A single family residence is proposed to be built on each lot. In addition to our wetland findings, a discussion is included of the proposed development impacts and compensatory mitigation for the impacts. The two lots are located northeast of the cul-de-sac at the end of S.W. Landau Place in the area bounded by S.W. Elmw ad and S.W. Landau Streets to the north and south, and between S.W. 74th and S.W. 77th Avenues on the east and west. Field work was conducted on October 5, 1994. 2.0 METHODOLOGY AND SOUIXE MATERIALS 2.1 The Federal Manual The primary source document used in our investigation was the Corps of Engineers Wetlands Delineation Manual, Technical Report Y-87-1 (Environmental Laboratory 1987). This manual is currently recognized by ) the Oregon Division of State Lands and the Army Corps of Engineers for the dc... �,Allon of wetlands within Oregon. The 1987 manual provides technical criteria, field indicators, and recommended procedures to be used in determining whether an area is a jurisdictional wetland. The manual requires three technical criteria in undisturbed situations before areas can be considered wetland under federal or state jurisdiction. 'These criteria are hydric soils, hydrophytic vegetation, and wetland hydrology. Hydric soils are those that have formed exclusively under wet conditions (soils which characteristically have high water tables, soils which are ponded or are frequently flooded, or soils which are otherwise saturated for extended periods during the growing season). Hydrophytic vegetation consists of those plant species that have adapted to growing in substrates which are periodically deficient of oxygen wie to saturated soil conditions. Five basic groups of vegetation are recognized based on their frequency of occurrence in wetlands. "These categories, referred to as the "wetland indicator status," are as follows: obligate wetland plants (OBL) are estimated to occur almost exclusively in wetlands (>99%); facultative wetland (FACW) plants are estimated to occur 67-99% of the time in wetlands; facultative (FAC) plants occur equally in wetlands and non- wetlands (34-66%); and facultative upland (FACU) plants usually occur in non.- wetlands (67-99%). If a species is not assigned to one of the four groups described above it is assumed to be an obligate upland (UPL) plant, which is estimated to occur almost exclusively in non-wetlands (>99%). INCORPORATFU The 1987 manual defines wetland hydrology as saturation within a major portion of the root zone (usually above 12 inches) typically for at least 12.5% of the growing season. 'Che wetland hydrology criterion can be met, however, if saturation within the major portion of the root zone is present for only 5 percent of the growing season depending on the wetland status of the plant community. The growing season for any given site or location is determined from U.S. Soil Conservation Service data and information. 2.2 Field Methodology Prior to be+ginning field work, a compilation of available informati'm and data was conduct-d. This included a review of soil series boundat'es, the U.S.G.S. topographic quadrangle, and the U.S. Fish and Wildlife Service National Wetland Inventory map. These efforts orts were made to develop a preliminary indication of where potential wetland may exist and to facilitate the on-site gathering of data. Observations of soils, vegetation, and hydrology were made using the "Routine Onsite" method of the manual. One-foot diameter soil pits were excavated to a depth of 18- inches in selected locations. The soil profiles were examined for hydric soils and wetland hydrology field indicators. In addition, a visual percent-cover estimate of the domin,!nt species of the plant community for a 30-foot radius area was performed using soil pit locations as a center of reference. Data were recorded in the field and subsequently transferred to standard wetland delineation data sheets (included in the Appendix). Data were collected for representative sampling locations; however, numerous soil pits were excavated between these data points to verify changes in the three parameters. 3.0 PRESENT SITE CHARACTERISTICS 3.1 Topography The project site is located on the northern edge of the City of Tigard in the Tualatin Hills within the Ash Creek drainage. Its topography is moderately sloping, generally toward the north. An unnamed tributary of AFh Creek flows west across the northeast corner of lot 8 and then flows along the north property line of lots 7 and 8. A small (approximately 12 feet ')y 20 feet), shallo« (approximately 18 inches deep), oval- shaped, natural depression is located near the center of lot 8's northern property line, Elevations within the property boundaries range from approximately 191 to 215 feet NGVD. 3.2 Hydrology llydroiogic activity on the site is dominated 'Jy the unnamed perennial tributary of Ash Creek, .vhich collects and transports surface and ground water to the west cutting across the nonL;'ast corner of lot 8. Surface flows in the creek fluctuate greatly and are Wetland Determination, Delineation, & Compensatory Mitigation for Proposed Landau Woods Site Page- 2 - primarily influenced by storm events. Recent reFidential aevelopment upslope has probably influenced runoff frequency and duration in the stream. Streambank soils stay saturated immediately adjacent to the creek through the early summer. Groundwater is the principal hydrologic source for the small depression, although it also receives overflow from the stream during major storm events. The wetland hydrology criterion was largely satisfied by direct observation, of soils that were saturated at or near the surface. In addition, active oxidized root channels in the 11J)per soil layers we.-e observed a short distance upslope of currently saturated areas closer to the stream and in the depression. These channels of oxidized mineral soil around the roots indicate actively growing plants du;-ing times of soil saturation. 3.3 Soils Two soil types, Helvetia silt loam, 7 to 1.2 % slopes (map unit 19C) and Wapato silty clay loam (map unit 43) have been mapped by the Soil Conservation Service (SCS 1983) as occurring on the project site (Figure 2). Helvetia silt loam, 7 to 12 % slopes is mapped on the slope of the southern half of both lots and was not in the vicinity of the study plot:. Wapato silty clay loam is mapped in the flood plain along the creek in the northern edge J both lots in the vicinity of the study plots. Wapato silty clay loam has been listed as hyLlric by the SCS (1989). Wapato silty clay loam is a poorly drained soil with moderately slow permeability that formed in recent alluvium on flood plains. The soil is classified as a f ne-silty, mixed, me,sic Fluvauquentic Haplaquall. The surface layer is approximately 14 inches thick anu very dark grayish brown silty clay loam. The subsoil is dark grayish brown silty clay loam about 2.8 inches thick. Soils sampled on the site were primarily comprised -)f silt loam and clayey silt loam, with colors ranging from dark gray to black (i OYR 4/1 - 5Y 2.5/1) adjacent to the creek to very dark grayish brown (1('YR 3/2) in the depression and in other areas. Mottling was apparent at several sampling sites. 3.4 Vegetation Lot 7 is dominated by a relatively mature mixed deciduous/ coniferous forest that has been only recently disturbed along the edges during sL odivision development. Lot 8 has been recently cleared and is dominated by weedy herbaceous species. The mix of species indicates primarily upland conditions, with the exception of those to the floodplain along the creel': in the northern edge of the site. The tree canopy is dominated by western red cedar (Thula plicata)(FAC) and bigleaf maple (Acer macrophyllum)(FACU), with Douglas tit (Pseudotsuga menziesii)(UPT-), red alder (Alnus rubra)(FAC), and Oregon ash (Fraxinus latifolia)(FACW) also present. The latter species is common in the floodplain off-site to the north. Red elderberry (Sambucus racemosa)(FACU), western hazelnut (Con lus cornuta)(FACU), red huckleberry (Vaccinium parvifoliunu)(UPL), Oregon grape (Berberis aquifolium)(UPL), English holly (Ilex aquifolium)(UPL) dominate other areas of the site. The blackberries have formed thickets along the creek. The herbaceous/graminoid understory includes such species as pond water-starwort (Callitriche stagnalis)(OBL) in the inundated creekbed and marshpepper smartweed (Polygonum hydropiper)(OBL), American speedwell (Veronica antericana)(OBL), small-fruited bulrush (S'cirpus microcarpus)(OBL), barnyard grass (Echinochloa crusgalli)(FACW), reed canary grass (Phalaris arundinacea)(FACW), soft rush (Juncos effusus)(FACW), creeping buttercup (Ranunculus repen.$)(FACW), large-leaf avens (Geum macropiryllum)(FACW-), common velvet grass (Holcus lanatus)(FAC), colonial bentgrass (Agrostis tenuis)(FAC) and climbing nightshade (Solanum dulcamara)(FAC) in the wetter areas along and in the stream. Reed canary grass (FACW) dominates the depression. Herbaceous/graminoid species common in upland ,areas include bitter dock (Rumex obtusifolius)(FAC), bracken fern (Pteridum ayuilinum)(FACU), perennial ryegrass (Lolium perenne)(FACU) and sword fern (Polystichunt manitum)(FACU). 4.9 DISCUSSION AND CONCLUSIONS The U.S. Fish and Wildlife Service, National Wetland Inventory (NWI) program has mapped the tributary of Ash Creek as a palustrine forested, broad-leaved deciduous, saturated, semipermanent, seasonal (PFOIY) body of water (USrS, 1981) (Figure 3). This mapping is consistent with SRI/SHAPIRO's field investigation. Our investigation of hyd.ic soils, wetland hydrology, and hydrophytic vegetation has deternnined that approximately 725 ,quare feet, or 0.02 acres, of the project site is potentially jurisdictional wetland (Figure 4). The southern bank of the creek contains wetland as it crosses the northeastern comer of lot S. North of the stream there appears to be an extensive wetland on parl: property, wt,;,-,i was not delineated. The south creek-hank wetland and creek continues west ,vithin 25 feet of lot 8's northern property line until the creek takes a sharp bend southwest. The creek and wetland is then adjacent to the shared comer of lots 7 and 8, but north of the property line. The creek flows northwest away from lot 7's northern property line and wetland is located as much as 40 feet to the north. Offsite residential development upslope has probably influenced runoff frequency and duration in the creek. Stormwater has eroded the streambed into a steep-banked channel. Where the creek crosses lot 8, gravr-1 and large rocks have been placed in the c.•eekbed to combat erosion. This has partially limited hydrophytic plant growth in the streambed. The small shallow depression at the northern end of lot 8 probably porided water ind was larger (approximately 15 feet by 25 feet) before the sewerline was installed. Currently, hydrophytic plants dominate what remains of the depression (approximately 12 feet by 20 feet), and hydric soils exist. Soils do not stay saturated into late summer, but long enough to create anaerobic conditions as evidenced by active oxidized root channels. A wetland drainage pattern was another indicator of active hydrology. It should be noted that wetland boundaries determined by SRI tSHAPIRO do not become jurisdictional until the U.S. Army Corps of Engineers and the Oregon Division of State Lands review and approve our work. 5.0 PROPOSED ;SITE IMPACTS AND COMPENSATORY MITIGATION The owner proposes to build a house on each of the two residential lots. The house on lot 7 will have no hrpact on the wetland or the 25 foot buffer required by i_lnited Sewerage Agency (USA'). With the wetland buffer and property boundary setbacks it is impossible to fit a house on lot 8. However, to allow space to build a house on lot 8 it is pr(,,used thai the buffer adjacent to the small isolated depression wetland and the buffer along the sircainbank wetland be encroached upon (Figure 5). Though the owner has indicate( he may not actually fill the small depression wetland, he would like to obtain a fill permit so that the wetland will not be considered in buffer determination. Figure 6 shows a cross section of the depression wetland as it exists today. It is our understanding that Lee Walker of USA hl: indicated (if the fill permit is obtained) tha. approval will be possible to allow up to 15 feet of encroachment of the wetland buffer along the creek. The plot plan as proposed will only encroach upon a small area within the creek-side wetland buffer by approximately 10 feet (approximately 0.003 acres), leaving a 15 foot wetland buffer untouched. The wetland depression to be filled is approximate'y 207 square feet or .005 acres and could be filled as much as 18 inches deep or a total fill of approximately 11.5 cubic yards. Due to the small size of the wetland to be filled (less than 50 cubic yards), a permit from The Oregon Division of State Lands is not required. Though mitigation is not officially required, and because no mitigation area is available on site, it is proposed that compensatory mitigation for fill impacts and buffer encroachment be made by an enhancement of the wetland and buffer on park property to the north of lots 7 and 8. This enhancement will involve plantings of riparian and wetland shrubs along the stream (Table 1). The plantings will augment the existing cover, adding to food value and species diversi y. The blackberry thickets along the stream would need to be removed and their removal ma►,itained for at least 3 years to allow the newly planted shrubs to become established.
