SITE DEVELOPMENT AND DESIGN REVIEW BOARD

1. CALL TO ORDER
A. The meeting was called to order at 4:40 p.m.
2. ROLL CALL
A. Members present: Cook, Edin, Whittaker, Chairman Bartel,
staff member Bolen.
3. APPROVAL OF MINUTES
A. The minutes of the October 3, 1974, meeting were approved
as submitted.
4. SDR 23-74 (Tigard Storage Building)
Located at Ash Avenue and Fanno Creek
A. Site Development Plan Review
1. Bolen presented the staff findings and pointed out that
the intent is to provide a storage building for City
vehicles and equipment which are presently stored out
of doors. Bolen also pointed out that the City has
budgeted for the building costs in this fiscal year' s
budget and the site improvement costs will come out
of the '75- '76 fiscal year budget. An additional con-
sideration was the fact that the sewage treatment plant
will be phased out in 1976 and at this time a redevelop-
ment of the entire site will be considered by the City
and brought back to the Design Review Board.
2. Whittaker stated his disappointment with the plan sub-
mitted by the City staff and said his feeling was that
the City had a greater responsibility than private
applicants in submitting a superior site develop-,-i-:nt
plan in that they are more fully aware of the require-
ments of the landscaping portion of the zoning or-
dinance.
3. Bolen asked that the Board be aware of the financial
circumstances of the City and pointed out that it was
not possible to budget money for site design purposes
and the City engineering staff had taken it upon them-
selves to prepare the site design. He added that
originally $83,000.00 was budgeted for this building
and this figure had been cut back to $28,000.00
following voter rejection of the overall City budget.
4. Whittaker moved that the site plan be approved with
the conditions that:
a) the site plan show a 20 ft. landscaped depth on the
front of the property
b) before any further site development takes place , the
Design Review Board will approve a site development
plan for the entire parcel owned by the City.
Edin seconded and the motion failed with a 2 to 2 vote ,
Cook and Whittaker voting no.
5. Edin moved to approve the site plan utilizing the exist-
ing landscaping now on the site. The motion died for
lack of a second.
6. Whittaker once again placed his motion on the floor and
said that he would this time vote favorably for the
motion. Cook seconded and the motion passed unanimously.
B. Architectural Review
1. Nick Hiebert, the City' s Director of Public Services
and Facilities, explained the building and said that
it is essentially an empty shell to be used for storage
purposes. The building does include a capability for
an additional story at a later time.
2. Whittaker moved to approve the building design with
the understanding that the City will coordinate the
color scheme of this building with the other shop
building existing on the site. Cook seconded and the
motion passed by unanimous vote.
5. ADJOURNMENT
A. The meeting was adjourned at 6:15 p.m.
