CONSIDERATION OF GRAYSON INVESTMENTS REQUEST FOR NON-OCCUPANCY AGREEMENT. (a) City Administrator, referring to the letter of request from Grayson Investments, explained his problems with this type of action. He expressed his fear that the City would not have good control on the project if we issue building permits and allow construction prior to obtaining sewer fees. He suggested phasing the sewer connection fees throughout the project to minimize the cost impact on developers. (b) Mickey Bowman, Grayson Investments, explained that the request was to have permission to put in the main line and begin construction, not to hook up prior to paying fees. He went on to say that if Council were to approve this, it would mean a delay in getting the fees of only four months. (c) After much discussion by Council, the City Administrator requested further study by staff. He went on to say that if additional staff research did not find any problems with this type of action, he could recommend approval. Page 4 - Regular Council Meeting - March 12, 1979
