Applicant' s Request
A request for review of a proposed major remodel of an existing
market at S. W. Main St. and Commercial St.
Site Development Plan
Staff Findings
1. Proposed remodeling will reverse the building' s orientation
from Main St. to Commercial St. , with the entrance and
majority of parking located at what is presently the rear
of the building.
2. Applicant's submission appears complete and in conformance
with Tigard 's code requirements with the following exceptions:
A. The proposed one-way driveway on Main St. is 18 ft.
wide where 30 ft. is required. This matter comes
before the City Council as a variance request on
August 11, 1975.

B. The parking stalls on the Commercial St. side
partially encroach into the required 10 ft. land-
scaped setback. Staff has recommended this to the
applicant as a means of maintaining adequate man-
euvering room on the driving aisle.
C. Wheel blocks are not depicted on the site develop-
ment plan.
3. Landscape islands for channelizing auto movements around
the end of diagonal parking stalls (south end of lot) are
viewed by staff as being desirable. Staff is somewhat con-
cerned about the end 90 parking stall on the south end
of the parking lot. Truck egress from the parking lot
would obviously take this route and the need for as much
clear turning room as can be maintained is apparent. The
lack of a protective landscaped island at the end of this
parking channel, staff supposes, is in answer to that;
however, in our experience, a parking place in this kind of
location becomes a place for careless individuals to park
diagonally and/or sideways and frequently results in a poor
traffic flow situation. Probably a space should be sacri-
ficed here in favor of an island like the one at the other
end of the channel.
4. The landscape plan lacks detail of planting intervals and
shrub and tree sizes. The sparse planting of major shrubs
would probably be fine, but specimen sizes should be used,
not nursery stock in 2 gallon containers.
5. Irrigation not shown.
