Park & Recreation Advisory Board Minutes
The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.
MEETING DATE: February 13, 2017 7 — 9 p.m.

1. Call to Order and Roll Call
At 7:02 p.m. the meeting was called to order by Wayne Gross.
2. Approval of Minutes: January 9, 2017
Dave Brown moved to approve the amended January 9, 2017 meeting minutes. Holly
Polivka seconded the motion. The minutes were approved by unanimous vote of the board
members present with Claudia Ciobanu, Wayne Gross, Holly Polivka, Linda Shaw, Dave
Brown and Scott Winkels voting yes.
3. Comments from the Audience
Neal Brown received the City of Sherwood's Recreation and Aquatic Center Feasibility
Study, and will share it with Mr. Martin and the PRAB.
Chris Garsteck referred to an article in the Tigard Times regarding construction that may
impact the Potso Dog Park. Mr. Martin explained that the road will become a public road,
instead of a private road, and that the parking lot cannot be paved until the sewer goes in.
Some portions of the dog park parking lot will be closed for construction, but it will mainly
remain open.
4. Discussion Items from Previous Meetings
There were no discussion items.
5. Discussion of Recreation opportunities
Mr. Martin gave the following updates:
• Assistant City Manager, Liz Newton and Management Analyst, Kent Wyatt are having
conversations with council to see if other agencies are interested in forming a
committee. that the thought was that Tualatin might be the best fit to partner with
and that Tualatin seems open to the idea.
• National RX Day is April 24 and Mr. Martin suggested partnering with Tualatin to see
if the two cities can plan a joint walk that includes our trails.
• Ms. Newton or Mr. Wyatt will be attending a future PRAB meeting.
6. Recreational Immunity Update
Mr. Martin checked with the City Manager and the Public Works Director and it was
decided that they would like to see the PRAB make a recommendation on how to proceed
regarding recreational immunity.
Scott Winkels summarized the recreational immunity handout in the PRAB folder:
• Up until recently, cities had immunity if a participant was injured while recreating on
city property and if there was no fee charged to participate.

• The Supreme Court ruled that employees do not have the same immunity as the
landowners.
• The result of the ruling lead to park facilities closing because they can no longer
afford the liability charges.
• Scott Winkels recommended that the PRAB encourages council through a motion to
pass a resolution to support reforming recreational immunity to its originally thought
intention.
Scott Winkels moved the recommendation. Linda Shaw seconded the motion. The motion
was approved by a unanimous vote of the board members present with Claudia Ciobanu,
Wayne Gross, Holly Pohvka, Linda Shaw, Dave Brown and Scott Winkels voting yes.
All handouts are on file in the PRAB meeting record.
7. Parks and Recreation Updates
Mr. McKnight gave the following park updates:
• There was a planting event on Gaarde St. and Greenfield Dr., downhill from Bull
Mountain Park. There was also a planting at Cook Park, and will be another planting
event at Jack Park on February 18.
• On February 11, there was a 5k run at Cook Park that had over 200 participants.
• A 100-year-old tree fell down at Woodard Park, there were no injuries.
• The Tigard Little League will begin in about 2 weeks. The parks crew is getting the
fields ready for practice.
• A short term solution for repairing the asphalt trails due to water erosion is to patch
up the areas as needed. The long term solution will require a budget addition.
Mr. Martin gave the following recreation updates:
• The Metzger After School Pilot Program will begin February 21.
• The Tigard Basketball Association has not yet committed to a decision to have the
city to take over the program.
• The sequoia tree at the Tigard Public Library will be removed and pieces of the tree
will be used for the nature play area at Dirksen Nature Park.
8. Developments and Park SDCs
Mr. Martin spoke to council on February 13 and they expressed that they would like the
PRAB to be more involved with Park System Development Charges (SDC). He referred to
the SDC fees and Capital Improvement Project (CIP) rankings handouts in the PRAB
folders.

SDC rates are changed every year because they are tied to a construction index and
Washington County Land index, and as the price of construction and property values
increases or decrease, the SDC rates follow.
Approximately $7,200 is paid for SDCs when a house is built in Tigard. With all the
approved homes and apartments and condos under construction, the city could see roughly
$12 million in SDCs.
Mr. Martin went over a report from the Finance and Information Services Director
regarding the Park SDC funds:
• The audited ending fund balance for the 2016 fiscal year is $3.9 million
• So far in the 2017 fiscal year, the city has collected $2.4 million and anticipate
spending $1.4 million in the current budget.
• Over the next six fiscal years, the city forecasts approximately $7.0 million in
revenues.
• At the end of the forecast, the city will have between $3.8-$6.0 million in unobligated
Parks SDC funds.
Council would like the PRAB to not only prioritize projects, but to also prioritize how the
Park SDCs will be used. Park SDCs can only be used for park and recreation facilities.
The PRAB decided to create an agenda item for the next meeting to discuss the downtown
area.
9. Parks and Rec Budget and Parks CIP Budget
• The Administrative Specialist II position for Parks and Recreation was approved.
• The city is waiting for council to determine how they want the budget requests to be written.
The parks budget packets will include personnel, equipment, and vehicles.
• The Budget Committee meeting dates have been set and the PRAB is invited to participate.
• There is a prioritized list of CIP for Parks.
10.PRAB Liaison Reports
Linda Shaw attended the Youth Advisory Committee, where state representative, Margaret
Doherty, was answering questions the members had prepared.
Linda Shaw was also in contact with Steve Boughton of the Washing County Bicycle
Transportation Coalition. They are currently planning for the 2017 Tour de Parks and are in
need of volunteers.

• Wayne Gross and Holly Polivka attended the State of the City event on February 8.
Holly was in the video that premiered at the event, which discussed the city's boards
and volunteers.
• Dave Brown recommended that the PRAB hold future meetings in the city's parks
and facilities.
12. Executive Session
An executive session was held to discuss real property.
