ADJOURNMENT jWW TAFF REPORT Tigard Site Development Plan and Architectural Design Review Board SDR 15--75 (Marine Wholesale/Sabre Construction Co. ) STAFF FINDINGS 1. No grading plan or topographic map has been submitted however staff finds the difference in elevation from front to rear of the site to be approximately 101 (distance of 2001 ) . (Staff notes that the building will likely be below grade as viewed from S.W. 72nd) . 2. Tigard code requires a 20 foot landscaped front yards site plan, as submitted, provides from 5 to 10 feet of landscaped front yard, starting from the property line, not the curb line. (Landscaping of the street right-of-way also interferes withrovision of sidewalks, which will be provided in this area. 3. Location of truck loading area cannot be determined as only a part (lir) of the required four elevations of the proposed building that have been submitted and no floor plan is available for the warehouse area. (Is truck maneuvering area adequate with 20' of landscaping? Maybe loading dock should be recessed. ) 4. Storm drainage disposal not shown - I assume catch basins are there somewhere. 5. Landscaping appears incomplete with respect to the rear (north) and side (west) of the proposed building. Staff notes indicated expansion area; however it must still be landscaped, even if in a low cost ground cover unless "future expansion" is in the very near future. 6. Parking requirement is one space per employee on largest shift. 7. LD PRO po -D D _ t i ( C c STAFF REPORT Tigard Site Development Plan & Architectural Design Review Board July 8, 1975 SDR 21-75 (TCT Auto Supply/Ed Mote) Applicant' s Request A request by the Tigard Planning Commission to review the land- scaping, and site design of a commercial building to be used as a retail auto parts store at 12200 SW Main St. Zformer Haney Magnavox) . Staff Findings 1. This matter is referred by the Tigard Planning Commission to the Design Review Board for consideration of site development and landscaping of this existing building which has been allowed a conditional use by the Planning Com- mission on July 1, 1975. 2. Parking and access as presently provided meet Tigard Code requirements . 3. Landscaping, however, is required per Section 18-58.060 TMC to conform to the following (paraphrased) requirements in a C-3 zone. a. Tree and shrub plantings are required in parking areas at a minimum interval of seventy feet each way. b. Minimum of 101 landscaped front yard. c . Minimum of 10% of site to be landscaped. 4. Staff feels that a simple of the existing front planters and provision of shade trees in the parking area would greatly enhance the site , as well as provide some definition of the aisles between the U.S. Bank and the sub- ject site. i-. There appears to be ample space to provide shade trees 'between U.S. Bank and the subject site at approximately 40 feet on center (4 or 5 trees) and not interfere with aisles or maneuvering space. 7-/7,- '- 6. Tax Lot 2300, to the rear of the site, is owned also by the owner of the subject site. This lot was used as overflow parking by Haney Magnavox when they used the building but is used ordinarily by the clinic (on tax lot 2501) . 7. Unless it were elected by all three users of the common parking access and parking areas to improve and landscape those common areas , ztaff would not recommend an all out landscaping project. It may be appropriate; however, for the desirability of such a coordinated project to be pointed out to the several parties involved. Colonial Texaco is located at 11465 SW Pacific Hwy. Staff Findings 1. This matter is referred by the Tigard Planning Commission to the Design Review Board for consideration of an internal traffic flow problem forseen on the site as a result of the car wash approved by the Commission on July 1, 1975. 2. Traffic volumes on site at present are approximately 200 cars per day. 3. The car wash unit will operate only during daylight hours. 4.
