Park & Recreation Advisory Board Minutes
The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.
MEETING DATE: March 13, 2017 7 — 9 p.m.

1. Call to Order and Roll Call
At 7:01 p.m. the meeting was called to order by Wayne Gross.
2. Approval of Minutes: February 13, 2017
Linda Shaw moved to approve the February 13, 2017 meeting minutes. Claudia Ciobanu
seconded the motion. The minutes were approved by Claudia Ciobanu, Wayne Gross, Holly
Polivka, Linda Shaw, Dave Brown and Scott Winkels voting yes. Troy Mears abstained.
3. Comments from the Audience
Marland Henderson would like members of the PRAB present at the March 28 council
meeting in support of naming the Tigard Street trailhead the Rotary Plaza. If passed, the
Rotary would like to host a peace pole presentation on April 15. Marland mentioned a
hazardous tree branch over Walnut Street he would like to see inspected.
Toraj Khavari, President of Friends of Bull Mountain Park (FBMP), wanted to update the
PRAB on the status of Bull Mountain Park. Toraj thanked FBMP volunteers and the PRAB
for volunteering their time. The FBMP submitted 6 grant applications, 3 of which were
denied and 3 are still open for consideration. There will be upcoming events,which the
PRAB is invited to. The FBMP will also be fundraising, including selling engraving of the
park's basalt rocks near the playground. They are still designing something for the major
donors. Toraj referred the PRAB to the handouts he provided.
Josh Kearney is a liaison for the City Center Advisory Commission (CCAC) and wanted to
hear more about the Tigard Street Trail.
Neal Brown referred to a 2-acre portion of land on Sunrise Lane and another 6-acre portion
of land near Cook Park, which he would like to see added to the existing parks. He also
updated the PRAB that the Gaarde Street property had been sold. Neal referred the PRAB
to the handouts he provided.
All handouts are on file in the PRAB meeting record.
4. Discussion Items from Previous Meetings
Linda Shaw moved to add the discussion of the downtown area as an agenda item for future
meetings. Holly Polivka seconded.
Mr. Martin updated the PRAB that the city is interviewing a contractor for the downtown
property and that he is waiting to hear from city staff regarding the potential subcommittee
to meet with surrounding cities on recreation.

5. Update on the Tigard Street Trail
Mr. Martin referred the PRAB to the handouts regarding the Tigard Street Trail and plaza
area. A request for proposal has been posted and some items requested include trail lighting,
improved trail surfaces, connection to the downtown entry plaza and amenities that
encourage future cultural use. The Oregon Department of Transportation (ODOT) Rail will
have control of what can be done to the plaza area as it is an existing RR ROW. There are
several funding sources for this project with a total of$1.3 million. Crosswalks will be
created once the final trail is completed.
6. Parks and Recreation Updates
Mr. McKnight gave the following park updates:
• The original skate park contractor, Dreamland Skate Park, will be doing improvements
on the park when the weather improves.
• Dreamland Skate Park will also do concrete work on the stairs at 130' Place, weather
dependent, and this project will be funded by the Lighter, Quicker, Cheaper, (LQC) fund.
• Cook Park's gates are open; however, fields are not open due to inclement weather.
Tigard Little League has not started their season yet.
• Mr. McKnight along with Toraj Khavari and Sarah Soper from FBMP met with a
representative from Oregon Community Fund to hopefully win a $20,000 grant to finish
the trail at Bull Mountain Park.
Mr. Markey gave the following recreation updates:
• The 2017 spring edition of the activity guide has been released and can be found online.
• The recreation program recently received a program identifier they plan on using on
promotional materials.
• The program currently has 5 partners for the 2017 summer season including Coding with
Kids, Soccer Shots, Young Rembrandts, Skyhawks and Mad Science.
• The Movies in the Park update includes the results of the survey for what movies the
public would like to see; the partnership with Metzger Elementary School and their
survey will be conducted later that week; the summer series received a title sponsor,
SERVPRO of Tigard/Tualatin.
• The recreation program recently launched a pilot after-school program at Metzger
Elementary School and hopes to serve 48 kids.
• The return of the Egg Hunt is April 15 and a bronze sponsor of the event is Greenburg
Pediatric Dentistry.
• There will be a Concert in the Park on August 15 at Cook Park.
• There could be a year of partnership between the recreation program and Tigard
Basketball Association (TBA).
• Tigard Parks & Rec is seeking the PRAB's support in passing a resolution to make July
"Recreation Month"; to celebrate this month, Parks & Rec will have a Pop up in the Park
program weekly.

Mr. Martin gave the following update:
• On April 22, Supa Fresh Youth Farms will be partnering with the city to work on all the
Metzger community gardens.
7. Parks and Rec Budget
Ms. Wright updated the PRAB that for the 2018 fiscal year, the city will be separating the
recreation budget from park maintenance. This will create 2 budgets, which will make
tracking recreation expenses and revenues much easier.
Mr. Martin updated the PRAB that the River Terrace park acceptance could be in the Fiscal
Year 18-19 depending on how quickly houses sell.
In response to a question, Mr. Martin gave the staff preference for Parks and Rec add
packages:
1. Personnel for parks
2. Equipment for parks
3. Vehicles for parks
4. Part-time employee for recreation—Administrative Specialist II
5. Part-time employee for recreation —Recreation Aide
8. PRAB Liaison Reports
Mr. Markey attended a TBA board meeting.
9. Non—Agenda Items
The next PRAB meeting will be held at the Dirksen Nature Park Education Center.

An executive session was not held.
