Dear Mr. Maurer:
We've conducted an inspection of the street improvement and found that two
items need correction, namely:
1. Asp++altic concrete paving material is piled in the bottom of the new
catchbaein and must be removel.
2. The tube used to connect the existing 8" stort.: drain pipe to the new
catchbaein is protruding into the basin and must be trimmed flush with
the basin wall.
Please contact our inspector, Mr. Mike Mills (#639.471) , when this work is
ready for reinspection. All of the other improvement. work looked fine.

condi ions . Tho findings and conclusions on which the Directur based his
decision are as noted below,
A. FINDING OF FACT
I . Background
Ta:; lot 5000 and adjacent properties were annexed to the City of
Tigard in April. 1987. 'The zoning of this parcel was previously
changed from Washington County' s R-9 (Residential, 9 units/acre) zone
to the County' s O--C (Office Commer c i a 1 ) zone on June 12, 1985, After
annexation, the zoning was changed from the County' s O-C zone to the
City' s C-P (Professional/Administrative OFfice) zone.
2. Vicinity Information
Properties to Lhe north and east of the subject. parcel are zoned R-4.5
(Residential, 4 .5 units/acre) and are developed with single-family
residences, Properties to the south and west, of the parcel are zoned
C-P. The Lincoln Center development is located to the south across
Locust Street. A single story office building is located immediately
west of the subject parcel. Access to this office building' s parking
lot is through an access driveway shared with the subject parcel .
3. Site Information and Proposal Description
The 0.36 acre parcel is presently occupied by a single--family
residence and garage located in the rear or north end of the
property. A large poplar• tree is located near the center of the
property, A 62 feet long by 12 feet wide driveway easement exists or,
the west edge of the site adjacent to a similar easement: on the
adjacent parcel . This joint easement area has been paved wii-h a 24
foot wide concrete driveway apron. A catch basin is located .in this
joint easement area providing parkiny area storm drainage to the
public stormwater drainage system.

The applicant, acting as agent: for Dr, Grant Mauer, proposes to
construct. a 2, 100 square foot, single-story veterinary eye clinic on
tho rite. The building would be set back 16 feat from the front
property line, 20 feet frum the eastern property line, and 85 feet
from the rear property lima• The plan designates the area to the rear•
of the site for- possible future expansion of the clinic .
Acress to the site is pr-(:)posed to be provided through the existing
joint use driveway. Seven parking spaces are proposed, including a
designated handicapped narking space located adjacent to the building
entracice.
The landscape plan for the proposed clinic calls for removal of the
existing trees and bushes on the site with the exception of the large
poplar tree near, the center of the site. Four street trees are
proposed to be planted along the Locust Street frontage A ten foot-
wide mixed evergreen and deciduous tree and shrub would be planked
botween the clinic' s terrace and dug run areas and the adjacent
residential properties to the north and east. A six foot tall fence
would be located inside of the landscaped buffer area.
4. Agency and NPO Comments
The Engineering Division reviewed the proposal and offered the
following comments:
1 . The site plan shows the proposed building with access onto Locust
Street from an existing 24 foot wide, concrete, joint access
driveway.
2. Locust Street is classified as a major collector street. as
recommended by the Metzger Progress Circulation Study. A major
collector street, according to the City of Tigard Community
Development Code, is required to have a 44 root: wide pavement with
curbs, sidewalks, streetlights, and associated utility
improvements.
3. Locust Street is currently improved with curb and sidewalk on the
north side from Greenburg Road to the joint access driveway, and
on the south side from 93rd Avenue to Greenburg Road, to a 36 foot.
total width, These improvements were made while Locust Street was
in the jurisdiction of Washington County . The street has not been
improved on the north side from the joint access driveway eastward
Standard half-street improvements will be necessary along the
proposed clinic' s frontage. Additional right--of-way will bE
required to be dedicated to increase the right-of-uay to 30 feet
from Locust Street's centerline.
4. The site plan shows an existing catch basin on the subject site' s
north property line in the existing joint--use driveway . No
on--site drainage improvements are shown for the proposed p:krkinq
lot and for building drainage, The proposed clinic: will be
required to provide for roof and parking lot rain drainage to the
public st.ormwater drainage system or through an on..-site syst•im.

Storm drainage pipes are located alone the Locust Street Front:ago
on either side of the property . An open ditch on tFe subject
parcel is located between these drainage pipes, oririnclge pipes
will be required to be installed as part of the required
half--street improvements to connect the existing pipes .
Sanitary -:ewer' serv.lce exists in Locust Street. A manhole is
shown on the site plan in front of the subject sit:e. The proposed
clinic: will be required to connect to the public sanitary sewer-ago
system
The Building Division reviewed the proposal and commented that 1) a
demol:tiun permit will be required for removal of the existing
buildings on the site and 2) provisions should be. made for noise and
oJor control for the kennel and dog run areas .
WAshiogton County Fire Disi:rict No. 1 commented that a fire hydrant, is
required to be provided w.ilhin 250 fleet of all portions of the outside
walls of the proposed clinic, If a hydrant needs t;o be installed to
satisfy tnis requirement, installation will be the r'espons'bility of
the applicant.
NPO #8 reviewed the proposal and commented that although no objections
to the proposed clinic have been reported, concerns have been raised
regarding the potential for noise from animals in the fenced dog run.
Northwest: Natural Gas, Pacific Northwest Bell , and the Metzger Water
District reviewed the proposal and offered no comments or objections .
However, these utilities noted that the applicant should contact them
prior to construction regarding service connections for the proposed
clinic.
No other comments were received .
B. MALYSIS AND CONCLUSION
The proposal for the veterinary eye clinic conforms with Community
Development Code C-P (Pr-ofessional/Administrative Office) zone
requirements for setbacks, building height, lot coverage (maximum site
coverage of 85 percent), and mii,imum site landscaping (15 percent
required; approximately 50 percent provided) . Veterinary clinics serving
small animals are a permitted use in the C--P zone. The proposal conforms
with Code requirements for access, vision clearance at the access drive' s
intersection with Locust Street, parking, and landscaping. Parking,
landscaping, and signage for' the proposed clinic warrant further
discussion below.

Section 18 . 106.030(6)(d) of the Code requires that line parking space be
provided for every 300 square feet of gross flour area, The site plan
provides 7 parking spaces for' the 2, 100 square foot- building thereby
satisfying this requirement. Code Section 18 . 106 .020(n) requires that one
apnropriatPly located and sized designated handicapped parking space be
provided for, parking lots gith between 5 and 50 parking spaces . The site
plan provides for one designated handicapped parking space adjacent to the
clinic entrance thereby satisfying this requirement,

Community Development Code Section 10. 100. 130(a) requires thatproposed
new developments on parcels zoned C-P abutting property zoned R-4 .5
provide a ton foot wide vegetative buffer- area and either vegetative or.
structural screening between the proposed now use and abutting
properties. The landsr.aping plan for the proposed clinic provides a ten
foot wide buffer area of a mixture of evergreens and deciduous trees and
bushes between the clinic' s terrace and dog run areas and the adjacent:
residential properties to the north and east. A six--foot tall fence would
be located on the inside of the buffer area, The proposed buffer and
fence satisfy the buffering and screening requirements of the Code and
should serve to reduce noise from the kennel and dog run area. In
Addition, the kennel does riot provide dogs free access to the dog run area
so that dog exorcise per:.ods in the run are required by the building' s
design to be supervised by clinic personnel . Also, the boarding of
animals at the clinic will be limited only to those animals under the care
of the clinic. Boarding animals, if not related to veterinary care, is
not a permitted use in the C--P zone. These factors should minimize the
potential for noise effects upon .AdJacent properties .
The landscaping plan provides for four deciduous trees to be plated along
the Locust Street frontage to serve as the required street trees . The
typo of tree has not been specified. Retention of the large poplar gree
in the center of the site will provide the one parking area tree required
by the Code for every 7 parking spaces. Although the landscaping plan
provides sufficient detail for the Planning Division to determine that the
Code standards will ha satisfied, the landscaping plan does not provide
the required detail regarding vegetative types and locations . A revised,
detailed landscaping will need to be submitted for staff review prior to
the issuance of a building permit.
Signs
No sign locations or sign dimensions have been included in the site plan.
Sign size and location requirements are prescribed by Chapter 18 . 114 of
the Community Development Code, A sign permit must be obtained from the
Planning Division prior, to erecting a sign.
C. DECISION
THE DIRECTOR APPROVES SITE DEVELOPMENT REVIEW SUR 88 -11 SUBJECT TO THE
FOLLOWING CONDITIONS. BUILDING PERMITS WILL NOT BE ISSUED UNTIL THE

1 • The submitted site plan, dated April 19, 1988 by Chris Michael
DiLoret-o Architects, shows the proposed building with access onto Locust
Street: located north of 93rd Avenue from an existintl 24 foot- wide, concrete,
joint access driveway.
2. Locust Street is classified as a major collector• street as
recommended by the Metzger Progress Circulation Study. A major collector
street , according to the City of Tigard Community Development Code is required
to have a 44 Not wide pavement with curbs, si&oc*lks, streetlights, and
associated utility improvements .
3 . Locust Street is currently snsproved from GrWenbur•g Road to the
joint access driveway with curb arid sidewalk, and from 93rd Avenue to
Greenburg Road, to a 36 foot total width, These improvements were madr while
Locust- Street was in the jurisdiction of Washington County.
4. The site plan shows an existing catch basin on the subject site's
no th proper•t-y line behirid the existing joint--use driveway . No on--site
improvements are shown .pith the proposed parking lot and building drainage. A
sturm drainage pipe exists at the existing joint- driveway and at the east
property line of the subject site. A ditch also exists along the frontage.
5. Sari itary sewer service exists in Locust Street. A manhole is
shown on the site plan in front of the subject site.
