On January 20, 1979 I have visited the above site to inspect the
concrete walls on line 7 and line D that were reported to have
moved horizontal 2 to :3" and noted the following:
%Ila in question are Gunerete walls, 10'-0" high from fi.nish upper
floor to basement slab. The walls are retaining 6'-6" high soil and
were assumed in the design to be moist soil pressure and held at top
and bottom. I observed that no provisions were made to shore walls
temporary till upper floor diaphragm is installed. Also back fill
has been placed and presumely compacted. The framing at wall on line
7 stopped short of the wall and at line D only the joist; were installed.
Due to the omission of the shores the walls were allowed to span
horizontal between the end walls stressing the horizontal reinforcement.
Frost might have contributed to this movement however, at the present
no assurance can be given that the soil behind the walls maintain stable.
The contractor is therefore advised to install immediately the shores
and maintain the shores till upper floor framing has been completed
including the plywood diaphragm. (See notes on sheet 1 "General item 411 )
Because the walls in question are stressed in horizontal direction
contrary to the design in whigh the walls are stressed vertically no
structural modifications are necessary to comply with the plans.
For the purpose of shoring be advised that the shores shall have a
capacity of 250 #/Iin. ft when assumed wall height 10' and held by
shores in the vicinity of the top.

Previous Action :
7C 19-77 - on July 25, 1977 the Tigard City Council approved a zone
change for the site in question subject to the following conditions:
1 . The zone change request , as submitted, be approved
contingent upon the sale of the 47. 11 foot wide parcel
at the eastern end of the property.
2. Twenty feet be dedicated along S .W. 72nd for street
purposes.
3. The applicant will file with the City Recorder an agreement
not to remonstrate against a Local Improvement District
(LID) for street improvements to S . W. 72nd Avenue.
4 . A den d covenant he attached to tho subject property re-
stricting- vehicular access onto S .W. 72nd Avenue .

Site Plan and Architect Review:
The applicant is proposing to build a professional. office to be
used as headquarters with the Fewel-Comer Co . The building is two
story with horizontal cedar bevel siding and a concrete tile roof.
The siding will be natural stain , <<nd brown with slate colored tile.
Only half of the si.te is being developed at this time . Parking and
circulation has been designed so as to facilitate future phases.
A landscape plan has been submitted which enhance,3 the professional
office concept . One concern with the landscape plan is that two
major planting beds have no ground cover other than harkdiist . In
order to improve the appearance, of the site, and be in harmony
with the rest of the plantings a suitable ground cover should be
established.
No irrigation plan has been submitted but a letter has been received
from the project landscape architect which states that an under-
ground irrigation system will be provided with 80% coverage.
Condition #2 of the City Council approval required a 20 foot
dedication along S.W. 72nd. Since that condition was attached
NPO #5 was adopted which reduced the standard for S .W . 72nd. Therefore ,
only a 10 foot dedication will be neces3ary along the majority of
the property.
A bus turnout lane and bus shelter is being installed abutting the
north property line. According to the city public works department ,
an additional dedication beyond the required 10 feet should be
required for a portion of SW 72nd in order to provide a smooth
transition and turnout lane.
The exact dimensions should be subject to public works department
and Tri-Met approvel .
A L. I .D. agreement as per City Council Condition #3 has been
submitted.
A drainage plan should be submitted for building department
approval .

1. Structure required to be Type throughout dui to area, height,
occupancy, Fire Zone.
2. One-hour fire resistance ratinq required for all interior construction.
3. All living units required to be completely separated by one-hour fire resistive construction.
4. Exit corridors require separatinn from any other area by one-hour fire resistive construction.
Sec. 3304(g)
S. Door assemblies of interior openings to corridors are required to have a fire resistance
rating of not less than 20 minutes and must be self-closing or automatic-closing. Reliqhts in
corridors require wired glass set in fixed (steel) framing. See 1973 State Str'lcturai
Specialty Code, Sections 3304(h) and 4306.
6. Storage rooms, closets, laboratories, shops and areas of similar hazard require separation
from other areas by at least one-hour fire resistive construction. Furnace and boiler rooms
require one-hour fire resistive construction.
7. All vertical openings such as stairways, trash chutes, etc., require full enclosure of
one-hour, two-hour fire resistance. Access ways to such shafts require self-
closing and lc,tching Class B fire door assemblies one-hour rated, _ one and
one-half hour rated. Sec. 1706
8. Attic areae require draft barriers as per Sec. 3205, not exceeding each 3,000 square feet.

9. Voids created by ceiling-floor systems require draft barriers not exceeding each 1,000 square
feet. Sec. 2517(f)
1.0. Building projections such as balconies, eaves, overhangs, etc., require fire protection as per
1%7K State Structural Specialty Code, Section 1710.
11.VFFire stops, blocking or framing members pierced for utility runs require packing to equal fire
resistance prior to such piercing. Wood frame construction requires firestopping of both
vertical and horizontal draft openings at maximum intervals of 10 feet. Sec. 2517(f)
12. Corridors require at least 6 feet in clear width. Drinking fountains or other equipment may
not uoerate in a mannir which would obstruct the minimum 6 foot width. Sec. 3317
13. Handrails are required on all stairways. Stairways over 44" wide need handrails on both sides.

14. Open stair railings and guardrails shall have intermediate rails or closures with no openings
large enough to pass a 9" sphere. Sec. 1716
I';, Exit doors from lobbies, corridors and rooms with potential occupancies of 50 or more are
required to swing in the direction of exit travel. Sec.. 3303
16. Exit doors from lobbies, corridors and assembly areas require panic hardware.
17. Hardware for all doors required for egress is required to be of simple type having no pro-
visions for locking against egress, with obvious method of operation. Flush bolts other
than listed automatic are not acceptable. Sec. 3303 (See exception)
1t7. At least 44" (inches) in clear width, without projections, is required for exits and patient
room doors through which patients must be transported in wheelchairs, stretchers or beds.

19. Sleeping rooms require at least one window readily openable from inside without special tools
and providing a clear opening of not less than 5.7 square feet. The minimum net clear opening
height dimension shall be 24 inches. The minimum net clear opening width dimension shall be
20 inches. Where windows are provided as a means of egress or rescue they shall have a
finished sill height not more than 44" (inches) above the floor.

21. Combustible acoustical material required to be secured with staples or equivalent metallic
holders or a heat resistant adhesive capable of withstanding 1000°F for one-half hour.

1976 Mechanical Specialty Code. Corridors are not acceptable for v..ie as supply or return
air plenums.
27. A dust collection system is required for shoo areas for nonportable machines emitting or
producing dusts. (Rof: Sec. 1008) Dust collection equipment to be located outside of
building or in )ne-hour separated room equipped with automatic sprinklers.
eft. A.S.M.E. approved pressure relief valves are required for all water heaters, installed
either in separate water tank port or in port for hot water line. shutoff valves may not
be located between a water tank and relief valve.
29. A firefighting water supply is required within 500 feet of building that is capable of
producing 500 qpm (minimum) for 10 minutes for each 5,000 square feet of floor area within
building up to a maximum of 500 gpm for 30 minutes, or provide a 5,000 to 15,000 gallon
reserve water supply as required.
30. Interior wet standpipes at. least 2 inches in diameter located and equippea as per Sec. 3804
are required. Couplings and connections required to be American National Standard Thread.

32. Approved automatic spri^:lers are required over and under stage and in all auxiliary areas,

stage floor and by fusible link or other heat activated device, are required. (Sec. 3901-06)
