Call to Order, Roll Call and Introductions Commissioner Henschel called the meeting to order at 5:35 p.m. 2. Approval of Minutes —March 8,2017 Commissioners Inman and Henschel requested a correction of the March 8 minutes for Agenda Item no. 7, to read: Commissioner Henschel requested Environmental Program Coordinator Jennifer Joe attend a Tualatin Valley Water District and/or IWB meeting to discuss water conservation. Commissioner Jehnke moved to approve the March 8, 2017,minutes as amended. Commissioner Inman seconded the motion. The motion passed by unanimous vote of the commissioners present,with Commissioners Henschel,Jehnke, Inman,Woodard and Nguyen-Ventura voting yes. 3. Public Comments There were no public comments. 4. Water Supply Update Mr. Goodrich reported: Page 1 of 3 • Average water use for the month of March was 3.95 million gallons per day (mgd). This usage is typical for this time of year, but lower than our 10-year averages, and the same as last year at this time. This may be due to unusually colder temperatures compared to last year. • Stored water in the aquifer storage and recover well no. 1 (ASR-1) includes approximately 53 days of supply based on 1,000 gallons per minute (gpm) recovery rates. ASR-2 has 81 days of supply based on 1,500 gpm recovery rates. • One water quality complaint has been received regarding chlorine taste. Field staff flushed a dead-end line to improve water quality; the customer did report improvement. • Small portions of ozone have been added to the water at the treatment plant. In response to a question from Commissioner Henschel,Mr. Goodrich reported that there was no damage at any of the city's water properties due to the April 7 windstorm. 5. Water Quality Update Mr. Goodrich reported on water quality and construction activities for the Lake Oswego- Tigard Water Project. The following are some highlights of the report: • Ozone installation construction is complete. The water treatment staff are learning the system through training for ozone, and the plant has been conducting functional tests over the last week. Staff anticipates functional testing to be completed soon, with full operational capabilities by the beginning of May. • Additional construction activities include Waluga Reservoir no. 1 (WR-1) roof concrete pours are complete (delayed due to weather). Contractor crews are beginning to strip the forms. The final wash down, disinfection/chlorination and fill/leak test is planned for late April. Staff anticipates completion in mid-May (which is two weeks behind schedule due to cold and wet weather delays with roof structure concrete pours). • At the water treatment plant: besides ozone commissioning, there is a lot of civil work occurring at the site–forming site walls, curbs, driveway aprons, stone walls, `good neighbor' cedar fencing, and catch basins for stormwater management. Pervious pavers are being placed and work on the pedestrian pathway (that will eventually be open to the public) will start soon. Landscape irrigation is in the very early stages. Paving will be weather dependent, but it is anticipated to get started over the next month. Construction trailers will be removed in the coming weeks. Project staff expect completion will be in early June. • The project completion celebration date is yet to be determined—our communications outreach staff are still expecting it to be sometime in mid-July. Possibly in late June a separate "thank you" ribbon cutting ceremony for the neighbors will take place. Outreach information will be shared with I" members as it becomes available. Page 2 of 3 • Additionally, our staff are involved in a Clackamas River history video produced with the Clackamas River Water Providers, along with a water treatment process video featuring the Lake Oswego-Tigard Water Treatment Plant. Both are being produced to celebrate national drinking water week (May 8 through May 13). 6. Informational Items Mr. Goodrich provided the board a copy of the proposed Water Budget and Capital Improvement Plan; this handout is on file in the IWB record. Some of the highlights include: • The first budget meeting will be held April 20, 2017. 7. Non-Agenda Items There were no non-agenda items. 8.
