Staff will provide an update on the status on the development of the City Center Urban Renewal Plan.
STAFF RECOMMENDATION
This is an informational item. No action is requred.
INFORMATION SUMMARY
In May 2005, Council adopted a resolution reactivating the City Center Development Agency (CCDA), with the
Council itself serving as the Urban Renewal Agency. The project schedule includes CCDA review and
consideration of the citizen-developed Downtown Improvement Plan in September 2005 and Council
consideration of the Urban Renewal Plan in December 2005. An election on an Urban Renewal Plan and the
use of Tax Increment Financing is tentatively set for May 2006.
The Urban Renewal Plan currently is taking shape under the guidance of the City Center Advisory Committee
(CCAC) and is scheduled for completion in draft form by the end of September. The Urban Renewal Plan is an
action plan that will lay out the detailed funding sources and timelines for the physical accomplishment of
downtown improvements. The plan's elements include: a delineation of the urban renewal area boundaries, goals
and objectives, a list of projects and programs, land acquisition policies, and provisions for plan amendments.
The adoption process for the Urban Renewal Plan includes a Planning Commission hearing on the plan on October
17, 2005, a Council hearing on November 22, 2005, and Council adoption on December 13, 2005. A copy of the
complete project schedule and detailed work program through the May election is attached.
