APPLICATION SUMMARY FILE NAME: FlyBoy Brewing CASE NO.: Minor Modification(MMD) MMD2016-00028 PROPOSAL: The applicant is proposing a minor modification to an existing tenant space (Suite 150) at 15230 SW Sequoia Parkway. Specifically, the applicant proposes: a change of use from sales-oriented retail to an eating and drinking establishment (FlyBoy Brewing); to construct two (2) new entry doors to the tenant space; and to extend an existing on-site pedestrian walkway. The I-P zoning district provides appropriate locations for combining light manufacturing, office and small-scale commercial uses, e.g., restaurants, personal services and fitness centers, in a campus-like setting. Only those light industrial uses with no off-site impacts, e.g., noise, glare, odor, vibration, are permitted in the I-P zone. In addition to mandatory site development review, design and development standards in the I-P zone have been adopted to insure that developments will be well-integrated, attractively landscaped,and pedestrian-friendly. APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.360.060.0 SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. MMD2016-00028 FlyBoy Brewing 1 SECTION III. BACKGROUND INFORMATION Site Information: The project is located at 15230 SW Sequoia Parkway; north of SW Upper Boones Ferry Road, east of SW Sequoia Parkway, and west of Interstate 5. The subject property is a 3,243-square-foot tenant space (Suite 150) located inside an approximately 18,000-square-foot commercial building. The building is located on a 2.12-acre tax lot (WCTM 2S112DA, Tax Lot 300), and is part of the Pacific Corporate Center development complex (approximately 53 acres total). The site is zoned Industrial Park (I-P), as are surrounding properties. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: Section 18.360.060.0 states that a Minor Modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: The applicant is proposing a minor modification to an existing tenant space (Suite 150) at 15230 SW Sequoia Parkway. Specifically,the applicant proposes: a. A change of use from sales-oriented retail to an eating and drinking establishment. As detailed under TDC Table 18.530.1, Footnote 2, eating and drinking establishments, sales-oriented retail, and personal services are restricted uses in the I-P zone: "These limited uses, separately or in combination, may not exceed 20% of the entire square footage within a development complex. No retail uses shall exceed 60,000 square feet of gross leasable area per building or business." The subject property is part of the overall Pacific Corporate Center development complex, which is approximately 53 acres in size. Accordingly, staff reviewed the applicant's narrative and site plan to confirm that these restricted uses make up less than 20% of the entire square footage within the Pacific Corporate Center,even with the change of use described above. Additionally, the proposed change of use from sales-oriented retail to an eating and drinking establishment affects off-street parking regulations. The subject tenant space is located inside a multi-tenant commercial building, and is therefore subject to the required minimum vehicle parking formula outlined in TDC 18.765.030.D. Based on the applicant's submitted site plan, staff finds there is adequate parking on the property (WCTM 2S112DA,Tax Lot 300),with 124 parking spaces provided. b. To construct one (1) additional entry door on the suite's front facade, and one (1) new overhead MMD2016-00028 FlyBoy Brewing 2 entry door on the suite's rear façade. Staff reviewed the applicant's plans to confirm that this proposal meets the applicable development standards for the I-P zone. c. To extend an existing on-site walkway, in order to provide direct pedestrian access to the subject tenant space. Staff reviewed the applicant's submitted site plan to determine that this proposal meets the on-site pedestrian walkway standards for location, design, and pedestrian safety, as outlined in 1'DC 18.705.030.F. Upon review of the applicant's narrative and plans, staff finds that all applicable requirements of this Title are met. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in 1'DC 18.360.050.B.1-11 are either satisfied or do not apply. Therefore, the proposed development is not a major modification.This criterion is met. CONCLUSION: The proposal is a Minor Modification of existing site development and is in compliance with the applicable requirements of this Title. SECTION V.
