Kable St. Dear Mr. Currie: I have received your letter regarding request of a street vacation of S.W. 100th at S.W. Kable St. , however, as you are probably aware, Tualatin Fire District has always been on record for supporting making additional streets connect, and to make more and more through streets. This has been done in planning of new subdivisions including requirements of new subdivisions to make existing streets go through and connect to other existing streets. There are a considerable number of dead-end streets in Tigard, some of which are over the maximum 600' length. Presently most of the existing subdivisions are served off the 20' wide existing county roads. In order to eliminate completely depending on these narrow county roads, the use of new streets and connecting subdivisions together to create more and more through streets for the fire depart- ment to respond on only makes good sense. In this particular subdivision that I have made a plan review on the preliminary plat of, located between S.W. 100th and S.W. 98th south of Murdock Street, I additionally asked that S.W. 100th be continued through to S.W. Highland Drive. The reason for this is that this connects Summerfield Drive by S.W. Greensway and S.W. Highland Drive. This would allow Tualatin Fire District to have two means of access for this new subdivision, for S.W. Hoodview Drive, for S.W. Highland Drive, and for S.W. Kable. We have an existing underground power line on the west side of S.W. 100th Avenue from S. W. Kable Street to S.W. Highland Drive . We request a ten foot utility easement beginning at S. W. Kable Street extending south to S.W. Highland Drive and parallel with the west right-of-way line of S. W. 100th Avenue. G. T. E. is underground in this same area. We appreciate your notifying our company of this street vacation. Durham Road. Considerable distance responding to this area could be saved for this engine company by not having to respond up 93th St. to Sattler Road, across to 100th , and back down 100th into some of these existing subdivisions. I can see no reason why this street should not be put through and it was implied when S.W. Summerfield was platted, that this street would be connected._ Allowing the petitioners to vacate this will certainly prevent this street from ever being put through. It should be made a part of the requirements of Tualatin Development Company, the developer of the new subdivision , and the City of Tigard to connect these streets through when this subdivision is completed. W. 100th Avenue, Tigard, Oregon 97223 vacation of Dear Frank: The Tigard Water District would have no objections to the street vacation along S. W. 100th Avenue, between Highland Drive and Kable Street, as described on Schedule A provided existing water mains as shown on the attached drawing are not disturbed and legal provisions are made for continued use of this area for servicing these exist- ing water mains. From a personal point of view, it would appear that ingress and egress from both SUMMERFIELD and Hoodview Drive are extremely limited and the proposed vacation of S. W. 100th Avenue would restrict further any future hope to alleviate the traffic problem. Perhaps the fire district will have comments about the limitations of providing adequate fire protection to an area in, essentially, a 600-foot cul-de-sac. I believe the initial plat of SUMMERFIELD included an access road, at least, for emergency vehicles. Each City Department and other public service districts and affected utilities should review and make written comments for City Council consideration on the April 28, 1980 regular meeting. Space is provided for your comments. ENGINEERING - Prefer to see connection of 'developed' SW 100th Avenue and SW Highland Drive completed not vacated, since the more routes made available for traffic the more distributed traffic will be. SEWER-STREETS AND STORMDRAINAGE - If such is to be vacated, then a public ease- ment need be created to facilitate maintenance capability there- along for storm water (drainage) which originates northerly thereof. PLANNING - Do not vacate. Randall's Subdivision to be developed to the north soon. Street should be completed to Highland Drive. Who is making this request? FINANCE - Appears we will need this right-of-way for future development. I am not very knowledgeable in this area but from the looks of the map it seems that for further expansion in this area plus better flow of traffic we might need to retain. BUILDING - Will require street to avoid land locked property. POLICE - Recommend that this vacation request be denied, emergency vehicle access to this area is vital, and should be improved in the near future. LIBRARY - No comment.
