APPLICATION SUMMARY FILE NAME: Target CASE NO.: Minor Modification(MMD) MMD2016-00022 PROPOSAL: The applicant proposes a Minor Modification to the existing storefront for a sales- oriented retail use (Target) located at 9009 SW Hall Boulevard, Suite 100. Specifically, the applicant will construct a new metal facade to accommodate increased signage. The proposed modification will increase the height of the existing building to approximately 28.5 feet. The MUC zoning district includes land around the Washington Square Mall and land immediately west of Highway 217. Primary uses permitted include office buildings, retail, and service uses. Also permitted are mixed-use developments and housing at densities of 50 units per acre. Larger buildings are encouraged in this area with parking under, behind or to the sides of buildings. APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.360.060.0 SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. MMD2016-00022 Target 1 SECTION III. BACKGROUND INFORMATION Site Information: The project is located at 9009 SW Hall Boulevard, Suite 100; south of SW Hall Boulevard,west of SW Greenburg Road, and east of SW Scholls Ferry Road. The property is also located directly north of the Washington Square shopping center, and is adjacent to the city's border with the City of Beaverton. The subject building is approximately 125,000 square feet in size, and is currently occupied by a sales- oriented retail use, Target. The property is zoned Mixed Use Commercial (MUC), as are surrounding properties,and is located in the Washington Square Regional Center Plan District. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.630 Washington Square Regional Center Plan District: 18.630.050 Site Design Standards Compliance. All development must meet the following site design standards. If a parcel is one acre or larger a phased development plan may be approved demonstrating how these standards for the overall parcel can be met. Variance to these standards may be granted if the criteria found in Section 18.370.010.C.2,governing criteria for granting a variance, is satisfied. The applicant is not proposing any changes to the project site (site coverage, landscaping, off-street parking,etc.).Therefore, these standards do not apply. 18.630.060 Building Design Standards All new buildings constructed in the MUC, MUE and MUR zones within the WSRC shall comply with the following design standards. Variance to these standards may be granted if the criteria found in 18.370.010.C.2,criteria for granting a variance, is satisfied. The applicant is not proposing to construct a new building; the request is to remodel the north façade of an existing commercial building. Therefore, these standards do not apply. 18.360 Site Development Review: 18.360.060 Minor Modification(s) to Approved Plans or Existing Development C. Approval criteria. A minor modification shall be approved, approved with conditions or denied following the director's review based on the finding that: 1. The proposed development is in compliance with all applicable requirements of this title; and The applicant proposes to remodel the north facade of an existing commercial building, and is not requesting any changes to the project site (site coverage, landscaping, off-street parking, etc.). The applicant's proposal will increase the height of the existing building to approximately 28.5 feet, which complies with the 200-foot maximum building height for the MUC zone. Upon review of the applicant's plans and narrative, staff finds that all other applicable requirements of this Title are satisfied. This criterion is met. 2. The modification is not a major modification. Staff finds that the changes listed in TDC 18.360.050.B.1-11 are either satisfied or do not apply. Therefore,the proposed development is not a major modification.This criterion is met. CONCLUSION: The proposal is a Minor Modification of existing site development and is in compliance with the applicable requirements of this Title. MMD2016-00022 Target 2 SECTION V.
