APPLICATION SUMMARY FILE NAME: Fowler Middle School CASE NO.: Minor Modification to Approved Conditional Use MMD2017-00016 PROPOSAL: The applicant requests a minor modification to an approved conditional use at Fowler Middle School. Specifically, the applicant proposes a 300-square-foot accessory structure (construction trailer),which will be located directly west of the main school building. APPLICANT: Fords Construction, Inc. The R-4.5 zoning district is designed to accommodate detached single-family homes with or without accessory residential units at a minimum lot size of 7,500 square feet. Duplexes and attached single-family units are permitted conditionally. Some civic and institutional uses are also permitted conditionally. APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.330.020.C.3 SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. BACKGROUND INFORMATION Site Information: The project is located on the Fowler Middle School campus at 10865 SW Walnut Street; north of SW Walnut Street, east of SW 121" Avenue, and west of SW Tiedeman Avenue. The school campus contains an existing middle school, multiple accessory structures, athletic facilities, and associated parking. In 1991,the City of Tigard Hearings Officer approved the site for a 1,680-square-foot modular classroom structure (Case No. CUP91-0002), and for the installation of outdoor lights on the existing baseball field (Case No. CUP91-0004). The site is zoned Low-Density Residential (R-4.5). SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.330 Conditional Use: 18.330.020.0 Minor modification of approved or existing conditional use. 3. A minor modification shall be approved, approved with conditions,or denied following the director's review based on the findings that: a. The proposed development is in compliance with all applicable requirements of this title;and Staff reviewed the applicant's site plan and elevation drawings to confirm the proposal meets the dimensional requirements for accessory structures in the R-4.5 zone, including minimum setback requirements and maximum building height. Furthermore, staff finds this project is in compliance with all other applicable requirements of this Title. This criterion is met. b. The modification is not a major modification as defined in subsection A of this section. Staff finds that the changes listed in TDC 18.330.020.B.2 are either satisfied or do not apply.Therefore,the proposed development is not a major modification.This criterion is met. CONCLUSION: The proposal is in compliance with the applicable requirements of this Title,and is a minor modification of an approved conditional use. SECTION V.
