Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday, March 8, 2017 7:00 p.m.

1. CALL TO ORDER:
Chair Scott Hancock called the March 8,2017 Tigard Library Board meeting to order at 7:04 p.m.
2. ROLL CALL

Members Excused: Michelle Taylor
Alternates Present: Becky Gauthier and Mark Loomis
Staff Present: Library Director Margaret Barnes and Executive Assistant Margaret L. Reh.
3. APPROVE MINUTES
The minutes from the November 9, 2016 Board meeting were reviewed. There were no additions
or corrections.
Motion by K. Harris. Second by R.Van Brunt to approve the November 9, 2016 minutes as
presented.

4. AGENDA ADDITIONS AND DELETIONS
It was suggested to use this time to officially accept the resignation of Mark Loomis from the Tigard
Library Board. The Board was aware this was pending, but the Board had not met since November
to accept the resignation officially.
5. CALL TO THE PUBLIC
Ning Wang of Reader's Services was the guest for this meeting.Ning Wang came to the Tigard Public
Library from the Chicago Public Library where he worked as a Reference Librarian. Ning is a
Reference Librarian and has been with our library since 2002.Ning was originally brought on as a lead
worker in Circulation.
Ning is our go-to person for technology in the library if patrons have questions regarding their e-
readers or laptop questions. His knowledge of technology has been an asset for our patrons.
He is originally from China and has worked on our foreign language collection developing the Chinese,
Vietnamese and Japanese sections. Ning is part of our Technology Troubleshooters team. This team
helps resolves tech issues for staff. IT appreciates having someone on hand to troubleshoot and issue

prior to a trouble tickets being submitting to IT.Ning enjoys this community and feels the library staff
are very friendly.
6. LIBRARY OPERATIONS
The February statistics were handed out for the Board's review. The library was open every day in
February.There were no closures due to weather.The Library is providing a wide variety of programs.
Staff has been very busy with tax season. People are coming to the library for forms and receiving tax
help from the AARP group who are offering services and tax-filing for free from February through
April 16.
We continue to provide consistent service for individuals with housing needs. The Library is a pick-
up point on Fridays where transportation is provided to Calvin Presbyterian Church.
M.Barnes informed the Board that the partnership with Luke-Dorf's Homeless Outreach started this
week. Outreach social workers will be here on the 1st and 3rd Tuesday for the next three months
providing help and resource information for those who need help connecting with housing, mental
health support, and other services? Luke-Dorf has a Get Help page, which provides easy access to
their number as well as the Washington County Crisis Line (for mental health) and Community
Connect (for housing) at http://www.luke-dorf.org/get-help/
The Volunteer Recognition event is scheduled for April 30 at 6:00.Each Board member should receive
an invitation. Barnes spoke about the various programs being held and scheduled for future months.
7. DISCUSSION OF JOINT MEETING WITH CITY COUNCIL FEASIBILITY STUDY
The Board discussed their presentation to the City Council scheduled for April 18, 2017. Statistics
may show that circulation is down, but there are so many other reasons and programs that people
come to the library to participate in. Some may come in to read the paper but don't check anything
out; it is a gathering place for friends; some may come in to get warm but they won't check an item
out. Libraries are more than just circulation. It is well used,loved, and supported by many groups in
the community. The library is the heart of the community. It will be important to reaffirm the
importance of the library to the community.
The Board decided they will focus on three broad areas. They will 1.) Emphasize the importance of
the library to the community; 2.) Community support of all the programs the library offers and 3.)
Planning expanded services for the good of the community and to meet needs of a growing
population. As the population grows, there is a need to begin building for the future of Tigard. The
City is striving for a walkable community. Many citizens do not have walkable access to the library.
Those planning on attending are Joe Callahan, Becky Gauthier,Katie Harris, Scott Hancock and
Roarke Van Brunt.

Scott: Opening Comments and Wrap-Up; Introduce Board Members to Council
Becky: Importance of the library
Joseph: Cornerstone of Community and he will wrap in the children's program videos
Katie: Ensuring access for all as the population increases

M. Barnes will have a GIS map created of the current service area to illustrate the distribution of
Tigard patrons.
Staff will work on compiling all the program, services and statistical points. This information will be
sent to the Board members.
8. DISCUSSION OF BUDGET FOR FISCAL YEAR 2017-18
The first meeting regarding the City Budget will be on April 19. Barnes stated the budget remains
status quo.
9. DISCUSSION OF RECRUITMENT FOR LIBRARY BOARD
M. Barnes stated we will post the openings for appointment to the Library Board in the Books and
Bits newsletter and will have a poster in lobby throughout May. The City Council will interview in
June and the appointment will be made to begin in July.
10. OTHER BUSINESS
Jan Thenell informed the Board that she will be moving to Lake Oswego in a few weeks,so she offered
her resignation from the Board effective immediately.
A. LIBRARY TRENDS
There were no new trends to share.
11. ADJOURNMENT
No further business was discussed. Chair Hancock adjourned the meeting at 8:29 p.m. The next
meeting of the Tigard Library Board is scheduled for Wednesday, April 12, 2017 at 7:00 p.m. in the
second floor Conference Room, 13500 SW Hall Blvd., Tigard. The joint Tigard Library Board and
City Council meeting is scheduled for Tuesday,April 18, 2017.
