Notice is hereby given that the City of Tigard Community Development Director's designee has
APPROVED the above request, subject to a condition of approval. The findings and conclusions on
which the decision is based are noted in Section IV.

CONDITION OF APPROVAL
THE FOLLOWING CONDITION SHALL BE SATISFIED:
1. Prior to issuance of site and building permits,the applicant shall obtain a tree removal permit.
THIS APPROVAL SHALL BE VALID FOR 18 MONTHS
FROM THE EFFECTIVE DATE OF THIS DECISION.
SECTION III. BACKGROUND INFORMATION
Site Information:
The project is located at 11130 SW Greenburg Road; north of SW North Dakota Street and east of SW
Greenburg Road. The 0.66-acre property contains a 6,417-square-foot group living facility, the Good
Neighbor Center, that was originally approved by the City of Tigard Hearings Officer in 1997 (Case
No. CUP1997-00006). The property also contains 14 parking spaces and associated landscaping. The
site is zoned Medium-Density Residential (R-12), and is located in the Washington Square Regional
Center Plan District.
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
MINOR MODIFICATION OF APPROVED OR EXISTING CONDITIONAL USE:
Section 18.330.020.C.3 states a minor modification shall be approved, approved with conditions,or
denied following the Director's review based on the following findings:
1. The proposed development is in compliance with all applicable requirements of this
title; and
FINDING: The applicant proposes to add a 375-square-foot addition to an existing group living
facility, the Good Neighbor Center. In order to accommodate this building addition, the applicant
proposes to remove 402 square feet of on-site landscaping, and one (1) Katsura tree. Based on the
applicant's narrative and submitted site plan, staff finds the proposal meets all applicable development
standards for the R-12 zone. In particular, the applicant's proposal meets all minimum setback
requirements, and continues to exceed the 20% minimum landscape requirement for the R-12 zone,
even with the landscaping reduction described above. In addition, staff has included a condition of
approval that requires the applicant to obtain a tree removal permit, prior to issuance of site and
building permits.
Furthermore, the applicant is not proposing to increase the number of beds in the existing group living
facility. Therefore, the site's minimum off-street vehicle parking requirement (14 spaces, as determined
in Case No. CUP1997-00006) remains unchanged.
Upon review of the applicant's plans and narrative, staff finds that all other applicable requirements are
met.This criterion is met.
2. The modification is not a major modification.
FINDING: Staff finds that the changes listed in TDC 18.330.020.B.2 are either satisfied or do not
apply. Therefore, the proposed development is not a major modification.This criterion is met.

CONCLUSION: The proposal is in compliance with the applicable requirements of this title, and
is a minor modification of an approved conditional use.

With this application, the Good Neighbor Shelter proposes to expand our building to
accommodate a growing need for program space to deliver educational and recreational
services to the children living with their families in our homeless shelter. In simple terms we
want to construct a classroom with a conference-room-style table and chairs, ample cabinets
for storage, and office space for our Children's Program Administrator.

Section 2.The director shall determine that a major modification(s) has resulted if one or more of the
changes listed below have been proposed:
a.A change in land use;
No change in land use is proposed. This building expansion will simply enhance our
services to the homeless families staying in our shelter.
b.A 10%increase in dwelling unit density;
There will be no change in dwelling unit density as a result of this project. We have
room for nine families and that will not change.
c.A change in the type and/or location of access ways and parking areas where off-site traffic would be
affected;
No change in the type and/or location of access ways and parking areas is proposed.
Our street access and parking lot configuration will be unaffected.
d. An increase in the floor area proposed for nonresidential use by more than 10%where previously
specified;
We propose a floor area increase of 375 square feet. That is less than 10% of the floor
area of our building, which is 6,417 square feet.
e.A reduction of more than 10%of the area reserved for common open space and/or usable open
space;
No reduction of the area reserved for common open space and/or usable open space is
proposed. This project will increase common and usable open space.
f.A reduction of specified setback requirements by more than 20%; Conditional Use 18.330-2 Code
