August 26, 1975
1. CALL TO ORDER: Chairman McMonagle called the meeting to
order at 5:15 p.m.
2. ROLL CALL: Members present were: Cook, Hammes , McMonagle and
Olson.
3. MINUTES: meeting of August 11, 1975 - Cook asked that on agenda
item 5.1 (Girod's) , the minutes be amended to reflect
a recommendation to remove the roof sign and that that
recommendation did not necessarily become a condition of
approval.
Minutes were then adopted as amended.
4. COMMUNICATIONS: none
5. DESIGN REVIEW -
* Mr. Eagleson arrived at 5:20
5.1 SDR 25-75 (Farmcraft Building/Eagleson)
A review of a proposed remodeling and enlargement of an
existing commercial/industrial building in a commercial
neighborhood.
A. Site Design Review
1. Staff Report: read by Powell and accompanied with
slide photos.
2. Applicant Presentation
Craig Eagleson, owner/applicant, discussed the
intended objectives of his remodeling and
detailed more fully the landscape plan and his
site requirements.
3. Staff Recommendations
Approval on conditions of:
1. Applicant agree to sign a "non-remonstrance"
agreement;
2. Asphalt or other hard surfacing on all parking
and loading areas;
3. Curbs to protect planting areas;
4. Plant sizes and planting intervals to be discussed
with staff;
5. A screen fence be provided around the outside
storage tanks to a height of 6 ft.
6. Move the gas pump.
4. Board Discussion and Action
o The Board discussed elements of the staff report
and their additional concerns with the applicant.
o McMonagle said he felt the Design Review Board
ought not to attempt requesting a non-remonstrance
agreement condition as he wasn't sure they had
the authority, but that he felt they could approve
with following conditions :
1. a "lolly column" be provided to protect the
gas pump.
2. Staff to review the proposed street profile
in and out of the building and determine if
provision of sidewalks and curbs at this time
is feasible and if so, then it should be con-
structed.
3. Asphalt all parking, loading and maneuvering
areas.
4. Place a hose bib at the northeast corner.
5. 6' screen fence around chemical tanks.
6. Curbs be provided around all planting areas.
7. Plant sizes to be discussed with staff.
o Motion (Hammes) to approve subject to conditions
proposed by McMonagle.
o Seconded (Cook) with amendment that parking
adjacent building at northwest corner be parallel
to building.
o The amendment was approved by Hammes.
o Motion approved (unanimously) .
B. Architectural Design Review
1. Applicant Presentation:

Mr. Eagleson described the color (pink) and
materials (corrigated fibreglas and aluminum
and concrete block) to be used -- matching the
existing facade on that side of the building.
2. Board Discussion and Action
o Motion to approve (Cook)
o Seconded (Hammes)
o Motion carried (unanimously)
