Park & Recreation Advisory Board Minutes
The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
The meeting was called to order at 7:04 p.m. by Wayne Gross.
2. Approval of Minutes: March 13, 2017
Linda Shaw moved to approve the amended March 13, 2017 meeting minutes. Scott Winkels
seconded the motion. The minutes were approved by unanimous vote of the board
members present with Wayne Gross, Holly Polivka, Linda Shaw, Dave Brown and Scott
Winkels voting yes.
3. Comments from the Audience
Neal Brown inquired on what Park System Development Charges (SDC) could be used for.
Mr. Martin explained that Park SDCs could only be spent on parks and that the SDCs could
not be used for park maintenance, but the reimbursement portion could be used for park
improvements.
4. Discussion Items from Previous Meetings
The Rotary has not set an exact time for their peace pole event. It will be the same day as the
egg hunt, a little later in the day.
Scott Winkels updated the PRAB on the recreation immunity resolution.
Wayne Gross asked about the status of a Walnut Street tree branch that was a concern. Mr.
Martin updated the PRAB that the tree was on private land and not considered hazardous.
5. Civic Center Development Planning
Assistant City Engineer, Kim McMillan, updated the PRAB on the Civic Center Visionary
Project that was presented to city council. The need for increased staff and more space
prompted the project with the plan to update the City Hall, Permit Center and Police
Department area, which would then be called the Civic Center. Additional amenities would
include a plaza area, parking garage, wellness rooms and a renovation to the existing skate
park.
Council is still deciding whether to present this to the public for a bond or to first go for an
operating levy. The project would not be ready to go for at least another year after the bond.

6. Update on the Downtown Property Development
Wayne Gross updated the PRAB on the Saxony property. The city put out a request for
proposal and received one response. A coffee company, Ava Rosteria, would like to create
their corporate headquarters at the property. Their proposed building would be four stories

with a coffeehouse and plaza area on the first floor, their corporate offices on the second
floor, and some housing on the third and fourth floors. The city will be doing a grant funded
cleanup of the property in July.
7. Parks and Recreation Updates
Martin McKnight gave the following park updates:
• Weather affected several areas of the city with crews still working the following week to
clean any fallen trees and debris.
• A decision will be made regarding opening the fields for use the following week due to
weather.
• Over 600 kids were pre-registered for the Egg Hunt at Cook Park on April 15.
• The parks crew was in the process of seasonal hiring with the goal to add 8-9 seasonal staff.
• On April 22 at Metzger Elementary School, over 150 volunteers will have constructed 70
garden plots for city use, school use, and Supa Fresh Youth Farm use.
Lexi Hallum gave the following recreation updates:
• The Egg Hunt will have had Pip's Original Doughnuts selling donuts and chai.
• There will have been an egg stuffing party on Wednesday,April 12 to fill recycled and
donated plastic eggs with prizes for the egg hunt.
• The creation of the summer guide is on its way; this edition will include ads from local
businesses and will be mailed to every resident.
• The program's first spring class began the prior week. It was a Young Rembrandts' art class
for preschoolers.
8. Parks and Rec Budget
The budget committee agenda and proposed budget handouts were in the PRAB packets.
Some personnel line items were proposed with the multi-divisional group "green team" in
mind. There was an unclear answer of whether or not recreation will have more or less
funding. The PRAB would like to advocate for the parks and recreation budget packages for
additional maintenance support.
9. PRAB Liaison Reports
There were no PRAB liaison reports.
10. Non —Agenda Items
Dave Brown would like to schedule a tour of the oak savannah at Dirksen Nature Park.
The fourth budget committee meeting overlaps with the next PRAB meeting.
11. Executive Session
An executive session was not held.
