Specifically, the applicant proposes a 288-square-foot accessory structure for weather protection, which will be located directly south of the school's existing running track. Duplexes and attached single-family units are permitted conditionally. Some civic and institutional uses are also permitted conditionally. APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.330.020.C.3 SECTION II. The findings and conclusions on which the decision is based are noted in Section IV. BACKGROUND INFORMATION Site Information: The project is located on the Tigard High School campus at 9000 SW Durham Road; south of SW Durham Road, and east of SW 92nd Avenue. The 43-acre school campus contains an existing high school, multiple accessory buildings, and extensive site improvements that include athletic facilities and parking lots. City records show multiple land use applications for this site,including a Conditional Use Permit for an approximately 84,000-square-foot building addition that was approved by the City of Tigard Hearings Officer in 2004 (Case Nos. CUP2004-00001 and VAR2004-00011). The site is zoned Low-Density Residential (R-4.5). SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.330 Conditional Use: 18.330.020.0 Minor modification of approved or existing conditional use. 3. A minor modification shall be approved, approved with conditions,or denied following the director's review based on the findings that: a. The proposed development is in compliance with all applicable requirements of this title;and Staff reviewed the applicant's site plan and elevation drawings to confirm the proposal meets the dimensional requirements for accessory structures in the R-4.5 zone, including minimum setback requirements and maximum building height. Furthermore, staff finds this project is in compliance with all other applicable requirements of this Title. This criterion is met. b. The modification is not a major modification as defined in subsection A of this section. Staff finds that the changes listed in TDC 18.330.020.B.2 are either satisfied or do not apply.Therefore,the proposed development is not a major modification.This criterion is met. CONCLUSION: The proposal is in compliance with the applicable requirements of this Title,and is a minor modification of an approved conditional use. SECTION V. Due to the proximity of the javelin judge's station to the varsity girls' softball field many foul balls have almost hit spectators and judges. Mr. Dukelow has proposed building a simple shelter to protect people from both foul balls and rain. It will be a sloped roof with no walls.
