The applicant shall plant a replacement tree for each tree removed in accordance
with the Street Tree Planting Standards in Section 2, part 1 of the Urban Forestry
Manual. Existing trees may be considered as replacement trees if they meet all
applicable species, size, condition and location requirements in Section 2, part 1
and were not already required to be planted or preserved by the Tigard Municipal
Code.
This decision is final and valid for a period of up to one year after issuance unless
otherwise specified. Nothing prevents you from submitting another tree permit

My recommendation for the HOA is to decide as a group how to proceed based on the
following facts, likely scenarios, and opinion. Flowering pears have rapid growth and
can damage sidewalks. Both are issues that involve costly maintenance. That said,
they are still young and not all of them are that bad. Many show no to little root
problems (unlikely to cause damage in 3-5 years) and all street trees require
maintenance. Freshly planted trees require watering and additional care. In 3-10 years
you'll be faced with pruning costs with new trees as well. Most trees need to be
maintained every 5 years or so. My recommendation is to choose the most offensive
trees (structurally flawed, most likely to heave concrete) and remove those. Prune the
remainder through heading cuts, glorified topping, a technique I recommend only on
these trees, hedges, and fruit trees, and budget for more down the road. The prices
below are per tree based on doing a minimum of$800 per visit to the neighborhood. If
we are only doing a few trees the cost will increase to compensate for the lost time in
travel, set-up, and clean up. If we are doing more than 20 trees the cost will decrease
by about 10%. These prices are an average per tree cost and are good until February
of 2017.
Prune:for maintenance
Prune the flowering pears in the parking strip to maintain garbage truck clearance, 8' 135.00
sidewalk clearance, and to reduce the height by about 25%. We will leave some
screen low over the strip between the street and the sidewalk.
4 Removal
Remove the flowering pears in the parking strip to within 3" of the ground. 184.00
4, Stump grinding
We will grind the stumps to allow planting new trees. We will call for a locate before we 125.00
dig. Please don't disturb the paint until we are through. You will be left with a pile of dirt
and stump chips. Adding nitrogen will break the organic matter down faster.
I Planting
This cost includes a 1.5" caliper tree, stakes if necessary, ties, mulch, and 500.00
amendments (mycorrhizal, aerating, and Organic Matter). If we are doing 5 or more
trees, this cost decreases to about$300 per tree. This line reflects an average cost for
1.5"tree of$190. Some species are less expensive and some are more.

Per your request I inspected the (26) Flowering Pears located in the parking strip in your
homeowners association. Your request was to look at the trees to determine if any
maintenance is needed at this time.
I feel the trees will benefit from some general maintenance pruning to promote healthy structure
and good growth habits. Below are my recommendations:
I. Pruning
a. Crown clean &thin >1/2" (25) flowering pears located in the parking strip
b. Make sure all trees are at least 7.5' over the adjacent sidewalk
c. Cleanup and remove all resulting debris
II. Removal i. Investment $2,975.00
a. One flowering pear is dead in front of 8912 SW Greenspark Ln.
i. There are a series of(5) 1/2" diameter holes drilled into the base of the
tree, which I feel ultimately killed this tree.
ii. Remove the tree to near ground level (included above)
iii. Grind the stump 12'-18" below grade $ 145.00
iv. Replace with a 1.5"-2" Flowering Pear(Fall 2016) $ 495.00
One of the flowering pear trees is beginning to lift the adjacent sidewalk on the west side of
8905 SW Greenspark Ln. You should continue to monitor this situation as the tree matures or
you may wish to consider cutting this root at the sidewalk interface.
