December 5, 1974

1. CALL TO ORDER
A. The meeting was called to order at 4:45 p.m.
2. ROLL CALL
A. Members present: Edin, McMonagle, Whittaker, Chairman Bartel,
City Planner Bolen and newly-appointed member Wakem observed
3. APPROVAL OF MINUTES
A. Whittaker pointed out that on the initial motion for approval
of the City shop building' s site development plan, that Edin
voted no rather than Cook. The minutes were then approved
as corrected.
4. SITE DEVELOPMENT PLAN REVIEW
4.1 SDR 24-74 (Country Kitchen-Shakey ' s Pizza)
A proposal to locate a Country Kitchen Restaurant and Shakey' s
Pizza Parlor on two parcels located at the corner of 69th and
Pacific Highway.
A. Staff Findings
1. Bolen presented the findings noting that the plan did
conform to the city' s landscape requirements with two
minor exceptions and pointed out the inadequacy of the
existing condition of 69th Street.
B. Applicant ' s Presentation
1. Carl Anderson of Coldwell-Banker stated that Mr. Bolen
had adequately explained their proposal and that he
himself and Bob Martin, the engineer, as well as Milt
Olson, the general contractor, were present for any
questions the board might have.
C. Staff Recommendation
1. Bolen recommended approval of the submitted site develop-
ment plan with the following recommended changes :
a) that the parking area located in front of the
Country Kitchen site have a planter located somewhere
along its 100 ft. length, preferably at the end.
b) that the frontage on 69th be improved to include a
curb and feathering of asphalt from the curb under
the existing road to provide for surface water
runoff
c) that the access point from Pacific Highway should
intersect at a 90 degree angle
D. Discussion and Action
1. Bartel responded concerning the staff finding that the
walkway in front of the Country Kitchen is within the
setback area. He said that he found no problem with
this and the board concurred that the building location
was appropriate.
2. Whittaker moved to approve the submitted site develop-
ment plan according to the following conditions:
a) that the area shown for refuse storage be screened
on 4 sides
b) that the sidewalk serving the Country Kitchen
restaurant extend to the end of the 100 ft. strip
of parking spaces and that a planter be provided
where the last parking space is shown to coincide
with the sweet gum and tam junipers stipulated
for the other planters. In addition, the planter
in the middle of the length of parking in front
of Shakey' s to be moved to the last designated
parking spot adjacent Shakey 's.
c) that the entrance drive from Pacific Highway inter-
sect the highway at a 90 degree angle.
d) that 69th St. be improved by providing asphalt 17
ft. from centerline of the road with an extruded
curb on the margin.
3. Edin seconded and the motion passed by unanimous vote
of the commission
5. ARCHITECTURAL REVIEW
A. Staff Findings
1. Bolen distributed the submitted plan showing the proposed
building design and also a photograph of a building
recently constructed in Eugene using the same materials
and colors.
B. Discussion and Action

1. The Board discussed the architecture of the Country
Kitchen building only as the Shakey 's facility is
not seeking a building permit at this time. Items
discussed included the fact that the building faces
Pacific ,but will be approached by patrons parking
in the rear; the materials to be used; and the
character of the roof and location of mechanical
units.
2. Whittaker moved to approve the architectural plans with
the exception of the trash storage area shown on the
plans but which will not be used with this building.
Edin seconded and the motion passed by unanimous vote
of the members present.
