located .on the southwesterly corner of the inter- section of S. W. Main Street and Tigard Street. Site com- prises approximately 8200 sq. ft. and is located within a C-3, General Commercial zone. (Tax Map 2S1 2AB, Tax Lot 3500) . Peters) Site Development Plan Review For property located on the southwesterly corner of S. W. Main and Tigard Streets. Site comprises approximately 8200 sq. feet and is located within a C-3, General Commercial zone. (Tax Map 2S1 2AB, Tax Lot 3500) . Staff Findings 1. The proposed site and landscaping plans meet the intent, purpose and standards of Title 18, Tigard Municipal Code. 2. A detailed drainage plan should be submitted for approval by the City Public Works Department so they may be able to determine the adequacy of storm drainage from the sub- ject site. Staff Recommendation Approval of the submitted site development and landscape plans wow subject to the satisfaction of the following conditions : o That City Public Works Department approve a storm drainage plan. Pacific Highway between the Mr. Steak Restaurant and the Fred Meyer Shopping Center. Site comprises front portion of subject tax lot and is zoned C-3, General Commercial. (Tax Map 1S1 36DB, Tax Lot 501) . Staff Findings 1. The applicant's submission meets the submission require- ments of Chapter 18.58, Tigard Municipal Code, with the exception that the parking area for rental trucks and autos is not indicated. The applicant stated at a re- lated September 17, 1974, Planning Commission hearing that approximately 15 trucks will begin the leasing operation. Staff doubts if 15 cars and trucks can be accomodated on the subject site while meeting all provisions of the off-street parking section of Title 18, Tigard Municipal Code. 2. The Planning Department has the following concerns re- lated to the applicant ' s proposal: 18. 60.150 - Service drives shall be designed for maxi- mum safety for traffic access and egress; the existing driveway into the site is not properly located for traffic making left turns into the site from S. W. Pacific Highway. The driveway should be relocated to the south-easterly corner of the site to facilitate left hand turns. 18.60.180 - Parking spaces along the boundaries of a parking lot shall be provided with a bumper rail or curb 4 feet within the property line. The parking space at the north- easterly corner of the site does not meet this requirement. 18.60. 180 - Off-street parking areas shall be designed to avoid water flowing across public side- walks. 18.60.190 - Drainage shall drain to avoid flow over streets and sidewalks. 18.60.200 - Site obscuring fence required when abutting a residential district; property to rear has not yet been zoned C-3, General Commer- cial and retains an R-7, Single Family Resi- dential designation. Applicant indicates fence and staff questions its necessity if a zone change from R-7 to C-3 is approved. 18.60.210 - Artificial lighting shall not shine directly into adjoining dwellings. Staff Recommendation Tabling consideration of the applicant 's site development plan to enable the applicant time to submit revised plans meeting the concerns addressed in the staff findings. The driveway location is the site plan's most serious problem. An additional problem occurs with the relationship of truck parking to proposed parking spaces. Site drainage is the next major consideration. The staff has the following concerns related to the sub- ject proposal for an addition to an existing industrial building: o adequacy of parking - need one parking space for each employee on the largest shift - applicant provides 3 spaces o clarification of grass area as to whether it is to be grass or lawn o maintenance of landscaping - will water be available to plants or will they survive periods of drought Staff Recommendation Approval of the applicant' s site development and landscape plan subject to the applicant' s satisfying the following conditions: 1. That the property owner provide parking sufficient to meet parking requirements set forth in Chapter 18. 60. 2. That the rear and side yards of the subject site be land- scaped with lawn. likw
