Ochoco Dr., Tualatin, reported the figures for the levy were not ready but requested Council 's favorable consideration to allow the citizens of Tigard an oppol:Oinity to vote on the levy. (b) After lengthy discussion by Council, Councilman Brian moved to allow TCYS to present to the Tigard voters a levy, and directed staff to prepare an ordinance to that effect. Seconded by Councilwoman Stimler. Approved by 4 to 1 vote of Council. Councilman Scheckla voting Nay. 4. LOAVES AND FISHES REQUEST TO CALL FOR ELECTION ($6000 LEVY) (a) City Administrator gave a brief overview of the request, pointing out the record of the organization. Vern Christianson, 11540 S.W. Greenburg Road, Tigard, reviewed the proposed budget and requested the City call for an election on April 3, 1979, for a one year levy of $6000. (b) After lengthy discussion by Council, Councilwoman Stimler moved to allow Loaves and Fishes to present a one year levy to the voters, and directed staff to prepare the necessary ordinance. Seconded by Councilman Cook. Approved by unanimous vote of Council. 5. AMENDED RESOLUTION NO. 79-09 RESOLUTION ESTABLISHING FEES TO BE CHARGED TO PERSONS APPEALING DECISIONS OF THE PLAN- NING COMMISSION FOR THE PURPOSE OF DEFRAYING COSTS ASSOCIATED WITH THE HEARING OF SUCH APPEALS BY CITY COUNCIL (a) Planning Director explained the resolution pointing out the changes that have been made as per Council 's request. (b) After discussion by Council, staff was directed to make further changes in the resolution and present it to Council at their next meeting. Councilman Brian also requested that staff develop criteria for Council for granting waivers. 6. 121ST STREET SEWER PETITION REQUESTING FORMATION OF LID (a) City Administrator recommended that this be treated the same as the Katherine Street request ; i.e. - soliciting the services of an engineer for preliminary cost estimates.
