Call to Order, Roll Call and Introductions Commissioner Henschel called the meeting to order at 5:36 p.m. 2. Approval of Minutes — October 12, 2016 Commissioner Reu moved to approve the minutes, Commissioner Henschel seconded the motion. The motion passed by unanimous vote of the commissioners present,with Commissioners Henschel,Jehnke, and Reu voting yes. 3. Public Comments There were no public comments. 4. Water Supply Update Mr. Goodrich reported: • Average water use for the month of October was 4.2 million gallons per day (mgd). This usage is typical for this time of year, but lower than our 10-year averages and slightly higher than last year during this time. • In the month of October, there were no aquifer storage and recovery(ASR) activities to report. ASR-1 has 53 days of supply based on 1,000 gallons per minute (gpm) recovery rates. ASR-2 has 81 days of supply based on 1,500 gpm recovery rates. Page 1 of 3 • City crew unidirectionally flushed (UDF) approximately 120,000 linear feet of pipe, which is 10-percent of the system total. Over the last three weeks, the UDF crew has re-flushed King City as a pilot to see if it improved water quality. • A few water quality problems have been reported by customers, mostly chlorine taste and odor. Crews continue to flush the water system. Mr. Goodrich reported on the results of a water sample provided from Commissioner Reu taken from his home in King City. Commissioner Henschel asked staff when the ozone treatment will begin; Mr. Goodrich responded it is scheduled to go online in February, 2017. Mr. Goodrich continued to update the board: • Lead in drinking water continues to be a topic in the news media. Staff is receiving higher than usual call volumes pertaining to lead in drinking water. • City just completed the first round of regulatory lead and copper monitoring, collecting and analyzing 66 homes; two homes were above the action level for lead. Recent tests are consistent with Lake Oswego's Lead and Copper Rule results of less than four parts per billion (ppb). 5. Water Rate Increase Mr. Goodrich updated the board on the upcoming water rate increase in January 2017; he reported: The city adopted a five-year water rate increase program that will end January, 2019, as part of their water financial planning requirements. Staff has prepared customer communication for a 3.25-percent increase for monthly water customer charges and water consumption. Information will be included in the winter edition of Know H2O and December, 2016,water bill. 6. Long-Term Water Supply Planning—Willamette River Water Coalition (WRWC) Update Brian Rager updated the board with the potential expansion of the Wilsonville treatment plant and Willamette River intake structure. Some of the highlights include: • TVWD is offering Tigard a nine-percent share of 140 mgd capacity in the expanded intake structure. • Tigard City Council provided direction to staff to negotiate purchasing 12.7 mgd of raw water facility capacity— for future access by Tigard, during one of its recent meetings. • This investment gives Tigard ownership in a key piece of infrastructure for future water needs, perhaps beyond the year 2045. • Anticipated project completion is 2021. Page 2 of 3 7. Informational Items Mr. Goodrich spoke to the board on the recent updates to the city's website regarding water system maintenance activities. He noted that activities of interest to the public will be added to the website. Mr. Rager also informed the board the first annual Public Works annual report will be submitted to City Council on December 20, 2016. The report will include accomplishments for the department in the prior fiscal year and things to note for the next year, including any challenges with utility funds. 8. Non-Agenda Items Commissioner Henschel updated the board the annual meeting to discuss Intergovernmental Agreement JGA) with City of King City, City of Durham and TWD will be held December 12, 2016, and invited staff to attend. 9. Commissioner Jehnke seconded the motion.
