Per Chapter 17, Section 1704.1.2 of the International Building Code(IBC), we have performed special inspection of the
following item(s)per our inspection reports only:

The non-compliance (NC) items recorded for each of the above inspection categories, as listed on the non-compliance
report, have been either repaired and re-inspected by CTI for compliance or reviewed and accepted by the engineer of
record for the project in the"As-Built Condition"or through an RFI.
The issuance of this final report is based on the engineer's acceptance of the NC items not specifically re-inspected by
CTI, CTI did not provide any additional review or re-inspection of those items beyond the inspections that initially
generated each of these individual items on the non-compliance list. The engineer of record has provided the acceptance
of the non-compliance items and as-built conditions.
All requested inspections and tests were performed and reported according to the requirements of project documents and
to the best of our knowledge, the work was in conformance with the approved plans and specifications, approved change
orders and applicable workmanship, provisions of the State Building Code and Standards, as well as the structural
engineer's design changes, approvals and verbal instructions.
Our construction inspection and testing services were provided and intended to help reduce the risk of construction
defects, deficiencies or omissions that arose during and after construction. Our services do not constitute a warranty or
guarantee of any type. Even with diligent construction monitoring and testing, construction defects, deficiencies or
omissions in the contractor's work may exist. It is the contractor's responsibility to perform their work in accordance with
the approved construction documents.
CTI has provided its professional services with the degree of care and skill currently exercised under similar
circumstances by members of its profession in the same locale. Statements made in our reports are based on technical
judgments and should not be construed to be conclusive representations of fact. Our reports pertain to the material
tested/inspected only.

GRI has provided geotechnical engineering services for the above-referenced project. GRI completed a
geotechnical investigation for the project, and results of the investigation were provided in a report to
Murray, Smith & Associates, Inc. (MSA), titled "Geotechnical Investigation, River Terrace North Pump
Station and Force Main, PN 6631,Tigard,Oregon"dated September 11, 2015.
The general and earthwork contractor for the project is Rotschy, Inc., of Vancouver,Washington. The civil
engineer for the project is MSA, and the structural engineer for the project is Peterson Structural Engineers,
Inc., both of Portland,Oregon.
GRI's construction observation services were limited to the pump station site. GRI conducted site visits for
the pump station project between April 22 and November 17, 2016, to observe site preparation and
benching for new embankment fill, full time installation of aggregate piers, installation of subdrainage,
placement and compaction of embankment fill, subgrade evaluation and backfilling for the wet well and a
deep manhole, and subgrade and backfilling for the valve vault/control building. Our site visits were
documented in Site Visit Reports that were distributed to MSA.
In our opinion, the work observed was completed in substantial conformance with the plans and
specifications and the recommendations provided in our report for the project. Please contact the

Dear Eddie:
The following memorandum has been generated to provide a final summary of PSE's structural
observations performed during the erection of the subject structure. A total of six observation reports, some
of which represented multiple visits to the site,were generated and provided to the owners for their records.
These observations were performed at specific predetermined construction milestones as outlined in the
permit documents. Based on our continued observations and subsequent communications with the design
team and contractors, it is our understanding that all elements previously mentioned in the observation
reports have been addressed, with the exception of the following items which were identified while onsite
on January 6t,2017:
1) The unistrut frame supporting electrical equipment on the main floor level was missing an anchor
bolt from each of its two base plates. These should be installed as originally designed.
2) Pipe bracing and hardware appeared to use dissimilar metals in contact with one another at several
locations. These braces were generally stainless steel with stainless hardware, or galvanized steel
with stainless fasteners.PSE does not anticipate significant corrosion,but staining may occur.
From our discussions with our client, it is our understanding that the above item #1 will be mitigated per
the original design documents, while item #2 elements will be mitigated or accepted "as-is" on a case by
case basis by the owners. Following the adjustments/acceptance of the above items, PSE has determined
that the subject structure has been constructed in compliance with the permit documents.

Dear Walter:
This letter has been prepared to provide a summary of the Engineer of Record's observations
performed during the construction of this project. Observations during construction included
structural engineer observations performed by PSE,geotechnical engineer observations and
testing performed by GRI, and general civil, mechanical and architectural observations
performed by MSA. Summary reports from PSE and GRI have been provided to the City
seperately.
Based on observations during construction and a site walkthrough visit on 2/6/17,it is our
understanding that all previous punch list items have been addressed,with the exception of
the following:
1) Contractor to finish installation of the above grade bypass port following removal of
the temporary bypass pumps.
2) Contractor to remove erosion and sediment control measures when vegetation has
been established.
3) Doors to be keyed to CWS requirements.
It is our understanding that item#1 was addressed at the end of last week, item#2 will be
addressed this spring, and item#3 is currently being coordinated between the Contractor and
the Owner. Following acceptance of the above items,MSA has determined that the project
has been constructed in general compliance with the permit documents.
